【摘要】：民族關(guān)系是一種至關(guān)重要的關(guān)系,事關(guān)一個地區(qū)的穩(wěn)定發(fā)展和民族團(tuán)結(jié)。新疆地處祖國西北邊陲,地緣位置重要,擁有眾多的世居民族和跨境民族,是我國民族成分最復(fù)雜的地區(qū)之一,歷來是各種問題的高發(fā)地帶,研究如何處理好新疆多民族地區(qū)的民族關(guān)系,是非常重要和必要的課題。 本文從國家在民族關(guān)系中的功能出發(fā),通過對新疆民族關(guān)系的發(fā)展歷史和現(xiàn)狀研究,分析了新疆民族關(guān)系中存在的問題和主要因素,最后從國家政策選擇的角度,提出了新疆民族關(guān)系發(fā)展和調(diào)適的對策。 筆者發(fā)現(xiàn),民族關(guān)系的發(fā)展與國家有著密不可分的聯(lián)系,國家的疆域、主權(quán)、制度、結(jié)構(gòu)和公共政策在民族關(guān)系的發(fā)展過程中發(fā)揮著重要作用。影響新疆民族關(guān)系健康發(fā)展的因素有很多,經(jīng)濟(jì)發(fā)展差距、民族分布格局和境內(nèi)外環(huán)境都是重要因素。其中國家因素不容忽視,分析這些不利因素并提出相應(yīng)的對策,有利于引導(dǎo)和調(diào)控民族關(guān)系,實現(xiàn)新疆的民族團(tuán)結(jié)和共同發(fā)展。國家是新疆民族關(guān)系發(fā)展的主導(dǎo)力量,應(yīng)該從政治、經(jīng)濟(jì)、社會、文化和外部環(huán)境等方面做好民族團(tuán)結(jié)的頂層設(shè)計,完善制度、法律法規(guī)和政策；優(yōu)化資源分配,縮小各民族經(jīng)濟(jì)發(fā)展差距；構(gòu)建各民族相互嵌入式社會結(jié)構(gòu)和社區(qū)環(huán)境,加強(qiáng)各民族社會文化交流；堅決打擊和預(yù)防民族分裂勢力,掌握民族關(guān)系發(fā)展方向的主動權(quán),從國家層面對新疆民族關(guān)系進(jìn)行準(zhǔn)確引導(dǎo),促進(jìn)新疆的穩(wěn)定和繁榮。
[Abstract]:Xinjiang is located in the northwest border of the motherland, and its geographical position is important, and it has a large number of ethnic groups living in the world and across the border. It is one of the most complicated areas of ethnic composition in China and has always been a high incidence area of various problems. It is very important and necessary to study how to deal with the ethnic relations in the multi-ethnic areas of Xinjiang. Starting from the function of the state in the national relations, this paper analyzes the problems and main factors in the ethnic relations in Xinjiang through the study of the history and the present situation of the development of the ethnic relations in Xinjiang. Finally, from the point of view of the choice of national policy, the paper puts forward the countermeasures for the development and adjustment of Xinjiang ethnic relations. The author found that the development of national relations and the country has a close relationship, the country's territory, sovereignty, system. Structure and public policies play an important role in the development of ethnic relations. There are many factors that affect the healthy development of ethnic relations in Xinjiang. National distribution pattern and internal and external environment are important factors, among which national factors can not be ignored. Analyzing these unfavorable factors and putting forward corresponding countermeasures are helpful to guide and regulate ethnic relations. The state is the leading force in the development of ethnic relations in Xinjiang. The top level design of national unity should be done from the political, economic, social, cultural and external environment. Perfecting the system, laws, regulations and policies; Optimize the distribution of resources and narrow the gap of economic development of different nationalities; Constructing the social structure and community environment of each ethnic group, and strengthening the social and cultural exchange among the nationalities; We will resolutely crack down on and prevent ethnic splittist forces, master the initiative in the direction of the development of ethnic relations, give accurate guidance to Xinjiang's ethnic relations at the national level, and promote the stability and prosperity of Xinjiang.
