【摘要】：社會(huì)在興革蟬變，網(wǎng)絡(luò)時(shí)代的來(lái)臨使人們快速的進(jìn)入了交互傳播社會(huì)，人人都可以掌握媒體，人人都可以成為信息中心，網(wǎng)民既是傳者，又是受者。交互傳播因?yàn)楹Ａ啃畔�、自由表達(dá)、相互影響、方便迅捷、無(wú)遠(yuǎn)弗屆，而深入到政治、經(jīng)濟(jì)、軍事、文化、生活和人類思維的各個(gè)領(lǐng)域，從而大大拓展了人類精神的疆界�！熬W(wǎng)絡(luò)問(wèn)政”便在這個(gè)時(shí)代下應(yīng)運(yùn)而生，極大地改變了公共權(quán)力運(yùn)作的社會(huì)環(huán)境。 然而，由于網(wǎng)絡(luò)在信息傳播中的超便捷性、匿名性、交互性、相對(duì)自由性等特征，，以及網(wǎng)民身份構(gòu)成復(fù)雜，對(duì)同一問(wèn)題的看法也千差萬(wàn)別，甚至理性滯后。另外，我國(guó)正處在經(jīng)濟(jì)轉(zhuǎn)軌、社會(huì)轉(zhuǎn)型的震蕩期，大量社會(huì)問(wèn)題如城鄉(xiāng)差距、官員腐敗、環(huán)境破壞得不到及時(shí)有效地解決，而網(wǎng)絡(luò)為廣大民眾宣泄不滿與焦慮的情緒提供了平臺(tái)。網(wǎng)民從一開(kāi)始的各抒己見(jiàn)，到互相攻擊甚至是出現(xiàn)網(wǎng)絡(luò)暴民，網(wǎng)絡(luò)輿論非理性的成分十分嚴(yán)峻，極易出現(xiàn)情緒泛化、觀點(diǎn)極化現(xiàn)象。網(wǎng)絡(luò)群體極化事件也由先前間隙性“上演”轉(zhuǎn)呈集體性“井噴”的網(wǎng)絡(luò)態(tài)勢(shì)，使得網(wǎng)絡(luò)輿情的力量網(wǎng)絡(luò)輿情的力量成為業(yè)界、學(xué)界關(guān)注的焦點(diǎn)。洶涌澎湃的網(wǎng)絡(luò)民意以及復(fù)雜多變的網(wǎng)絡(luò)輿情正對(duì)我國(guó)政府的治理能力提出了嚴(yán)峻的考驗(yàn)。因此，如何將突發(fā)的公共性事件所引發(fā)的網(wǎng)絡(luò)輿情置于一個(gè)客觀、理性的視野之下進(jìn)行梳理、剖析，并積極探求事先的防范及合理的引導(dǎo)之舉變成為風(fēng)險(xiǎn)社會(huì)中政府的當(dāng)務(wù)之急。 本文將綜合社會(huì)心理學(xué)、傳播學(xué)、政治學(xué)、法學(xué)等諸多學(xué)科的理論知識(shí)，采用定性的研究方法，對(duì)國(guó)內(nèi)網(wǎng)絡(luò)公共領(lǐng)域中網(wǎng)絡(luò)輿論的的群體極化現(xiàn)象進(jìn)行研究。首先，對(duì)我國(guó)目前網(wǎng)絡(luò)輿論群體極化現(xiàn)象的現(xiàn)狀進(jìn)行分析概括，分析其特征及正負(fù)效應(yīng)；其次，構(gòu)建網(wǎng)絡(luò)輿論群體極化現(xiàn)象的理論框架；再次，把研究重點(diǎn)放在網(wǎng)絡(luò)輿論群體極化現(xiàn)象的形成機(jī)制上；最后提出政府如何更好地引導(dǎo)網(wǎng)民理性思維、減少群體極化、降低其負(fù)面效應(yīng)的建議對(duì)策。以期為政府加快民主政治建設(shè)步伐，增強(qiáng)政府公信力提供依據(jù)。
[Abstract]:The society is changing, the advent of the network era makes people quickly enter the interactive communication society, everyone can master the media, everyone can become an information center, Internet users are the disseminator. Interactive communication because of mass information, freedom of expression, interaction, convenience and speed, and go deep into the political, economic, military, cultural, life and human thinking in all fields. Therefore, the boundary of human spirit has been greatly expanded. "Network asking for political affairs" came into being in this era, which greatly changed the social environment of the operation of public power. However, due to the ultra-convenience, anonymity, interactivity, relative freedom and other characteristics of the network in the dissemination of information, as well as the complexity of the identity of Internet users, the views on the same issue are also very different. In addition, our country is in the period of economic transition and social transformation, a large number of social problems such as the gap between urban and rural areas, official corruption, environmental damage can not be solved in a timely and effective manner. The Internet provides a platform for the general public to vent their discontent and anxiety. Internet users from the beginning of their own views to attack each other and even appear network mob, the network public opinion irrational elements are very severe. It is easy to appear the phenomenon of emotional generalization and viewpoint polarization. The events of network group polarization are also "staged" and turned to collective "blowout" from the previous gap. Make the power of network public opinion the power of network public opinion becomes the industry. The focus of academic attention. Surging network public opinion and complex and changeable network public opinion is putting forward a severe test to the governance ability of our government. How to put the network public opinion caused by the sudden public events in an objective and rational field of vision to sort out and analyze. And actively explore the advance prevention and reasonable guidance into a risk society the government's top priority. This article will synthesize the social psychology, the communication science, the political science, the law and so on many discipline theories knowledge, uses the qualitative research method. This paper studies the phenomenon of mass polarization of network public opinion in the public domain of domestic network. Firstly, it analyzes and generalizes the current situation of the phenomenon of mass polarization of network public opinion in China, and analyzes its characteristics and positive and negative effects. Secondly, construct the theoretical framework of the phenomenon of network public opinion group polarization; Thirdly, the research focuses on the formation mechanism of the phenomenon of network public opinion group polarization; Finally, the author puts forward some suggestions on how the government can better guide the netizens to think rationally, reduce the group polarization and reduce its negative effects, in order to provide the basis for the government to speed up the construction of democratic politics and strengthen the credibility of the government.
