【摘要】：在如火如荼的新農(nóng)村建設(shè)中,"新鄉(xiāng)賢"一詞被提出并引發(fā)了眾多討論。文章在考察新鄉(xiāng)賢的歷史淵源之后,提出應(yīng)著重強(qiáng)調(diào)其"在鄉(xiāng)性"、資財(cái)、知識(shí)與道德。新鄉(xiāng)賢是在新的時(shí)代背景下,有資財(cái)、有知識(shí)、有道德、有情懷,能影響農(nóng)村政治經(jīng)濟(jì)社會(huì)生態(tài)并愿意為之做出貢獻(xiàn)的賢能人士。在目前鄉(xiāng)村價(jià)值規(guī)范體系坍塌的情況下,新鄉(xiāng)賢的核心作用在于凝聚鄉(xiāng)鄰,以道義整合利益,發(fā)展出在新時(shí)代下適應(yīng)鄉(xiāng)村發(fā)展的共享價(jià)值規(guī)范體系。在此基礎(chǔ)上,為鄉(xiāng)民提供一套行動(dòng)準(zhǔn)則,實(shí)現(xiàn)鄉(xiāng)村治理由"主體到規(guī)則"的轉(zhuǎn)變,進(jìn)而推動(dòng)村民自治的發(fā)展。與此同時(shí),需要規(guī)避一些可能出現(xiàn)的認(rèn)知偏誤:首先,新鄉(xiāng)賢不應(yīng)是"現(xiàn)代化治理"的主體,而是起到助力作用,鄉(xiāng)村治理的主體應(yīng)是鄉(xiāng)民;其次,"新鄉(xiāng)賢"是可以促進(jìn)和催化的,但絕不能"培育";最后,通過建立完善、規(guī)范的約束制度和公開、透明的監(jiān)督機(jī)制并發(fā)揮"同鄉(xiāng)會(huì)""團(tuán)拜會(huì)"與各種儀式性活動(dòng)的優(yōu)勢(shì)來(lái)培育新鄉(xiāng)賢的作用環(huán)境。
[Abstract]:In the new rural construction in Xinxiang like a raging fire, Yin "has been proposed and led to many discussions. After the history origin Xinxiang Xian, we should emphasis on the" Xiang ", wealth, knowledge and morality. Xinxiang Xian is under the background of new era, there is money, there are knowledge, morality, feelings, and people can affect the rural political and economic social ecological and is willing to contribute. In the current situation of rural value system collapsed, Xinxiang Xian is the core role of cohesion to the neighbors, moral interests integration development to adapt to the shared value system of rural development in the new era. On this basis, to provide a set of guidelines for the villagers, realize the transformation of rural governance" subject to rule ", thus promoting the development of villagers' autonomy. At the same time, to avoid the possible cognitive errors: first, Xinxiang Yin Is the subject of modern governance, but to boost the role of the main body of rural governance, should be the villagers; secondly, "Xinxiang Xian" can promote and catalytic, but not "cultivation"; finally, through the establishment of perfect, norms of restraint system and open and transparent supervision mechanism and play "Association" the gathering "and various ceremonial activities to cultivate the advantages of Xinxiang Xian the role of the environment.
