【摘要】：飛速發(fā)展的互聯(lián)網(wǎng)已滲透到我國政治、經(jīng)濟(jì)、文化和社會(huì)生活等各個(gè)領(lǐng)域，網(wǎng)絡(luò)輿情不斷出現(xiàn)，網(wǎng)絡(luò)輿情治理越來越重要。網(wǎng)絡(luò)輿情在公共治理中具有民主監(jiān)督功能，信息溝通功能以及輔助決策等功能。網(wǎng)絡(luò)輿情正在不斷的考驗(yàn)著政府的治理能力，也在不斷的考驗(yàn)著社會(huì)公眾的承受能力。我國網(wǎng)絡(luò)輿情的治理大致可以分為五個(gè)階段，各級(jí)地方政府網(wǎng)絡(luò)輿情治理體系也逐步建立起來。從整體上看當(dāng)前地方政府網(wǎng)絡(luò)輿情治理雖然有了一定的發(fā)展，但是在網(wǎng)絡(luò)輿情治理的過程中還存在應(yīng)對(duì)不及時(shí)，處理方法不科學(xué)，網(wǎng)絡(luò)輿情平臺(tái)單一，網(wǎng)絡(luò)輿情治理具體制度不完善等問題，造成了眾多不良影響�；谏浦沃卫砝碚摵蛯�(duì)具體案例的分析，地方政府網(wǎng)絡(luò)輿情治理的進(jìn)一步完善，必須轉(zhuǎn)變政府治理理念，建立政府部門內(nèi)部協(xié)作交流機(jī)制，完善地方性的網(wǎng)絡(luò)法律法規(guī)，進(jìn)一步推進(jìn)電子政務(wù)建設(shè)，加強(qiáng)網(wǎng)民的網(wǎng)絡(luò)自律意識(shí)，提升網(wǎng)民輿情主體意識(shí)，，強(qiáng)化政府與網(wǎng)絡(luò)媒體的協(xié)作互動(dòng)，完善互聯(lián)網(wǎng)行業(yè)規(guī)范，提高媒體從業(yè)人員素質(zhì)等。
[Abstract]:The rapid development of the Internet has penetrated into the political, economic, cultural and social life of our country, the network public opinion appears constantly, the network public opinion governance is more and more important, the network public opinion has the democratic supervision function in the public administration. The function of information communication and auxiliary decision. The network public opinion is constantly testing the government's governance ability and the social public's bearing ability. The governance of our country's network public opinion can be roughly divided into five stages. The network public opinion governance system of local governments at all levels has been gradually established. Overall, although there has been some development in the current local government network public opinion governance, there are still some problems in the process of network public opinion governance. Some problems, such as unscientific methods, single platform of network public opinion, imperfect concrete system of network public opinion governance, have caused many adverse effects. Based on the theory of good governance and the analysis of concrete cases, To further improve the governance of local government network public opinion, we must change the concept of government governance, establish a mechanism for internal cooperation and exchange among government departments, improve local laws and regulations on the network, and further promote the construction of e-government. We should strengthen the self-discipline consciousness of Internet users, enhance the consciousness of the subject of public opinion of netizens, strengthen the cooperation and interaction between government and network media, perfect the norms of Internet industry, and improve the quality of media practitioners.
