【摘要】：回顧人類歷史,不難發(fā)現(xiàn)一些具備社會保障要素的制度,這表明社會保障不僅是人類的內(nèi)在核心需求之一,而且也符合普遍意義上的理性人假設。本文考察了歐洲文藝復興以來英國、德國和羅馬教廷的社會保障立法進程與思想演變,以及德國的社會保障立法在兩次世界大戰(zhàn)期間對歐洲大陸、英國和美國社會保障制度建設的影響。二戰(zhàn)結束后,福利國家的發(fā)展可劃分為三個階段,蘇聯(lián)解體后全球資本主義越發(fā)不穩(wěn)定,社會保障私有化實驗也面臨反思和改革。在回顧影響社會保障的若干傳統(tǒng)后,本文考察了學術界如何從經(jīng)濟學視角看待社會保障,并以俾斯麥模式和貝弗里奇模式為例,闡述了社會保障與經(jīng)濟發(fā)展的相互影響。
[Abstract]:Looking back on human history, it is not difficult to find some systems with social security elements, which indicates that social security is not only one of the core needs of human beings. It also accords with the hypothesis of rational man in the universal sense. This paper examines the legislative process and ideological evolution of social security in the United Kingdom, Germany and the Holy see since the European Renaissance. And the impact of German social security legislation on the construction of social security systems in continental Europe, Britain and the United States during the two world wars. After World War II, the development of the welfare state can be divided into three stages. After the disintegration of the Soviet Union, global capitalism became more and more unstable, and the experiment of privatization of social security was faced with introspection and reform. This paper examines how the academic circles view social security from the perspective of economics and illustrates the interaction between social security and economic development by taking Bismarck model and Beveridge model as examples.
