【摘要】：20世紀90年代,一種區(qū)別于市場機制和政府機制這兩種模式的全新公共管理模式在學術界應運而生,即政府治理。政府治理理論是政治、經(jīng)濟、社會發(fā)展過程中誕生的一種極具生命力的必然產(chǎn)物,經(jīng)過十余年的歷程,治理理論已經(jīng)由最新的理論范式逐漸發(fā)展為一種成熟的政治分析框架。然而,中國政府治理是一個涉及政治、經(jīng)濟、文化、社會、生態(tài)等多個要素的有機統(tǒng)一綜合體,要實現(xiàn)有效的政府治理無論缺乏哪一要素都很難取得跨越性成果。論文主要從政府公信力的視角切入研究如何實現(xiàn)有效的政府治理這一目標。國家是社會生產(chǎn)力發(fā)展到一定程度的必然產(chǎn)物,而政府是伴隨國家產(chǎn)生的共生品,它是國家權力的行政機構,是國家意志的集中體現(xiàn)。不管處在哪個階段的社會思想哲學家,他們在發(fā)表對政府理論的觀點時,都會肯定政府與信用存在一定關聯(lián)性。所以說,增強政府公信力是實現(xiàn)政府治理的必然要求,也是提高政府治理效能的題中之義。由于當前政治環(huán)境和公共事務的復雜性,我國政府的公信力出現(xiàn)弱化現(xiàn)象,并已成為影響政府治理有效性的重要瓶頸。因此,在改革深化的關鍵期,重塑政府公信力成為提高我國政府治理現(xiàn)代化水平和能力的重要途徑之一。論文主要從三個維度探析現(xiàn)實的治理路徑:政府層面,著力優(yōu)化政府行政的生態(tài)環(huán)境,切實轉(zhuǎn)變領導干部的“官”念,正確處理政府與社會、企業(yè)和公民三者之間的關系,實現(xiàn)政府治理現(xiàn)代化,塑造政府公信力以助推有效的政府治理;制度層面,建立健全行政法律法規(guī)制度、政府危機管理制度、政務信息公開制度,實現(xiàn)制度建設規(guī)范化,保障政府公信力以實現(xiàn)有效的政府治理;社會層面,鼓勵社會公民參與,強化社會媒體監(jiān)督,實現(xiàn)社會力量多元化,提升政府公信力以促進有效的政府治理。
[Abstract]:In 1990s, a new mode of public management, which is different from the market mechanism and the government mechanism, emerged as the times require in the academic circles. The theory of government governance is politics and economy. After more than ten years of development, governance theory has gradually developed from the latest theoretical paradigm into a mature political analysis framework. Chinese government governance is an organic integration involving political, economic, cultural, social and ecological elements. In order to realize effective government governance, it is difficult to achieve leapfrogging results no matter what elements are lacking. This paper mainly studies how to achieve the goal of effective government governance from the perspective of government credibility. The country is the social productive force. The inevitable product that develops to a certain extent. The government is the symbiotic product with the state, it is the administrative organ of the state power, it is the concentrated embodiment of the will of the state. No matter at any stage, the philosophers of social thought, when they express their views on the theory of government. All will affirm that the government and the credit have certain relevance. Therefore, to enhance the credibility of the government is the inevitable requirement to achieve government governance. Because of the complexity of the current political environment and public affairs, the credibility of our government has been weakened. And has become an important bottleneck affecting the effectiveness of government governance. Therefore, in the key period of deepening reform. Rebuilding the credibility of the government has become one of the important ways to improve the level and ability of our government governance modernization. This paper mainly analyzes the practical governance path from three dimensions: government level. Efforts should be made to optimize the ecological environment of government administration, effectively change the "official" mentality of leading cadres, correctly handle the relationship between the government and society, enterprises and citizens, and realize the modernization of government governance. Shaping the credibility of the government in order to promote effective government governance; At the system level, we should establish and perfect the administrative laws and regulations system, the government crisis management system, the government affairs information publicity system, realize the system construction standardization, guarantee the government credibility in order to realize the effective government governance; At the social level, we should encourage the participation of social citizens, strengthen the supervision of social media, realize the diversity of social forces, enhance the credibility of the government and promote effective government governance.
