【摘要】：隨著中國在世界范圍內(nèi)政治經(jīng)濟(jì)地位的不斷提升和國際競爭力的不斷提高，中國進(jìn)一步推進(jìn)人民幣國際化成為國內(nèi)外經(jīng)濟(jì)發(fā)展的需要。而金融危機(jī)與歐債危機(jī)又為人民幣國際化提供了契機(jī)，人民幣受到國際社會(huì)的廣泛關(guān)注，且近年來，各種金融峰會(huì)、論壇也開始集中于國際貨幣體系改革的問題。我著重探討人民幣國際化進(jìn)路中的障礙及其法律問題之研究。金融危機(jī)以來，隨著世界貿(mào)易發(fā)展的多元化和世界貿(mào)易、儲(chǔ)備體系的變化，，全球貨幣體系正進(jìn)行根本性的調(diào)整。人民幣的國際信用也大幅提升，2009年中國政府也開始推出相關(guān)的制度配合國際化，因?yàn)槿嗣駧艊H化存在巨大的收益。即使中國已具備許多應(yīng)有的前提條件來實(shí)行人民幣國際化，然從國情來看，還存在著一些客觀上難以克服的障礙，國內(nèi)與國際層面都有，如來自國內(nèi)的人民幣不完全自由兌換的落后的外匯體制、人民幣未市場化的匯率形成機(jī)制、中國金融市場的不完全成熟，法律制度的薄弱等，來自國際的地緣政治、人民幣區(qū)域金融脆弱、文化差異等障礙。人民幣國際化是中國搞現(xiàn)代化，建立社會(huì)主義市場經(jīng)濟(jì)體制，提高對(duì)外開放程度，推動(dòng)國際經(jīng)濟(jì)政治多極化的客觀要求。改革開放30年的成功經(jīng)驗(yàn)啟示我們，凡是對(duì)中國發(fā)展有利或者利大于弊，我們可以揚(yáng)長避短，循序漸進(jìn)。此文從法律制度、經(jīng)濟(jì)政策、金融方面、政治對(duì)策方面做了人民幣國際化推進(jìn)的政策安排。人民幣國際化主要也是綜合實(shí)力和金融市場的結(jié)果。人民幣國際化是一個(gè)市場化的過程，能否國際化最終還是靠市場的選擇，不可能加快，只有穩(wěn)步、積極地推進(jìn)。
[Abstract]:With the rapid development of China in the world political and economic status and constantly improve the international competitiveness, China to further promote the internationalization of RMB become the need of economic development at home and abroad. Provided the opportunity and the financial crisis and the European debt crisis and the internationalization of the RMB, the RMB has been widespread concern in the international community, and in recent years, various financial summit the forum also began to focus on the reform of the international monetary system. I focus on the study of the internationalization of RMB in the path of the obstacles and legal issues. Since the financial crisis, with the diversified development of World Trade and world trade, changes in reserve system, the global monetary system is a fundamental adjustment. RMB international credit has increased dramatically in 2009, the government launched the China system related with the internationalization of the RMB internationalization, because there is a huge profit. The Chinese has many the prerequisite to implement the internationalization of the RMB, but from the situation, there are still some objective barriers, domestic and international level is backward, the foreign exchange system as the domestic currency is not fully convertible, the RMB is not market-oriented exchange rate formation mechanism, Chinese the financial market is not fully mature, the legal system is weak, from the International Geopolitics, RMB regional financial fragility, the cultural difference. RMB internationalization is China modernization, the establishment of socialist market economy, improve the degree of opening up, promote the objective requirements of the international economic and political multi polarization. The successful experience of 30 years of reform and opening up our inspiration, all of China development favorable or the advantages outweigh the disadvantages, we can avoid weaknesses, step by step. This article from the legal system, economic policy, financial crisis Face, do a political strategy to promote the internationalization of the RMB policy arrangements. RMB internationalization is mainly the comprehensive strength and the financial market. RMB internationalization is a process of marketization, internationalization will ultimately depend on the choice of the market, not only may accelerate, steadily, actively promote.
