【摘要】：政治合法性問題自被提出之日起就深受廣大政治理論研究者和政治理論實踐者關(guān)注，也是一個政治學領(lǐng)域經(jīng)久不衰的熱點問題�，F(xiàn)代社會政治權(quán)力不是與生俱來的，若想得到普遍接受和認可，就必須具備合法性，只有具備合法性的政治權(quán)利才能順利和持續(xù)的運行下去。不論何種社會制度下的政權(quán)，都必須重視并不斷鞏固已經(jīng)取得的合法性。政治統(tǒng)治的有序進行，統(tǒng)治體系的健康發(fā)展，甚至社會的穩(wěn)定和諧都離不開政治合法性的鞏固與維護。一個統(tǒng)治體系只有獲得并長期保持充足和穩(wěn)定的合法性，才能確保其對國家和社會的有效管理。如果這一統(tǒng)治體系的政治合法性被沖擊和削弱，，必將從根本上導致統(tǒng)治體系存在基礎(chǔ)的動搖。這會帶來政令不暢、政局不穩(wěn)甚至政權(quán)更迭等等消極結(jié)果，而最終受傷害的是廣大普通民眾。 當今世界，全球化好似滾滾洪流勢不可擋的蔓延在整個人類社會，全球化可以稱得上是當代最顯著的時代特征。沒有任何一個國家、地區(qū)、經(jīng)濟體能獨立于全球化之外，全球化正愈發(fā)強烈的影響和作用于人們的生活，不論身處繁華都市還是人跡罕至的原始森林，處處閃現(xiàn)著全球化的影子。當今時代是全球化的時代，各種經(jīng)濟要素在全球范圍的自由流動帶動了國家和地區(qū)間政治、經(jīng)濟、文化、社會等方方面面交流與合作的深化，全球化也就逐漸從經(jīng)濟領(lǐng)域走向了政治、文化等更為廣闊的空間，當代中國也不可避免的被卷入到全球化的浪潮中。自從全球化有了政治屬性，它的持續(xù)發(fā)展就對主權(quán)國家的政治體制、政治思想、政治文化等帶來了深遠影響，并最終體現(xiàn)在對主權(quán)國家政治合法性的作用上，可以說全球化對當代中國的政治合法性既是機遇又是挑戰(zhàn)。機遇與挑戰(zhàn)并存，就對我們當前和下一步的工作提出了新的要求。把握全球化千載難逢的發(fā)展機遇，有效應對挑戰(zhàn)，在全球化潮流中趨利避害實現(xiàn)自身發(fā)展，鞏固和完善全球化背景下的政治合法性，具有高度的現(xiàn)實性和必要性。 本文以政治合法性的基本理論為依托，深入分析合法性理論及其建構(gòu)基礎(chǔ)，歸納概括全球化的本質(zhì)屬性和對世界政治格局的影響，進一步闡釋了全球化對當代中國政治合法性的沖擊與挑戰(zhàn)，并據(jù)此提出了應對全球化挑戰(zhàn)的對策措施。 全文主要由五部分構(gòu)成。第一章介紹了政治合法性的基本理論與流派，把研究重心落腳到合法性建構(gòu)基礎(chǔ)上。第二章論述了全球化的歷史發(fā)展進程及其對世界政治格局的影響。第三章主要討論當代中國的政治合法性問題，重點分析了合法性的時代背景即全球化潮流。第四章從政績基礎(chǔ)、制度規(guī)范基礎(chǔ)和意識形態(tài)基礎(chǔ)的角度，闡釋了全球化對當代中國政治合法性的沖擊與影響。第五章針對上述三個層面的影響，進一步探討了應對全球化挑戰(zhàn)、鞏固和夯實合法性建構(gòu)基礎(chǔ)的有效途徑。 合法性是政權(quán)存在和發(fā)揮效力的基礎(chǔ)，合法性建設(shè)必須持之以恒，不能有半點松懈。尤其在當前，面對全球化在經(jīng)濟、政治、文化等多方面的挑戰(zhàn)，更要加倍重視對合法性的鞏固，以此團結(jié)全國各族人民共同堅定信念，堅持正確發(fā)展方向，不為外界干擾所動搖，共同推進社會主義現(xiàn)代化建設(shè)。只有不斷夯實政治合法性的政績基礎(chǔ)、意識形態(tài)基礎(chǔ)和制度規(guī)范基礎(chǔ)，才能把握全球化進程中的積極因素，把西方發(fā)達國家推行的普世價值拒國門之外，實現(xiàn)我國經(jīng)濟平穩(wěn)健康運行，進一步在全球化潮流中掌握主動，推動全球化向有利于我們的方向繼續(xù)發(fā)展。
[Abstract]:Political legitimacy is put forward from the date of the study by political theory and political theory of practitioners, but also a political science enduring hot issues in modern society. Political power is not innate, to be widely accepted and recognized, it must have the legitimacy, only have legitimacy the political rights to smooth and continuous operation. No matter what kind of social system under the regime, must pay attention to and consolidate the legitimacy of political rule has been made. The orderly, healthy development of ruling system, even social stability and harmony all cannot do without the political legitimacy of the consolidation and maintenance of a rule. The system only obtain and maintain the legitimacy of adequate and stable, in order to ensure the effective management of the state and society. If the political legitimacy of the ruling system by the impact and will weaken It will fundamentally lead to the vacillation of the foundation of the ruling system. This will bring negative consequences, such as ill ordered government, unstable political situation and even regime change.
In today's world, globalization is a trend which cannot be halted spread in the torrent of the whole human society, globalization can be regarded as the most significant feature of the contemporary era. No country, region economy can independent of globalization, life influence and effect of globalization is increasingly strong in people, whether living in the heart of the city or a few people tread the primeval forest, everywhere flashed globalization shadow. In the age of globalization, the free flow of various elements in