【摘要】：德國(guó)是世界上較早建立農(nóng)村社會(huì)保險(xiǎn)制度的國(guó)家,其為農(nóng)村建立了單獨(dú)的、較為完善的農(nóng)村保險(xiǎn)體系,即農(nóng)村養(yǎng)老保險(xiǎn)、農(nóng)村醫(yī)療保險(xiǎn)、農(nóng)村護(hù)理保險(xiǎn)以及農(nóng)村事故保險(xiǎn)四個(gè)部分。而我國(guó)作為世界上的農(nóng)業(yè)大國(guó)卻一直奉行著“以農(nóng)養(yǎng)工,以工哺農(nóng)”的原則,忽視農(nóng)村的社會(huì)保障制度建設(shè),忽視對(duì)農(nóng)民生存健康權(quán)的保護(hù)。近年來(lái),隨著我國(guó)政治、經(jīng)濟(jì)、文化等各方面的發(fā)展以及黨中央對(duì)“三農(nóng)”問(wèn)題的關(guān)注,開(kāi)始建立健全與農(nóng)民生存健康權(quán)相關(guān)的農(nóng)村社會(huì)保險(xiǎn)制度,但在這方面我國(guó)剛剛起步,需要借鑒國(guó)外先進(jìn)的經(jīng)驗(yàn)。由于立法體系的一致性,德國(guó)恰為最佳選擇。 本文通過(guò)大量閱讀一手文獻(xiàn)將從德國(guó)農(nóng)村社會(huì)保險(xiǎn)制度的演進(jìn)及特征、德國(guó)農(nóng)村醫(yī)療和護(hù)理保險(xiǎn)、養(yǎng)老保險(xiǎn)、事故保險(xiǎn)的制度框架以及對(duì)中國(guó)農(nóng)村社會(huì)保險(xiǎn)制度發(fā)展的指導(dǎo)性意義等五個(gè)方面展開(kāi)全面介紹,將德國(guó)農(nóng)村社會(huì)保險(xiǎn)制度與我國(guó)農(nóng)村社會(huì)保險(xiǎn)制度進(jìn)行對(duì)比性分析,旨在為我國(guó)今后的農(nóng)村保險(xiǎn)制度建設(shè)提供一定的理論基礎(chǔ)。
[Abstract]:Germany was a country that established the rural social insurance system earlier in the world. It established a separate and relatively perfect rural insurance system for the rural areas, namely, rural old-age insurance, rural medical insurance, The rural nursing insurance and the rural accident insurance are four parts. However, as a big agricultural country in the world, our country has been adhering to the principle of "feeding workers by agriculture and feeding agriculture by industry" and neglecting the construction of social security system in rural areas. In recent years, with the development of politics, economy and culture in our country and the concern of the Party Central Committee on the issue of "agriculture, countryside and farmers", Starting to establish and perfect rural social insurance system related to farmers' right to survival and health, but in this respect, our country has just started, need to learn from foreign advanced experience, because of the consistency of the legislative system, Germany is the best choice. This article will read a lot of literature from the German rural social insurance system evolution and characteristics, German rural medical and nursing insurance, old-age insurance, The institutional framework of accident insurance and the guiding significance of the development of China's rural social insurance system are introduced in an all-round way, and a comparative analysis of the German rural social insurance system and the rural social insurance system of our country is carried out. The purpose is to provide a certain theoretical basis for the construction of rural insurance system in the future.
