【摘要】：對任何政治體系來說,保持良好的政治秩序是社會經(jīng)濟發(fā)展和文化進(jìn)步的前提條件,沒有政治秩序的保障,就談不上發(fā)展和進(jìn)步,更談不上提高人們的生活質(zhì)量。但是僅僅通過政治權(quán)力的強力控制而實現(xiàn)的政治秩序?qū)嶋H上是一種僵化的政治秩序,它不可能實現(xiàn)政治秩序的自我調(diào)節(jié)和自我平衡,仍然處于政治秩序的不安全、不穩(wěn)定狀態(tài),甚至?xí)霈F(xiàn)顛覆性的危險。良好的政治秩序是社會的政治生活中政治統(tǒng)治的合法性、政治制度的恰適性、國家治理能力有效性的一種政治生活均衡狀態(tài)。從一定的意義上講良好的政治秩序既需要公共權(quán)力的強制作用,更需要政治秩序的自我形成來達(dá)到一種平衡,通過二者之間的相互作用,實現(xiàn)政治秩序的自我調(diào)節(jié)和自我完善,化解和抵御各種政治風(fēng)險,保障政治安全。 本文的研究重點關(guān)注的是中國重要戰(zhàn)略機遇期政治秩序的形成機制問題。本文認(rèn)為目前的中國重要戰(zhàn)略機遇期與重要戰(zhàn)略機遇期剛剛提出時相比,一方面具有內(nèi)在的邏輯上的連續(xù)性和時代發(fā)展的承繼關(guān)系,另一方面由于國內(nèi)外社會政治環(huán)境的變化,在時代背景、條件和內(nèi)涵等方面也發(fā)生了很大的變化。中國重要戰(zhàn)略機遇期出現(xiàn)的這些變化,是國際政治經(jīng)濟環(huán)境變化引致的結(jié)果,也是中國發(fā)展方式的轉(zhuǎn)變倒逼的結(jié)果。以上問題的存在,使我國重要戰(zhàn)略機遇期的政治秩序面臨著不小的挑戰(zhàn),其復(fù)雜性和不確定性更加明顯。首先,國際各種力量的此消彼長和權(quán)力資源的重新分配將使國際政治經(jīng)濟形勢呈現(xiàn)出更加復(fù)雜的變化,總體有序、局部失序的情況可能不斷發(fā)生,國際環(huán)境的變化和世界經(jīng)濟轉(zhuǎn)型的壓力與風(fēng)險因素總體上在增多。其次,作為世界第二大經(jīng)濟體的中國,在國際政治經(jīng)濟新秩序重構(gòu)的背景下,基于話語權(quán)增大和國際地位提升而在國際體系調(diào)整中的重新定位、承擔(dān)的責(zé)任增多,都將使中國經(jīng)受更大的考驗,過去并不突出或不曾出現(xiàn)過的問題,可能會成為矛盾的焦點。最后,國際互聯(lián)網(wǎng)的迅猛發(fā)展和國際政治經(jīng)濟新秩序的演變,非傳統(tǒng)安全威脅上升并與傳統(tǒng)安全相互交織,給國家安全帶來了新的挑戰(zhàn),加之國際問題國內(nèi)化、國內(nèi)問題國際化,問題交錯與滲透,處理起來更加困難。 中國重要戰(zhàn)略機遇期政治秩序形成機制需要政治合法性、政治制度和國家能力三個基本的要件,其中政治合法性是基礎(chǔ),政治制度是核心,國家能力是關(guān)鍵。要形成政治合法性基礎(chǔ)必須凝聚政治共識,形成政治秩序的價值機制。價值共識、改革共識和利益共識是凝聚政治共識的主要方面,通過凝聚政治共識產(chǎn)生政治的正當(dāng)性,有利于形成政治秩序的價值機制。政治制度在政治秩序的形成機制中起根本性的作用,而政治制度的恰適性又是一個重要的因素,從應(yīng)然的角度看,主要表現(xiàn)在與政治環(huán)境、生產(chǎn)力的發(fā)展水平、經(jīng)濟基礎(chǔ)在時空上的相互適應(yīng)程度。恰適性的本質(zhì)是政治制度認(rèn)同、環(huán)境的適應(yīng)能力和人們對制度的理解力和執(zhí)行力。因此在政治制度恰適性方面要重點關(guān)注制度的適應(yīng)性、內(nèi)聚力和自主性,通過政治制度的恰適性,提高政治制度的抗風(fēng)險能力,有利于形成政治秩序的內(nèi)生機制和協(xié)調(diào)機制。國家能力作為關(guān)鍵要素,主要體現(xiàn)在國家治理體系和國家治理能力的現(xiàn)代化,需要國家各種制度的現(xiàn)代化給與支撐,重點是處理好政府、市場與社會的關(guān)系,提升制度化水平和提高執(zhí)政能力以及公民參與有序化。 從現(xiàn)實情況看,我國正處在改革、發(fā)展關(guān)鍵時期,在經(jīng)濟和社會現(xiàn)代化的過程中,面對重要戰(zhàn)略機遇期這樣的機遇和挑戰(zhàn),既要保持社會和政治秩序的穩(wěn)定,同時又要實現(xiàn)社會的又好又快的發(fā)展。其根本出路在于提升中國的國際競爭力,國際話語權(quán)和國際地位；從國內(nèi)方面,通過凝聚價值共識、改革共識和利益共識,進(jìn)一步增強人們的改革信心。以政治制度的恰適性解決制度的不健全、不適應(yīng)和無效率問題,實現(xiàn)政治制度體系的價值升華、結(jié)構(gòu)優(yōu)化和功能強化,實現(xiàn)國家治理體系和國家治理能力的現(xiàn)代化。更為重要的是,黨的十八大以來制定的各項方針政策和改革發(fā)展穩(wěn)定的實踐,也為當(dāng)前重要戰(zhàn)略機遇期抓住機遇提供了強有力的政治保障。