the global economy driven by political, national and regional economic and cultural exchanges and cooperation, deepen the face and other aspects of society, globalization has gradually from the economic field to the political, cultural and other broader space the Chinese, also inevitably be involved in the wave of globalization. Globalization has since political attribute, its sustainable development is the main The right of national political system, political ideology, political culture has far-reaching influence, and ultimately reflected in the legitimacy of the role of sovereign politics, can be said that globalization of contemporary China political legitimacy is both opportunities and challenges. The opportunities and challenges, to our current and future work is put forward new requirements. Grasp the development opportunities of globalization and great deal with the challenge effectively, in the trend of globalization and achieve their own development, consolidate and improve the political legitimacy under the background of globalization, has the reality and necessity of height.
In this paper, the basic theory of political legitimacy is based on the in-depth analysis of the legitimacy theory and the construction of foundation, summarized and impact on the world political situation summed up the essence of globalization, to further explain the impact and challenge of globalization on contemporary political legitimacy China, and according to the proposed countermeasures to cope with the challenges of globalization.
This thesis consists of five parts. The first chapter introduces the basic theories and schools of political legitimacy, the research comes to the legitimacy basis. The second chapter discusses the historical developing process of globalization and its impact on world politics. The third chapter mainly discusses the political legitimacy in contemporary China, focuses on the analysis of the the legitimacy of the background that the globalization trend. The fourth chapter from the political system foundation, normative basis and ideological basis point of view, explains the impact of globalization on contemporary political legitimacy Chinese and effect. The fifth chapter according to the above three aspects, to further explore the effective ways to cope with the challenges of globalization, to consolidate and reinforce the legitimacy basis.
Legitimacy is the existence of the regime and the basis of effectiveness, legality construction must persevere, can not have the slightest slack. Especially at present, in the face of globalization in economy, politics, culture and other aspects of the challenge, we must redouble our attention on the legitimacy of the consolidation, in order to unite the people of all ethnic groups in the common faith, adhere to the correct direction of development. Do not shake for outside interference, to jointly promote the construction of socialist modernization. Only constantly reinforce the political foundation of political legitimacy, ideology and system foundation, in order to grasp the positive factors in the process of globalization, the western developed countries in the implementation of the universal value to our country, to achieve a stable and healthy operation of China's economy, the initiative in the further the trend of globalization, globalization is conducive to our direction for further development.
