【摘要】：近代以來,隨著農(nóng)村自然經(jīng)濟(jì)的解體,中國的農(nóng)業(yè)生產(chǎn)逐步被卷入商品市場,農(nóng)村金融在農(nóng)業(yè)發(fā)展中的作用日益凸顯,逐漸成為農(nóng)村經(jīng)濟(jì)發(fā)展的杠桿。至20世紀(jì)30年代前后,中國的農(nóng)村經(jīng)濟(jì)遇到了前所未有的危機(jī),嚴(yán)重地影響著農(nóng)業(yè)生產(chǎn)和農(nóng)村經(jīng)濟(jì)的發(fā)展。在此背景下,各級政府通過金融機(jī)構(gòu)向農(nóng)村供給資金,緩解農(nóng)村金融之枯竭,以解決農(nóng)村金融問題為立足點(diǎn)促進(jìn)農(nóng)村經(jīng)濟(jì)發(fā)展,達(dá)到繁榮經(jīng)濟(jì)之目的。1931年重掌廣西政權(quán)的新桂系,為了鞏固其在廣西的統(tǒng)治,增強(qiáng)實(shí)力,以圖再次逐鹿中原,開始著手建設(shè)廣西,注重農(nóng)村經(jīng)濟(jì)建設(shè),以調(diào)劑農(nóng)村金融的方式,恢復(fù)農(nóng)村經(jīng)濟(jì)發(fā)展,達(dá)到繁榮農(nóng)業(yè),大量增加農(nóng)業(yè)生產(chǎn)的目的。廣西農(nóng)民銀行即是新桂系政權(quán)為解決廣西農(nóng)村金融問題而成立的專業(yè)銀行。 本文以廣西農(nóng)民銀行為研究對象,研究時(shí)段主要是從其成立的1937年到其結(jié)束的1940年。廣西農(nóng)民銀行是在抗日戰(zhàn)爭爆發(fā)前由廣西省政府成立的一個(gè)官辦銀行,也是近代廣西唯一的一個(gè)農(nóng)業(yè)專業(yè)銀行。1937年廣西省政府決定將原廣西省銀行的農(nóng)村經(jīng)濟(jì)部劃出,改組成立廣西農(nóng)民銀行。廣西農(nóng)民銀行是廣西省政府為供給農(nóng)民資金,促進(jìn)農(nóng)業(yè)生產(chǎn),發(fā)展農(nóng)村經(jīng)濟(jì)而設(shè)立的農(nóng)業(yè)專業(yè)銀行。雖然以往學(xué)術(shù)界對中國近現(xiàn)代金融史和農(nóng)村金融問題的研究已有不少成果,但對廣西農(nóng)民銀行的關(guān)注卻不多。本文以新桂系時(shí)期廣西社會的政治、經(jīng)濟(jì)和農(nóng)村經(jīng)濟(jì)、金融的發(fā)展為背景,探討廣西農(nóng)民銀行建立的原因、經(jīng)過及其演變過程,通過縱向梳理其發(fā)展脈絡(luò)和對其主要經(jīng)營活動(dòng)考察的方式進(jìn)行研究,以揭示其經(jīng)營活動(dòng)特色；同時(shí)通過分析廣西農(nóng)民銀行業(yè)務(wù)發(fā)展情況以及廣西農(nóng)民銀行與廣西農(nóng)貸之間的關(guān)系,來考察和評價(jià)廣西農(nóng)民銀行對促進(jìn)廣西農(nóng)村經(jīng)濟(jì)發(fā)展和農(nóng)業(yè)生產(chǎn)的積極作用以及其局限性。廣西農(nóng)民銀行的產(chǎn)生和發(fā)展體現(xiàn)了這一時(shí)期新桂系政權(quán)對解決廣西農(nóng)村金融問題和農(nóng)村經(jīng)濟(jì)發(fā)展的政策,廣西農(nóng)民銀行的成立對新桂系時(shí)期廣西的農(nóng)業(yè)生產(chǎn)和農(nóng)村經(jīng)濟(jì)發(fā)展產(chǎn)生了一定程度的影響。 本文共分為五個(gè)部分,分別從廣西農(nóng)民銀行創(chuàng)建的背景,廣西農(nóng)民銀行的籌建及其組織結(jié)構(gòu),廣西農(nóng)民銀行的業(yè)務(wù)經(jīng)營,廣西農(nóng)民銀行與廣西的農(nóng)貸以及對廣西農(nóng)民銀行的評價(jià)等方面展開對廣西農(nóng)民銀行的研究。 第一部分主要從農(nóng)村經(jīng)濟(jì)的崩潰,農(nóng)村金融的枯竭,傳統(tǒng)農(nóng)村金融組織的衰落以及農(nóng)村高利貸盛行、農(nóng)民負(fù)債嚴(yán)重四個(gè)方面進(jìn)行分析,論述了廣西農(nóng)民銀行創(chuàng)建的的背景。第二部分闡述了廣西農(nóng)民銀行的籌設(shè)和建立過程,以及該行組織結(jié)構(gòu)中內(nèi)部機(jī)構(gòu)的演變和分支行所的發(fā)展。第三部分論述了廣西農(nóng)民銀行的業(yè)務(wù)經(jīng)營,包括放款業(yè)務(wù)、存款業(yè)務(wù)、農(nóng)倉業(yè)務(wù)、投資和匯兌業(yè)務(wù)以及廣西農(nóng)民銀行與農(nóng)民借款協(xié)會五個(gè)方面。第四部分對廣西農(nóng)民銀行與廣西的農(nóng)貸分兩個(gè)階段進(jìn)行研究,一是廣西農(nóng)民銀行成立前廣西農(nóng)貸的開展情況與不足,二是廣西農(nóng)民銀行時(shí)期廣西農(nóng)貸的發(fā)展。第五部分從辯證的角度對廣西農(nóng)民銀行的歷史作用進(jìn)行評價(jià),分析了廣西農(nóng)民銀行所產(chǎn)生的積極影響,也探討了廣西農(nóng)民銀行的局限性。
[Abstract]:In modern times, with the disintegration of rural natural economy, China agricultural production gradually involved in the commodity market, the role of rural finance in the development of agriculture has become increasingly prominent, the development of rural economy to leverage. After 1930s, Chinese rural economy encountered hitherto unknown crisis, seriously affecting the development of agricultural production and rural economy in this context, governments at all levels to the supply of rural funds through financial institutions, alleviate rural financial depletion, in order to solve the problem of rural finance as the starting point to promote the development of rural economy, to achieve economic prosperity to regain control of the Guangxi regime in.1931 years, in order to consolidate its power to rule in Guangxi, Zhuluzhongyuan started again, the construction of Guangxi, focusing on the construction of rural economy, to adjust rural finance, restoration of rural economic development, achieve the prosperity of agriculture, large Increase the amount of agricultural production. The Agricultural Bank of Guangxi is the Guangxi regime in order to solve the problem of rural finance and the establishment of specialized banks.
