【摘要】：美國是當今世界“多強一超”的國際關(guān)系格局中唯一的超級大國，日本是亞洲最大的發(fā)達國家，美日同盟關(guān)系是亞太地區(qū)最為重要的雙邊關(guān)系之一。美日同盟的建立與發(fā)展，與美日兩國各自的國家利益是分不開的。美日同盟自成立以來，經(jīng)歷了60多年的發(fā)展歷程，在奧巴馬執(zhí)政時期發(fā)生了新的調(diào)整和變化。奧巴馬“重返亞洲”的外交戰(zhàn)略使得美日同盟得到進一步鞏固和完善，兩國在政治、經(jīng)濟、軍事、外交等各個領(lǐng)域展開了更加有效的合作。美日同盟的強化，增強了美國在亞太地區(qū)的影響力，提高了日本的國際地位，對亞太地區(qū)的安全與合作產(chǎn)生深刻影響。但是，美日同盟暴露出了更多的矛盾和問題，普天間機場搬遷問題使得美日關(guān)系一度降至冰點，美日兩國不平等性加深也嚴重影響了美日同盟關(guān)系的穩(wěn)定發(fā)展。本文旨在通過對奧巴馬執(zhí)政時期美日同盟的新變化進行研究，分析這一時期的美日同盟對美日兩國及亞太地區(qū)產(chǎn)生的作用和影響，探析美日同盟的內(nèi)在矛盾，結(jié)合目前的國際形勢，展望美日同盟的發(fā)展前景。 美日同盟的形成，有多方面的原因，其中起決定作用的是美國和日本各自的戰(zhàn)略需求。美國占領(lǐng)日本之初，從多方面對日本進行限制、打壓，但隨著美蘇冷戰(zhàn)的繼續(xù)發(fā)展，美國對日本的態(tài)度轉(zhuǎn)向扶植、利用，這直接促成了美日同盟的建立。1960年1月19日，美日兩國簽署了新的《美日安保條約》，結(jié)束了日本的半占領(lǐng)狀態(tài)，美日兩國開始形成更加平等的同盟關(guān)系。隨著日本經(jīng)濟實力的增強和美蘇冷戰(zhàn)的結(jié)束，克林頓政府對美日同盟進行了重新定義，美日同盟的軍事合作加強。小布什時期，隨著美國反恐戰(zhàn)略的確立，美日關(guān)系迅速升溫，美日同盟得到了進一步的鞏固和強化。 奧巴馬執(zhí)政以來，一直將美日關(guān)系視為美國亞太政策的基石，美日同盟在政治、經(jīng)濟、軍事等方面的合作達到了新的高度。在鳩山由紀夫擔任首相期間，由于日本實行的“外交新思維”，，美日關(guān)系出現(xiàn)了短暫的波折，但總的來說，鞏固美日同盟也是每一屆日本政府外交的主線。在經(jīng)濟領(lǐng)域，美日兩國攜手應對全球經(jīng)濟危機，互相促進經(jīng)濟發(fā)展。在朝鮮半島問題、釣魚島爭端等諸多問題上，美日同盟的地位和作用更加突出，美日兩國軍演頻繁，在軍事合作上達到了新的高度。 奧巴馬執(zhí)政時期，美日同盟在處理國際事務中發(fā)揮了更加深刻的影響。美日同盟的鞏固和完善，不僅有利于美日兩國國家利益的實現(xiàn)，對整個亞太地區(qū)的安全和穩(wěn)定也產(chǎn)生了深刻影響，其中既有積極影響，也有消極影響。一方面，美日同盟在一定程度上促進了亞太地區(qū)的安全與合作，另一方面，對亞太地區(qū)造成了一定的安全隱患。 美日同盟的建立是美日兩國利益選擇的結(jié)果。當美日兩國各自的利益發(fā)生了變化，美日同盟也會出現(xiàn)問題。在奧巴馬上臺后，美日同盟關(guān)系經(jīng)歷了諸多波折。但總體來說美日同盟關(guān)系仍然在各個方面繼續(xù)深化和發(fā)展，美日兩國堅定的盟友關(guān)系在可預見的短期內(nèi)不會發(fā)生太大的變化。
[Abstract]:The United States is the only superpower in the international relations pattern in the world today . Japan is one of the most important bilateral relations in the Asia - Pacific region . The U.S . - Japan alliance has experienced more effective cooperation in the political , economic , military , diplomatic and other fields . On January 19 , 1960 , the U.S . and Japan signed a new pact on the U.S . - Japan security treaty . The U.S . - Japan alliance began to build a more equitable alliance . The U.S . - Japan alliance has been a cornerstone of the U.S . - Pacific policy since Mr . Obama ' s administration . The U.S . - Japan alliance has reached a new height in political , economic and military cooperation . In the economic sphere , the U.S . - Japan alliance is also the main line of every Japanese government ' s diplomacy . In the economic sphere , the United States and Japan work together to deal with the global economic crisis and promote economic development . On the one hand , the U.S . - Japan alliance has a positive impact on the security and stability of the Asia - Pacific region . On the one hand , the U.S . - Japan alliance has promoted the security and cooperation in the Asia - Pacific region to a certain extent . On the other hand , the U.S . - Japan alliance has posed a certain potential safety hazard to the Asia - Pacific region . The establishment of the U.S . - Japan alliance is the result of the U.S . - Japan alliance ' s interests . When the U.S . - Japan alliance has changed , the U.S . - Japan alliance has experienced a lot of twists . But overall , the U.S . - Japan alliance has experienced a lot of twists . But overall , the U.S . - Japan alliance has continued to deepen and develop in all its aspects , and the firm alliance between the United States and Japan will not change too much in the foreseeable future .
