【摘要】：東南亞早期區(qū)域合作是相關(guān)國家在不同區(qū)域意識主導(dǎo)下所進(jìn)行的政治、經(jīng)濟(jì)與安全互動的結(jié)果,共分為三個階段:1945年至1950年醞釀與起步階段、1951年至1960年局部成長階段和1961年至1967年分化重組階段。在不同的歷史階段,基于不同的區(qū)域意識,東南亞早期區(qū)域合作呈現(xiàn)出不同的樣態(tài)。東南亞早期區(qū)域合作實踐留下了重要的區(qū)域性規(guī)范遺產(chǎn),主要是以區(qū)域自主、主權(quán)平等、不干預(yù)主義、共識性決策、非正式的漸進(jìn)主義、注重經(jīng)濟(jì)發(fā)展、拒絕多邊軍事合作和泛亞洲精神為核心的"亞洲方式"的形成。這些早期區(qū)域合作的遺產(chǎn)為東南亞次區(qū)域合作的制度建設(shè)及"東盟方式"創(chuàng)建奠定了必要的規(guī)范基礎(chǔ)。不僅如此,東南亞早期區(qū)域合作的實踐證明"亞洲方式"是東南亞乃至整個亞洲區(qū)域合作共同的"亞洲經(jīng)驗"。
[Abstract]:The early regional cooperation in Southeast Asia is the result of political, economic and security interaction between the countries concerned under the leadership of different regional consciousness. It is divided into three stages: from 1945 to 1950, brewing and starting stage. Local growth stage from 1951 to 1960 and differentiation and reorganization stage from 1961 to 1961. At different historical stages, based on different regional consciousness. The early practice of regional cooperation in Southeast Asia has left an important regional normative heritage, mainly based on regional autonomy, sovereign equality, non-interventionism, consensus decision-making. Informal gradualism, focusing on economic development. Reject the formation of the "Asian approach", which is centered on multilateral military cooperation and the pan-Asian spirit. These early legacies of regional cooperation were the institutional building of subregional cooperation in Southeast Asia and the "ASEAN formula". Create the necessary normative foundation. Not only that. The practice of early regional cooperation in Southeast Asia proved that the "Asian approach" is the common "Asian experience" of Southeast Asia and even the whole Asian region.