In this paper, the Agricultural Bank of Guangxi as the research object, the research period is mainly from its establishment in 1937 to the end of 1940. The Agricultural Bank of Guangxi is a private bank established by the Guangxi provincial government on the outbreak of the Anti Japanese War, Guangxi is a modern professional agricultural bank.1937 only in Guangxi Province, the government decided to rural economy department the original Guangxi Province bank set aside, the restructuring of the establishment of the Agricultural Bank of Guangxi. The Agricultural Bank of Guangxi is the Guangxi provincial government to supply farmers funds, promote agricultural production, rural economic development and the establishment of specialized agricultural bank. Although the previous academic Research on Chinese many achievements of modern financial history and the existing rural financial problems, but for the farmers bank Guangxi's attention is not much. In this paper, the Guangxi society in the new era of politics, economy and the rural economy, financial development as the background, to explore the establishment of the Agricultural Bank of Guangxi The reason, course and development of the research, through the longitudinal combing and investigation on its main business activities, in order to reveal the characteristics of business activities; at the same time through the analysis of Guangxi farmers bank business development and the relationship between farmers and agricultural credit between the Bank of Guangxi Guangxi, to investigate and evaluate the Agricultural Bank of Guangxi to promote the positive role Guangxi rural economic development and agricultural production as well as their limitations. The emergence and development of the Agricultural Bank of Guangxi reflects the period of New Guangxi Clique Guangxi to solve the problem of rural finance and rural economic development policies, the establishment of the Agricultural Bank of Guangxi had a certain influence on the period of Guangxi's agricultural production and rural economic development.
This paper is divided into five parts, respectively, from the Agricultural Bank of Guangxi to create the background, preparation and organizational structure of the Agricultural Bank of Guangxi, the Agricultural Bank of Guangxi business, the Agricultural Bank of Guangxi and Guangxi agriculture and the Farmers Bank of Guangxi and other aspects of the research evaluation of the Agricultural Bank of Guangxi.
The first part mainly from the rural economy, rural finance has dried up, the traditional rural financial organization and the decline of Rural Usury prevailed, heavily indebted farmers four aspects of analysis, discusses the Agricultural Bank of Guangxi created the background. The second part of the Guangxi farmers bank establishment and the establishment process, and the internal mechanism of the line the organizational structure and the evolution of branch line of the development. The third part discusses the Agricultural Bank of Guangxi business, including loans, deposits, agricultural warehouse business, the five aspects of investment and foreign exchange business, Guangxi farmers and farmers bank borrowing. The fourth part of the farmers association of Agricultural Bank of Guangxi and Guangxi in two stage, one is the Agricultural Bank of Guangxi before the establishment of Guangxi agricultural development situation and the insufficiency, the two is the development of Guangxi Agricultural Bank of Guangxi farmers in the fifth part from the period. From a dialectical perspective, we evaluate the historical role of Guangxi farmers bank, analyze the positive impact of Guangxi farmers bank, and also discuss the limitations of Guangxi farmers bank.
