【摘要】：隨著全球范圍內(nèi)信息技術(shù)革命的不斷深入發(fā)展,互聯(lián)網(wǎng)技術(shù)日臻成熟并以其獨(dú)特的優(yōu)勢(shì)迅速滲透到社會(huì)生活的各個(gè)領(lǐng)域,對(duì)人類(lèi)的政治、經(jīng)濟(jì)、文化生活產(chǎn)生了廣泛而深遠(yuǎn)的影響。在信息公開(kāi)化、行政透明化逐步推進(jìn)的今天,互聯(lián)網(wǎng)這種新興交流平臺(tái)因信息量大、即時(shí)性好、交流范圍廣,在我國(guó)政治生態(tài)里已有了一席之地。也正是由于互聯(lián)網(wǎng)所具有的這些特性,公民越來(lái)越傾向于選擇互聯(lián)網(wǎng)這種新興渠道,參與到公共事務(wù)中。自上個(gè)世紀(jì)八十年代改革開(kāi)放以來(lái),中國(guó)同世界的聯(lián)系日益緊密,越來(lái)越多的中國(guó)公民受到公平與民主思想的影響,積極地參與到公共政策制定等具體的公共事務(wù)上來(lái)。公民參與公共政策制定一方面方便公民的意志在具體的公共政策上中體現(xiàn)出來(lái),另一方面也有利于推動(dòng)公共政策制定的合理化與合法化進(jìn)程。在互聯(lián)網(wǎng)出現(xiàn)之前,公民參與公共政策制定方面僅僅是通過(guò)信訪、參加各級(jí)人民代表選舉、參加聽(tīng)證會(huì)、參加各種利益團(tuán)體等途徑來(lái)實(shí)現(xiàn)與政策制定者訴求自己的利益,參與渠道往往很有限�；ヂ�(lián)網(wǎng)的出現(xiàn)與發(fā)展,徹底打破了信息傳遞的地域限制和時(shí)空限制,為公民參與公共政策制定提供了種嶄新的形式。然而我們必須意識(shí)到,盡管互聯(lián)網(wǎng)為公民參與公民政策制定提供了更為廣闊的平臺(tái),但是由于這種公民參與形式在中國(guó)還屬于發(fā)展階段,必然會(huì)帶來(lái)一些消極影響。正因?yàn)檫@樣,基于我國(guó)公共政策制定中的公民網(wǎng)絡(luò)參與現(xiàn)狀分析與研究,借鑒西方發(fā)達(dá)國(guó)家先進(jìn)的經(jīng)驗(yàn)并結(jié)合自身特點(diǎn),積極引導(dǎo)公民網(wǎng)絡(luò)參與公共政策制定,對(duì)于推進(jìn)我國(guó)政治民主化進(jìn)程具有積極意義。具體而言,本文的內(nèi)在邏輯和基本框架如下： 第一部分緒論主要通過(guò)對(duì)國(guó)內(nèi)外公共政策制定中公民網(wǎng)絡(luò)參與的研究成果進(jìn)行總結(jié)和分析,逐漸闡述本文的選題背景和選題意義,并交代本文的研究方法及研究意義。 第二部分筆者對(duì)本文涉及的相關(guān)概念進(jìn)行界定,主要包括：公民參與、公共政策制定和政治參與等。并結(jié)合本文所用到的協(xié)商民主、新公共服務(wù)等理論基礎(chǔ),在概念與理論上,為本文的邏輯敘述做了一個(gè)鋪鋪墊。 第三部分分析了互聯(lián)網(wǎng)的出現(xiàn)對(duì)我國(guó)公民參與公共政策制定的二重性影響。一方面互聯(lián)網(wǎng)的出現(xiàn)對(duì)我國(guó)公民參與公共政策制定產(chǎn)生了積極影響。另一方面,互聯(lián)網(wǎng)的出現(xiàn)也為公民參與公共政策制定帶來(lái)了新的問(wèn)題。最后,在這一部分結(jié)尾筆者分析了這些問(wèn)題產(chǎn)生的原因。 第四部分介紹了以美國(guó)為代表的西方發(fā)達(dá)國(guó)家在網(wǎng)絡(luò)環(huán)境下公民參與公共政策制定的先進(jìn)經(jīng)驗(yàn),并嘗試結(jié)合我國(guó)自身的特點(diǎn),找到對(duì)我國(guó)公民參與公共政策制定的有益啟示。 第五部分寫(xiě)網(wǎng)絡(luò)環(huán)境下公民參與公共政策制定的對(duì)策和建議。筆者針對(duì)前述的問(wèn)題和困境,提出構(gòu)建五項(xiàng)措施和舉措,對(duì)關(guān)鍵問(wèn)題進(jìn)行分析并給予解決途徑,以確立網(wǎng)絡(luò)公民參與的正確發(fā)展方向。
[Abstract]:With the continuous development of information technology revolution in the world , the Internet technology is getting more mature and rapidly penetrating into various fields of social life with its unique advantages . It has a broad and profound influence on the political , economic and cultural life of human beings . The first part is mainly through summarizing and analyzing the research results of citizen ' s network participation at home and abroad . In the second part , the author defines the related concepts involved in this article , including citizen participation , public policy formulation and political participation . The third part analyses the duality influence of Internet emergence on the citizen ' s participation in public policy development . On the other hand , the emergence of Internet has a positive impact on the citizen ' s participation in public policy development . On the other hand , the emergence of Internet has brought new problems for citizen participation in public policy development . At last , the author analyzed the causes of these problems at the end of this part . The fourth part introduces the advanced experience of citizen ' s participation in public policy in the network environment , which is represented by the United States , and tries to find the beneficial enlightenment to the citizen ' s participation in public policy development . In the fifth part , the author puts forward five measures and measures to solve the above problems and difficulties , analyzes the key issues and gives the solution to the key issues , so as to establish the right direction of the network citizen ' s participation .
