【摘要】：腐敗是當(dāng)今社會中一個被普遍關(guān)注的焦點問題。我國自建國以來,經(jīng)濟發(fā)展迅速,在各個方面都取得了斐然的成果。但是,腐敗這個社會問題依然存在于國家運轉(zhuǎn)之中,一定程度上影響了社會的穩(wěn)定和政府在人民群眾心中的形象。為了保障國家的繁榮穩(wěn)定,我黨從多方面入手,采取了一系列的手段和措施,以期實現(xiàn)對腐敗的有效治理。其中,借鑒我國歷史上腐敗治理的經(jīng)驗,充分地總結(jié)傳統(tǒng)中的教訓(xùn)在今天廉政建設(shè)中的意義,是一個行之有效的途徑。本文立足于傳統(tǒng),通過對清代腐敗治理措施及治理中存在問題的分析,探尋清代腐敗治理效果不佳的原因,從中尋求對當(dāng)代廉政建設(shè)的啟示。總體來說,清代腐敗治理措施在承襲以往歷代內(nèi)容的基礎(chǔ)上更為完善。然而,從清代的吏治情況來看,即使在相對較清明的“康乾盛世”時期,貪腐依然存在,完備的懲貪治腐措施并沒有真正的發(fā)揮效果。這固然是因為當(dāng)時的政治、經(jīng)濟等因素限制了其作用,同時也與措施本身及當(dāng)時的官場風(fēng)氣有一定的關(guān)聯(lián)。與清時相比,當(dāng)今我國的政治、經(jīng)濟情況都發(fā)生了翻天覆地的變化,但就腐敗難以治理的原因而言,仍有一定的相通之處;另外,清代腐敗治理的相關(guān)法律制度作為清代法文化中的一部分,其內(nèi)容中的一些消極影響至今依然存在。因此,筆者認(rèn)為,為了避免當(dāng)今廉政建設(shè)過程中出現(xiàn)與清代相似的狀況,有必要以清代腐敗治理過程中的教訓(xùn)作為警示,在當(dāng)代廉政建設(shè)中要注意權(quán)力的規(guī)范、監(jiān)督;構(gòu)建相關(guān)法律制度要注意其內(nèi)容的科學(xué)合理;同時還要致力于良好的官場風(fēng)氣的營造,促進具有現(xiàn)代精神的廉政文化、法治文化的形成,以此真正建立長效穩(wěn)定的現(xiàn)代廉政機制,確保社會穩(wěn)定,國家富強。
[Abstract]:Corruption is the focus of our society. Since the founding of the people's Republic of China, the economy has developed rapidly and achieved remarkable results in all aspects. The social problem of corruption still exists in the operation of the country, to a certain extent, it affects the social stability and the image of the government in the hearts of the people. In order to ensure the prosperity and stability of the country, our Party starts from many aspects. We have adopted a series of means and measures to achieve the effective governance of corruption. Among them, we can draw lessons from our country's history of corruption governance and fully summarize the significance of traditional lessons in the construction of clean government today. This paper is based on tradition, through the analysis of the measures and problems in the governance of corruption in the Qing Dynasty, to explore the causes of the poor governance of corruption in the Qing Dynasty. In general, the governance measures of corruption in the Qing Dynasty are more perfect on the basis of inheriting the contents of the past dynasties. However, from the perspective of the situation of the Qing Dynasty officials. Even during the "Kangqian boom" period, which was relatively similar to Pure Brightness's, corruption still existed, and complete measures to punish corruption did not really work. This, of course, was limited by political, economic and other factors at that time. Compared with the Qing Dynasty, the political and economic situation of our country has changed dramatically, but in terms of the reason that corruption is difficult to control. There are still some similarities; In addition, as a part of the legal culture of Qing Dynasty, some negative influences still exist in the governance of corruption in Qing Dynasty. In order to avoid the situation similar to that in Qing Dynasty, it is necessary to take the lessons of corruption management in Qing Dynasty as a warning and pay attention to the regulation and supervision of power in the construction of clean government. To construct the relevant legal system, we should pay attention to its scientific and reasonable content; At the same time, we should devote ourselves to the construction of good officialdom atmosphere, promote the culture of clean government with modern spirit and the formation of culture of rule of law, so as to establish a long-term and stable modern clean government mechanism to ensure social stability and the prosperity and strength of the country.
