【摘要】："一帶一路"戰(zhàn)略的提出為中國(guó)對(duì)外直接投資的布局優(yōu)化創(chuàng)造了機(jī)遇和條件。整體來(lái)看,中國(guó)對(duì)"一帶一路"沿線地區(qū)的直接投資占比不高,但呈逐年提升態(tài)勢(shì),而且對(duì)不同區(qū)域版塊的投資表現(xiàn)出差異化特征。未來(lái),應(yīng)本著適度分散和差異化的原則,一方面繼續(xù)加強(qiáng)對(duì)歐美地區(qū)的學(xué)習(xí)型、技術(shù)導(dǎo)向型投資;另一方面充分借勢(shì)"一帶一路"展開(kāi)對(duì)沿線國(guó)家的戰(zhàn)略型、資源合作型投資。通過(guò)對(duì)外直接投資空間流向的調(diào)整,實(shí)現(xiàn)中國(guó)對(duì)外直接投資在全球范圍內(nèi)的布局優(yōu)化。在這一進(jìn)程中,"走出去"企業(yè)會(huì)面臨來(lái)自東道國(guó)的政治、經(jīng)濟(jì)、文化、法律等多方面的風(fēng)險(xiǎn)和挑戰(zhàn),需要通過(guò)簽訂和升級(jí)雙邊投資協(xié)定、創(chuàng)新境外經(jīng)貿(mào)合作區(qū)建設(shè)、加強(qiáng)投資環(huán)境評(píng)估和公共服務(wù)平臺(tái)建設(shè)等舉措加以化解和應(yīng)對(duì)。
[Abstract]:The "Belt and Road" strategy has created opportunities and conditions for optimizing the layout of China's foreign direct investment. On the whole, China's direct investment in the area along the line of "Belt and Road" is not high, but it is increasing year by year. In the future, we should follow the principle of moderate dispersion and differentiation, on the one hand, we should continue to strengthen the study type and technology-oriented investment in Europe and America; On the other hand, he fully grasped the opportunity for "Belt and Road" to launch strategic and cooperative investment in the countries along the route. In this process, "going out" enterprises will face political, economic, cultural, legal and other risks and challenges from the host country. Such measures as signing and upgrading bilateral investment agreements, innovating the construction of overseas economic and trade cooperation zones, strengthening the investment environment assessment and the construction of public service platforms should be resolved and dealt with.
