【摘要】：本文在全球和區(qū)域政治經(jīng)濟局勢深刻變化并加速重構(gòu)的背景下,對我國與海合會國家開展"一帶一路"經(jīng)貿(mào)合作的基礎(chǔ)、機遇及潛在風(fēng)險因素進行了研判和探討。海合會國家位于"21世紀海上絲綢之路"與"絲綢之路經(jīng)濟帶"的交匯點,擁有世界上最豐富的油氣資源儲備,是全球地緣政治核心區(qū)域。經(jīng)過30多年的發(fā)展,我國與海合會能源合作不斷升級,形成了高度互補的貿(mào)易關(guān)系,基礎(chǔ)設(shè)施建設(shè)合作不斷升溫,海合會國家的經(jīng)濟轉(zhuǎn)型為雙方合作提供了新的契機。同時,當?shù)厍芳训臓I商環(huán)境、單一脆弱的經(jīng)濟體系、惡劣的氣候條件、區(qū)域內(nèi)國家地緣政治博弈、恐怖主義威脅、域外大國干預(yù)和牽制等不利因素構(gòu)成了雙方"一帶一路"建設(shè)合作的風(fēng)險。
[Abstract]:Under the background of the profound changes in the global and regional political and economic situation and the accelerated reconstruction, this paper bases the economic and trade cooperation between China and GCC countries with Belt and Road. The GCC countries are located at the junction of the "Maritime Silk Road" and the "Silk Road Economic Belt" in 21th century and have the richest oil and gas reserves in the world. It is the core region of global geopolitics. After more than 30 years of development, China's energy cooperation with GCC has been continuously upgraded, forming highly complementary trade relations, and cooperation in infrastructure construction has been heating up. The economic transformation of GCC countries has provided a new opportunity for cooperation between the two sides. At the same time, the local poor business environment, a single fragile economic system, poor climate conditions, geopolitical game among countries in the region, and the threat of terrorism, The unfavorable factors such as the intervention and containment of foreign powers constitute the risk of the construction of cooperation between the two sides.
