【摘要】：隨著全球化的發(fā)展，區(qū)域經(jīng)濟(jì)開始在全球范圍內(nèi)迅速蔓延，區(qū)域化已成為當(dāng)代經(jīng)濟(jì)的主要特征之一，有力的推動(dòng)著經(jīng)濟(jì)的協(xié)調(diào)發(fā)展，如何快速發(fā)展區(qū)域經(jīng)濟(jì)日漸成為各界關(guān)注的焦點(diǎn)。創(chuàng)新作為經(jīng)濟(jì)發(fā)展的助推器，使得信息、資金、人才等資源日趨向科技能力強(qiáng)的區(qū)域聚集，區(qū)域創(chuàng)新能力開始直接影響區(qū)域經(jīng)濟(jì)的發(fā)展，構(gòu)建區(qū)域創(chuàng)新體系成為各國(guó)乃至各地區(qū)實(shí)現(xiàn)其戰(zhàn)略目標(biāo)的主要選擇。區(qū)域創(chuàng)新體系理論在90年代后才出現(xiàn)，是以國(guó)家創(chuàng)新體系理論和方法為基礎(chǔ)，結(jié)合區(qū)域經(jīng)濟(jì)理論和創(chuàng)新理論，用來(lái)研究國(guó)內(nèi)某一特定區(qū)域創(chuàng)新問(wèn)題的新興理論。一個(gè)地區(qū)的創(chuàng)新體系是否完善，直接關(guān)系該地區(qū)經(jīng)濟(jì)是否能持續(xù)、快速、健康的發(fā)展，而這些體系的完善與否，就需要有一套全面的指標(biāo)體系去衡量。 湖北作為中部政治、經(jīng)濟(jì)、文化中心，肩負(fù)著中部崛起的重任，有著明顯的地理區(qū)位優(yōu)勢(shì)和資源優(yōu)勢(shì)。同時(shí)，湖北省政府高度重視科技創(chuàng)新在經(jīng)濟(jì)建設(shè)中的重要作用，一直將科技創(chuàng)新作為戰(zhàn)略重點(diǎn)，使得省區(qū)域創(chuàng)新體系的建設(shè)取得了一定的成效。但與北京、上海等地的創(chuàng)新體系所發(fā)揮的經(jīng)濟(jì)作用相比，仍存在較大差距。如何根據(jù)湖北自身的特點(diǎn)，完善區(qū)域創(chuàng)新體系，成為目前亟待解決的問(wèn)題。 本文以國(guó)內(nèi)外相關(guān)區(qū)域創(chuàng)新體系理論研究成果為基礎(chǔ)，對(duì)湖北省區(qū)域創(chuàng)新體系建設(shè)現(xiàn)狀進(jìn)行深入的比較分析，，同時(shí)，收集現(xiàn)有權(quán)威機(jī)構(gòu)提供的相關(guān)數(shù)據(jù)，設(shè)定評(píng)價(jià)指標(biāo)，構(gòu)建指標(biāo)體系，對(duì)湖北省區(qū)域創(chuàng)新體系建設(shè)現(xiàn)狀進(jìn)行實(shí)證分析，根據(jù)分析結(jié)果，有針對(duì)性的提出今后建設(shè)的對(duì)策建議。 全文分為六章，第一章為緒論，介紹研究目的和意義、國(guó)內(nèi)外研究綜述、研究?jī)?nèi)容和方法。第二章對(duì)研究對(duì)象區(qū)域創(chuàng)新體系的相關(guān)理論進(jìn)行論述，包括區(qū)域創(chuàng)新體系的界定、體系的構(gòu)成、功能及其運(yùn)行機(jī)理。第三章在收集大量文獻(xiàn)和數(shù)據(jù)的基礎(chǔ)上，分析目前湖北區(qū)域創(chuàng)新體系建設(shè)的現(xiàn)狀。主要從區(qū)域創(chuàng)新體系的主體、投入、產(chǎn)出及環(huán)境四個(gè)方面來(lái)分析。第四章對(duì)湖北區(qū)域創(chuàng)新體系建設(shè)進(jìn)行評(píng)價(jià)，包括構(gòu)建評(píng)價(jià)指標(biāo)體系、確定評(píng)價(jià)方法，并結(jié)合收集的數(shù)據(jù)，進(jìn)行實(shí)證分析。第五章提出了湖北區(qū)域創(chuàng)新體系建設(shè)的對(duì)策建議，包括當(dāng)前湖北區(qū)域創(chuàng)新體系存在的問(wèn)題及有針對(duì)性的建議。第六章是總結(jié)和展望，對(duì)全文研究的主要結(jié)論進(jìn)行最后的總結(jié)，指出創(chuàng)新點(diǎn)，并進(jìn)一步提出今后研究的方向。
[Abstract]:With the development of globalization, regional economy began to spread rapidly in the global scope. Regionalization has become one of the main characteristics of contemporary economy. How to develop regional economy rapidly has become the focus of attention. Innovation, as a booster of economic development, makes resources such as information, funds, talents and other resources tend to gather in a region with strong scientific and technological capabilities. The ability of regional innovation has a direct impact on the development of regional economy, and the construction of regional innovation system has become the main choice for countries and regions to realize their strategic goals. The theory of regional innovation system appeared only after 90s. On the basis of the theory and method of national innovation system, combined with regional economic theory and innovation theory, it is a new theory used to study the innovation problem of a particular region in China. Whether the innovation system of a region is perfect or not, It is directly related to the sustainable, rapid and healthy development of the regional economy, and the perfection of these systems requires a comprehensive index system to measure. Hubei, as the political, economic and cultural center of the central region, shoulders the important task of the rise of the central region and has obvious geographical location and resource advantages. At the same time, the Hubei Provincial Government attaches great importance to the important role of scientific and technological innovation in the economic construction. Scientific and technological innovation has always been regarded as the strategic focus, which has made the construction of provincial regional innovation system have achieved certain results. But compared with the economic role played by the innovation systems in Beijing, Shanghai and other places, There is still a big gap. How to perfect the regional innovation system according to Hubei's own characteristics has become a problem to be solved. Based on the theoretical research results of regional innovation system at home and abroad, this paper makes a deep comparative analysis of the current situation of regional innovation system construction in Hubei Province, and at the same time, collects relevant data provided by existing authoritative organizations, sets evaluation indicators, This paper constructs the index system, makes an empirical analysis on the present situation of the construction of the regional innovation system in Hubei Province, and, according to the analysis results, puts forward the countermeasures and suggestions for the future construction. This paper is divided into six chapters. The first chapter is the introduction, which introduces the purpose and significance of the research, the domestic and foreign research summary, the research content and the method. The second chapter discusses the relevant theories of the regional innovation system, including the definition of the regional innovation system. The composition, function and operation mechanism of the system. Chapter three analyzes the present situation of the construction of the regional innovation system in Hubei province on the basis of collecting a large number of documents and data, mainly from the main body of the regional innovation system, input, Chapter 4th evaluates the construction of Hubei regional innovation system, including the construction of evaluation index system, the determination of evaluation methods, and the data collected. Chapter 5th puts forward the countermeasures and suggestions for the construction of Hubei regional innovation system, including the existing problems and targeted suggestions of Hubei regional innovation system. Chapter 6th is a summary and prospect. The main conclusions of this paper are summarized, the innovation points are pointed out, and the future research directions are put forward.
