【摘要】：項(xiàng)目融資方法的發(fā)展表明，銀行貸款、債券融資、股票融資、項(xiàng)目融資都各自存在優(yōu)缺點(diǎn)。而項(xiàng)目融資作為一種新興的融資方式，比其他幾種傳統(tǒng)的融資方式更加適應(yīng)當(dāng)今國內(nèi)外政治、經(jīng)濟(jì)、社會環(huán)境的不斷變化，所以項(xiàng)目融資方式更加適于資本密集型的電力行業(yè)項(xiàng)目融資。 本文通過對五礦營口中板變電站新建項(xiàng)目融資風(fēng)險的識別，建立該項(xiàng)目融資風(fēng)險評價指標(biāo)體系，采用多層次風(fēng)險模糊評價模型對該項(xiàng)目的項(xiàng)目融資風(fēng)險進(jìn)行綜合評價，并針對評價結(jié)果提出相應(yīng)的預(yù)防措施。 通過分析研究，本文將五礦營口中板變電站新建項(xiàng)目融資風(fēng)險分為I級嚴(yán)重風(fēng)險、II級較嚴(yán)重風(fēng)險、III級一般風(fēng)險。在各分項(xiàng)風(fēng)險中，地方政府行政行為的風(fēng)險、鋼鐵行業(yè)監(jiān)管法律法規(guī)變更的風(fēng)險、突發(fā)性自然災(zāi)難風(fēng)險、招標(biāo)風(fēng)險等風(fēng)險為I級嚴(yán)重風(fēng)險；人為因素導(dǎo)致的各種風(fēng)險、無法完工風(fēng)險、審批風(fēng)險等風(fēng)險為II級較嚴(yán)重風(fēng)險；延期完工風(fēng)險、技術(shù)設(shè)計(jì)風(fēng)險、成本超支風(fēng)險、環(huán)保風(fēng)險等風(fēng)險為III級一般風(fēng)險。 最后本文針對不同的風(fēng)險等級，還提出了相應(yīng)的風(fēng)險防范措施，使項(xiàng)目投資方可以做到有的放矢，提高效率。
[Abstract]:The development of project financing methods shows that bank loans, bond financing, stock financing, project financing have their own advantages and disadvantages. Project financing as a new financing method. Compared with other traditional financing methods, project financing is more suitable for capital-intensive power industry project financing because of the constant changes of domestic and foreign politics, economy and social environment. Based on the identification of the financing risk of the new project in Yingkou Zhongban Substation of Minmetals, the evaluation index system of the project financing risk is established in this paper. The multi-level risk fuzzy evaluation model is used to evaluate the project financing risk comprehensively, and the corresponding preventive measures are put forward according to the evaluation results. Through the analysis and study, this paper divides the financing risk of the new project of Yingkou Zhongban Substation of Minmetals into class I serious risk, II serious risk and III grade general risk. The risk of the local government's administrative behavior, the risk of the change of the laws and regulations of the iron and steel industry, the risk of sudden natural disaster, the risk of bidding and so on are grade I serious risks. All kinds of risks caused by human factors, such as the risk of failure to complete, the risk of examination and approval, etc., are more serious risks of grade II; Delay completion risk, technical design risk, cost overrun risk, environmental risk and so on risk is III grade general risk. Finally, according to the different risk levels, the paper puts forward the corresponding risk prevention measures, so that the project investors can be targeted and improve efficiency.
