【摘要】：縱觀人類(lèi)文明的發(fā)展,每一次推動(dòng)人類(lèi)文明進(jìn)步的重大變革都離不開(kāi)人類(lèi)的智慧與新知識(shí)的發(fā)現(xiàn)。現(xiàn)在,人類(lèi)已經(jīng)發(fā)展到以“知識(shí)經(jīng)濟(jì)”之稱(chēng)的二十一世紀(jì),人才的重要性更是不言而喻。國(guó)以才立,政以才治,業(yè)以才興。一個(gè)國(guó)家、一個(gè)政黨要發(fā)展、要進(jìn)步,最先要具備的就是人才,人才是一個(gè)國(guó)家的軟實(shí)力。黨政人才是六大類(lèi)人才中的一種,是我國(guó)行政管理的重要人才,它對(duì)行政管理的效率有著直接影響�，F(xiàn)階段,我國(guó)的政治、經(jīng)濟(jì)都處在一個(gè)改革的攻堅(jiān)期,為了適應(yīng)我國(guó)發(fā)展的需要以及應(yīng)對(duì)國(guó)際新形勢(shì)的挑戰(zhàn),加強(qiáng)黨政人才隊(duì)伍建設(shè)和提高黨政人才素質(zhì)是極其迫切的。 黨政人才是政治系統(tǒng)中的一個(gè)重要主體,是政治活動(dòng)的承擔(dān)者,是政治行為的決策者和實(shí)施者。因此,黨政人才在政治系統(tǒng)中扮演著最為重要的角色,擁有一支高素質(zhì)、高能力的黨政人才隊(duì)伍是一個(gè)國(guó)家興盛的根本。其中,影響黨政人才建設(shè)的一個(gè)最主要因素就是政治生態(tài)環(huán)境。人創(chuàng)造環(huán)境,同樣環(huán)境也創(chuàng)造人。擁有一個(gè)良好的政治生態(tài)環(huán)境對(duì)人才的引進(jìn)、培養(yǎng)、選拔以及成長(zhǎng)都有著不可估量的影響。政治生態(tài)的核心是“關(guān)系”,它研究的是政治系統(tǒng)或是政治體系內(nèi)部各個(gè)要素之間,以及政治系統(tǒng)與其他社會(huì)系統(tǒng)之間相互作用、相互影響、相互制約而形成的關(guān)系。政治生態(tài)是一個(gè)國(guó)家或是一個(gè)地方的政治生活以及政治發(fā)展環(huán)境的具體表現(xiàn),良好、健康、有序地政治生態(tài)是黨政人才成長(zhǎng)和發(fā)展的關(guān)鍵因素。從縱向上看,我國(guó)從建國(guó)以后黨政人才的政治生態(tài)環(huán)境總體上是往好的方向在發(fā)展的,每一屆領(lǐng)導(dǎo)人都越來(lái)越重視人才,越來(lái)越重政治生態(tài)環(huán)境,當(dāng)然不排除中間有過(guò)的一些特殊時(shí)期使得黨政人才的建設(shè)處于停滯或是倒退。在十八大召開(kāi)之后,我國(guó)的領(lǐng)導(dǎo)人更是重視黨政人才的政治生態(tài)環(huán)境,就如習(xí)近平總書(shū)記所說(shuō)的一樣,加強(qiáng)黨的建設(shè),必須營(yíng)造一個(gè)良好的從政環(huán)境,也就是要有一個(gè)良好的政治生態(tài)。

Now, mankind has developed to the "knowledge economy" known as 21th century. It goes without saying that the importance of talent is even more self-evident. The first thing a country must have is talent if it wants to develop and progress. Talent is the soft power of a country. Party and government talent is one of the six categories of talents, is an important talent in China's administration, it has a direct impact on the efficiency of administration. At present, the politics of our country. In order to meet the needs of the development of our country and to meet the challenge of the new international situation, it is extremely urgent to strengthen the construction of the party and government talents and to improve the quality of the party and government talents. Party and government talents are an important subject in the political system, the carrier of political activities, the decision-makers and implementers of political behavior. Therefore, the party and government talents play the most important role in the political system. Having a high quality and high ability team of party and government talents is the root of a country's prosperity. Among them, one of the most important factors affecting the construction of party and government talents is the political ecological environment. The same environment also creates human beings. Having a good political ecological environment has an inestimable influence on the introduction, training, selection and growth of talents. The core of political ecology is "relationship". It studies the interaction and interaction between the political system and the elements within the political system, as well as between the political system and other social systems. The political ecology is the concrete performance of a country or a place's political life and political development environment, good and healthy. Orderly political ecology is the key factor for the growth and development of party and government talents. From a vertical point of view, the political ecological environment of party and government talents has been developing in a positive direction since the founding of the people's Republic of China. Every leader pays more and more attention to talents and political ecological environment. Of course, it is not ruled out that some special periods have made the construction of party and government talents stagnate or retrograde. After the 18 National Congress. The leaders of our country pay more attention to the political ecological environment of the party and government talents, just as General Secretary Xi Jinping said, to strengthen the party building, we must create a good political environment.
