【摘要】：作為新形勢下企業(yè)成長的主導者,小微企業(yè)對促進我國社會經濟發(fā)展和社會和諧穩(wěn)定越來越重要。伴隨著我國改革進程的日漸深入,小微企業(yè)的重要性也越來越凸顯。2009年9月起,國務院等部門出臺了多項相關法規(guī)和優(yōu)惠政策,推動小微企業(yè)健康發(fā)展。各地也紛紛啟動幫助引導小微企業(yè)發(fā)展工作。小微企業(yè)的健康發(fā)展已成為我國政治、經濟和社會生活中的關注熱點。盡管國家一直在努力消除阻礙小微企業(yè)發(fā)展的因素,但并沒有從根本上改善小微企業(yè)發(fā)展困境。小微企業(yè)在發(fā)展中面臨著諸多問題,這將直接影響到我國的經濟轉型。如何完善現(xiàn)有的引導和支持小微企業(yè)發(fā)展的政策,為其營造一個良好的發(fā)展環(huán)境,是我們面臨的重要課題。本文站在政府公共政策的角度,對小微企業(yè)的發(fā)展現(xiàn)狀、所處的困境以及對應的解決措施進行系統(tǒng)地探究與分析。并通過借鑒發(fā)達國家和地區(qū)的扶持小微企業(yè)發(fā)展的經驗,在此基礎上提出我國幫助小微企業(yè)發(fā)展的政策建議,建議通過健全法律政策、提供金融支持、完善公共服務、搭建發(fā)展平臺等措施,為小微企業(yè)營造一個全面的、系統(tǒng)的扶持體系和長效機制,希望能對引導和幫助小微企業(yè)破解發(fā)展困境提供一定的參考。
[Abstract]:As the leader of enterprise growth in the new situation, small and micro enterprises are becoming more and more important to promote the social and economic development and social harmony and stability of our country, along with the deepening of the reform process in our country. Since September 2009, the State Council and other departments have issued a number of relevant regulations and preferential policies. To promote the healthy development of small and micro enterprises. All over the country have started to help guide the development of small and micro enterprises. The healthy development of small and micro enterprises has become the politics of our country. Hot spots of concern in economic and social life. Although the State has been working to remove obstacles to the development of small and micro enterprises. But it does not fundamentally improve the plight of the development of small and micro enterprises. Small and micro enterprises are facing many problems in their development. This will directly affect the economic transformation of our country. How to improve the existing policies to guide and support the development of small and micro enterprises, and create a good development environment for them. This article stands in the government public policy angle, to the small and micro enterprise development present situation. The dilemma and the corresponding solutions are systematically explored and analyzed, and by learning from the experience of the developed countries and regions to support the development of small and micro enterprises. On the basis of this, the paper puts forward some policy suggestions to help the development of small and micro enterprises in our country, and suggests some measures such as perfecting legal policies, providing financial support, perfecting public services, building development platforms and so on. To build a comprehensive and systematic supporting system and long-term mechanism for small and micro enterprises, we hope to provide some reference for guiding and helping small and micro enterprises to solve the difficult situation of development.
