【摘要】：我國當(dāng)前正處在關(guān)鍵的轉(zhuǎn)型時期,經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)引發(fā)的矛盾愈益嚴(yán)重,有的甚至已經(jīng)導(dǎo)致社會沖突,因此,環(huán)境傳播研究十分有必要。環(huán)境傳播所承擔(dān)的三重理念是自然環(huán)境維護(hù)、社會共同意識建構(gòu)以及環(huán)境風(fēng)險危機(jī)應(yīng)對。本文欲從環(huán)境傳播的環(huán)境風(fēng)險危機(jī)應(yīng)對角度,探討在環(huán)境沖突事件中,政府、公眾與媒體在其中所擔(dān)任的角色及其行為,進(jìn)而研究出環(huán)境風(fēng)險傳播過程中三者的角色互動。本文以茂名PX環(huán)境沖突事件為例,該事件是我國近幾年因環(huán)境問題所引發(fā)的社會矛盾的代表性案例,基本展現(xiàn)了我國環(huán)境沖突問題所具備的典型特征。本文從環(huán)境傳播的視閾下全面掃描了我國的環(huán)境風(fēng)險傳播研究現(xiàn)狀,政府、公眾與媒體在傳播過程中擔(dān)任著重要的角色且承擔(dān)著重要的責(zé)任,政府、公眾與媒體的互動研究對于指導(dǎo)我國環(huán)境沖突、環(huán)境問題等事件的解決,具有重要的意義。本文首先通過對茂名PX沖突事件的媒體呈現(xiàn)分析,探究出政府、公眾與媒體三者具象的互動關(guān)系研究,由具體案例分析出政府、公眾與媒體互動時的特點(diǎn)趨勢以及不足之處。其次對環(huán)境傳播中政府、公眾與媒體的角色與功能進(jìn)行分析,例如,政府在處理環(huán)境沖突中擔(dān)任項(xiàng)目決策者、危機(jī)應(yīng)對者以及公眾利益保障者的多重角色；公眾是在新媒體以及公民意識的覺醒情況下,充分擔(dān)當(dāng)了參與者以及決策推動者的角色；媒體是在沖突發(fā)生的不同階段,擔(dān)任了風(fēng)險預(yù)警、輿論監(jiān)督、社會動員、疏導(dǎo)教育等角色。除此之外,對政府、公眾與媒體在面對環(huán)境沖突時的互動方式進(jìn)行了闡述分析。最后,以三者擔(dān)任的角色、互動的方式方法、具體的案例分析為基礎(chǔ),提出了環(huán)境風(fēng)險傳播中適合政府、公眾與媒體開展環(huán)境傳播良性互動的有效建議。文章從茂名PX環(huán)境沖突事件切入,探究其背后所顯現(xiàn)出的政府、公眾與媒體三者的互動博弈關(guān)系,為我國今后處理類似環(huán)境沖突問題以及我國環(huán)境風(fēng)險傳播的發(fā)展提出有效建議。環(huán)境問題是一個受多方因素影響的復(fù)雜問題,涉及政治、經(jīng)濟(jì)、文化、心理等各個層面,處理好政府、公眾與媒體的角色互動關(guān)系,對于解決環(huán)境沖突,推動我國環(huán)境風(fēng)險傳播發(fā)展有著重要的意義。我國在環(huán)境風(fēng)險傳播、環(huán)境沖突研究方面,還有很大的研究和探討空間。最終目的是,在遇到環(huán)境問題時,政府、公眾與媒體能夠齊心協(xié)力化解危機(jī),建設(shè)一個可持續(xù)發(fā)展、治安穩(wěn)定的和諧社會。
[Abstract]:China is currently in a critical period of transition, economic development and environmental protection caused by the increasingly serious contradictions, some have even led to social conflicts, so. The study of environmental communication is very necessary. The triple concept of environmental communication is the maintenance of natural environment. From the perspective of environmental risk crisis, this paper aims to discuss the government in environmental conflict events from the point of view of environmental risk crisis response. The role and behavior of the public and the media in the process of environmental risk communication are studied. This paper takes Maoming PX environmental conflict as an example. This event is a representative case of social contradictions caused by environmental problems in China in recent years. It shows the typical characteristics of the environmental conflict problem in China. This paper comprehensively scans the current situation of environmental risk communication in China from the perspective of environmental communication, the government. The public and the media play an important role and bear important responsibilities in the process of communication. The interaction between the government, the public and the media can guide the solution of environmental conflicts and environmental problems in China. This article first through the Maoming PX conflict of the media presentation analysis, explore the government, the public and the media concrete interaction between the study, from specific cases to analyze the government. Secondly, it analyzes the role and function of the government, the public and the media in environmental communication. For example, the government acts as the project decision maker in dealing with environmental conflicts. The multiple roles of crisis responders and public interest guarantors; Under the condition of the awakening of the new media and the citizen consciousness, the public has fully played the role of the participant and the decision promoter. The media are at different stages of conflict, taking on the role of early warning of risks, supervision of public opinion, social mobilization, diversion of education, etc. In addition, to the government. The interaction between the public and the media in the face of environmental conflict is discussed and analyzed. Finally, based on the roles played by the three, the methods of interaction, and the specific case analysis. Put forward the effective suggestions for the government, the public and the media to carry out the benign interaction in the environmental risk communication. The article from Maoming PX environmental conflict events, explore the government behind it. The interactive game relationship between the public and the media provides effective suggestions for China to deal with similar environmental conflicts in the future and the development of environmental risk propagation in China. The environmental problem is a complex problem affected by many factors. Involving the political, economic, cultural, psychological and other levels, to deal with the role of the government, the public and the media interaction, to solve environmental conflicts. It is of great significance to promote the development of environmental risk communication in China. There is still a lot of space for research and discussion in the field of environmental risk communication and environmental conflict. The public and the media can work together to resolve the crisis and build a harmonious society with sustainable development and stable security.
