【摘要】:大學(xué)生的就業(yè)問(wèn)不僅關(guān)系著我國(guó)經(jīng)濟(jì)的發(fā)展,更影響著社會(huì)的穩(wěn)定和人民的長(zhǎng)治久安。近年來(lái),隨著我國(guó)產(chǎn)業(yè)結(jié)構(gòu)的不斷調(diào)整和高校教育體制改革的逐步深入,高校的招生規(guī)模也不斷的擴(kuò)大,這就導(dǎo)致了每年畢業(yè)生數(shù)量的飛速上漲,大學(xué)生就業(yè)壓力也因此持續(xù)走高。而當(dāng)前,我國(guó)正處于一個(gè)經(jīng)濟(jì)發(fā)展新常態(tài)的關(guān)鍵時(shí)期,企業(yè)用工有限,政府機(jī)構(gòu)不斷合并、簡(jiǎn)編,事業(yè)單位編制從嚴(yán)控制,而民營(yíng)企業(yè)發(fā)展相對(duì)緩慢,這些因素都進(jìn)一步加劇大學(xué)生就業(yè)的難度。再加之,內(nèi)蒙古自治區(qū)因其特殊的區(qū)位劣勢(shì),經(jīng)濟(jì)發(fā)展相對(duì)滯后,以及特殊的政治、經(jīng)濟(jì)、文化和社會(huì)環(huán)境,造成內(nèi)蒙古地區(qū)大學(xué)生就業(yè)問(wèn)題尤為突出,內(nèi)蒙古屬于我國(guó)民族自治地區(qū),有其民族地區(qū)的特殊性,這一地區(qū)的就業(yè)問(wèn)題還關(guān)乎民族團(tuán)結(jié)與社會(huì)和諧穩(wěn)定,因此,必須引起高度重視。本研究依據(jù)制度非均衡理論、人力資本理論以及新公共管理理論等多種相關(guān)理論,從政府政策的角度出發(fā),論述政府的相關(guān)政策的制定和執(zhí)行,在內(nèi)蒙古地區(qū)大學(xué)生就業(yè)問(wèn)題的解決過(guò)程中,所起到的重要作用。通過(guò)運(yùn)用描述法、社會(huì)調(diào)查法及定性與定量相結(jié)合方法等研究方法的調(diào)查研究,針對(duì)內(nèi)蒙古地區(qū)大學(xué)生就業(yè)實(shí)際,進(jìn)行深入系統(tǒng)的研究。首先,明晰了內(nèi)蒙古地區(qū)大學(xué)生就業(yè)基本現(xiàn)狀,以及政府現(xiàn)有就業(yè)政策情況的基本現(xiàn)狀;其次,指出了內(nèi)蒙古地區(qū)現(xiàn)有大學(xué)生就業(yè)政策的內(nèi)容以及制定和執(zhí)行等方面存在的問(wèn)題;最后,根據(jù)現(xiàn)階段內(nèi)蒙古自治區(qū)大學(xué)生就業(yè)政策情況及其存在的不足,提出了相對(duì)應(yīng)的優(yōu)化就業(yè)政策的對(duì)策。這對(duì)內(nèi)蒙古地區(qū)大學(xué)生找尋影響就業(yè)的因素、就業(yè)政策制定以及今后就業(yè)政策的發(fā)展具有一定的理論意義和現(xiàn)實(shí)價(jià)值。
[Abstract]:The employment of college students is not only related to the economic development of our country, but also to the stability of the society and the long-term stability of the people. In recent years, with the constant adjustment of the industrial structure and the gradual deepening of the reform of the higher education system in our country, The enrollment scale of colleges and universities is constantly expanding, which leads to the rapid increase in the number of graduates every year, and the pressure on the employment of college students continues to rise. At present, China is in a critical period of a new normal in economic development. The limited employment of enterprises, the continuous merger of government agencies, compendium, strict control of the establishment of public institutions, and the relatively slow development of private enterprises all further aggravate the difficulty of obtaining employment for college students. In addition, Because of its special location disadvantage, relatively backward economic development, and special political, economic, cultural and social environment, the Inner Mongolia Autonomous region has a prominent employment problem for college students. Inner Mongolia belongs to the national autonomous region of China. Because of the particularity of the ethnic region, the employment problem in this area is also related to the national unity and social harmony and stability, therefore, we must attach great importance to it. Human capital theory, new public management theory and other related theories, from the perspective of government policy, this paper discusses the formulation and implementation of the relevant government policies, in the process of solving the employment problem of college students in Inner Mongolia. Through the use of descriptive method, social investigation method and qualitative and quantitative methods of research methods, aiming at the actual employment of college students in Inner Mongolia, in-depth and systematic research. It clarifies the basic status quo of college students' employment in Inner Mongolia and the basic situation of the government's existing employment policy. Secondly, it points out the problems existing in the content, formulation and implementation of the existing employment policy for college students in Inner Mongolia. Finally, according to the present situation of college students' employment policy in Inner Mongolia Autonomous region and its shortcomings, the corresponding countermeasures of optimizing employment policy are put forward, which will affect the employment of college students in Inner Mongolia. The formulation of employment policy and the development of employment policy in the future have certain theoretical significance and practical value.
