【摘要】:近幾年來,隨著經(jīng)濟(jì)體制改革的不斷深入、經(jīng)濟(jì)社會(huì)和公共服務(wù)事業(yè)的迅速發(fā)展,各級(jí)黨政群機(jī)關(guān)在用人需求與編制管理方面的矛盾越來越突出。一方面,隨著人們生活水平逐步提高,公益事業(yè)領(lǐng)域待解決的機(jī)構(gòu)編制問題也隨之增多;另一方面,現(xiàn)有的機(jī)構(gòu)編制資源利用率不高、編制緊缺等深層次問題逐步凸顯,許多政府機(jī)關(guān)和事業(yè)單位為滿足本部門發(fā)展需求,在機(jī)構(gòu)編制部門未能給本部門增加編制的情況下,自行在核定的編制外,大量聘用編外人員,而且聘用數(shù)量呈逐年上升趨勢。機(jī)關(guān)事業(yè)單位編外人員的產(chǎn)生有及其復(fù)雜的政治、經(jīng)濟(jì)和社會(huì)等環(huán)境因素,但其供養(yǎng)經(jīng)費(fèi)由財(cái)政支出這一事實(shí),使其不能擺脫是財(cái)政供養(yǎng)人員的本質(zhì),同時(shí)這類人員的大量存在產(chǎn)生了降低政府效能、增加財(cái)政負(fù)擔(dān)、損害政府形象等一系列不良影響。所以,切實(shí)解決機(jī)關(guān)事業(yè)單位編外人員問題,已經(jīng)成為各地黨委、政府、機(jī)構(gòu)編制和人力資源部門亟待研究的重要任務(wù)。本文通過文獻(xiàn)研究法、社會(huì)調(diào)查法,以威海市文登區(qū)機(jī)關(guān)事業(yè)單位編外人員情況為研究對(duì)象,對(duì)此區(qū)編外人員的現(xiàn)狀進(jìn)行深入分析,對(duì)導(dǎo)致文登區(qū)編外人員膨脹的政治、經(jīng)濟(jì)、社會(huì)和科技等影響因素進(jìn)行了探討。同時(shí),對(duì)有關(guān)編外人員的各類文獻(xiàn)以及研究成果進(jìn)行系統(tǒng)地收集、整理和歸類,通過對(duì)信息的分析,歸納出可以借鑒的理論方法。并在此基礎(chǔ)上,提出了對(duì)機(jī)關(guān)事業(yè)單位編外人員進(jìn)行規(guī)模控制的對(duì)策方法。筆者試圖分析在新的形勢下,通過本研究為推動(dòng)政府精兵簡政、機(jī)構(gòu)編制部門破解編制的供應(yīng)與需求的矛盾、提升機(jī)構(gòu)編制管理水平提供一些有價(jià)格的參考。
[Abstract]:In recent years, with the deepening of the economic system reform and the rapid development of the economic society and public service, the contradiction between the personnel demand and the establishment and management of the Party, government and masses at all levels has become more and more prominent. With the gradual improvement of people's living standards, the number of organizational problems to be solved in the field of public welfare has increased. On the other hand, the existing institutional resource utilization rate is not high, staffing shortage and other deep-seated problems gradually highlight, many government agencies and institutions to meet the needs of the development of the department. In the event that the establishment department fails to increase its staffing establishment, it employs a large number of non-staff personnel in addition to the authorized establishment. Moreover, the number of employment is increasing year by year. There are complicated political, economic and social environmental factors in the non-staff personnel of the government and institutions, but the fact that the supporting funds are financed by the financial expenditure. It can not get rid of the essence of the financial support staff, at the same time, a large number of such personnel have reduced the effectiveness of the government, increase the financial burden, damage the image of the government and a series of adverse effects. It has become an important task for local party committees, governments, institutions and human resources departments to effectively solve the problem of non-staff personnel in organs and institutions. Taking the situation of non-staff personnel in Wendeng District of Weihai City as the object of study, this paper makes a thorough analysis of the current situation of non-staff personnel in this area, and makes a thorough analysis of the political and economic problems that lead to the expansion of non-staff personnel in Wendeng District. At the same time, it systematically collects, collates and classifies all kinds of documents and research results about non-staff personnel, through the analysis of information. On the basis of this, the author puts forward the countermeasures to control the scale of non-staff personnel in the government and public institutions. The author tries to analyze the situation in the new situation. This study provides some price reference for promoting the government to simplify the administration, solving the contradiction between supply and demand, and improving the level of organization management.
