【摘要】：改革開(kāi)放以來(lái),中國(guó)取得了舉世矚目的成就,政治制度和經(jīng)濟(jì)體系都發(fā)生了深刻的變化,在中國(guó)經(jīng)濟(jì)實(shí)現(xiàn)騰飛的過(guò)程中,政府經(jīng)濟(jì)行為的積極作用日益引起廣泛重視。但另一方面,在改革開(kāi)放日益深化的過(guò)程中,各種社會(huì)矛盾也日益加深并逐步顯現(xiàn)化,并導(dǎo)致了較為激烈的社會(huì)沖突,與之相應(yīng),政府經(jīng)濟(jì)行為,尤其是地方政府經(jīng)濟(jì)行為的諸多不當(dāng)之處日益引起社會(huì)的重視和反思。 本文擬采用“政治合法性理論”的角度對(duì)我國(guó)地方政府經(jīng)濟(jì)行為進(jìn)行分析,首先,深刻剖析我國(guó)地方政府經(jīng)濟(jì)行為的政治合法性來(lái)源,當(dāng)前我國(guó)地方政府經(jīng)濟(jì)行為的政治合法性主要來(lái)源于關(guān)于地方政府經(jīng)濟(jì)行為的法律規(guī)范、中央政府的行政授權(quán)、日益完備的政策制度、地方政府經(jīng)濟(jì)職能和政府經(jīng)濟(jì)政績(jī)所帶來(lái)的公民認(rèn)可等方面,尤其是政府經(jīng)濟(jì)行為的政績(jī)效應(yīng),使得廣大民眾在反對(duì)地方政府不合理經(jīng)濟(jì)行為的同時(shí),也對(duì)政府經(jīng)濟(jì)行為的積極意義予以肯定,從而為我國(guó)地方政府經(jīng)濟(jì)行為的政治合法性奠定了堅(jiān)實(shí)的民眾基礎(chǔ)。其次,本文聯(lián)系社會(huì)現(xiàn)實(shí),總結(jié)地方政府不當(dāng)經(jīng)濟(jì)行為及其所導(dǎo)致的政治合法性缺失,本文認(rèn)為,隨著我國(guó)政治經(jīng)濟(jì)改革的深化,當(dāng)前我國(guó)地方政府經(jīng)濟(jì)行為暴露出愈來(lái)愈多的不合理之處,例如地方本位主義、地方政府的自利性經(jīng)濟(jì)行為和地方政府經(jīng)濟(jì)行為的企業(yè)傾向等,以上不合理之處導(dǎo)致我國(guó)地方政府經(jīng)濟(jì)行為面臨權(quán)力來(lái)源的政治合法性缺失、經(jīng)濟(jì)職能的政治合法性缺失和政府行為公信力的政治合法性缺失等嚴(yán)峻局面,嚴(yán)重影響我國(guó)改革進(jìn)程和經(jīng)濟(jì)發(fā)展的順利進(jìn)行。最后,本文有針對(duì)性的提出針對(duì)我國(guó)地方政府經(jīng)濟(jì)行為的規(guī)范化意見(jiàn),筆者認(rèn)為應(yīng)當(dāng)從完善法律體系、加強(qiáng)制度建設(shè)、完善公民參與機(jī)制和健全社會(huì)輿論等方面著手,逐步推動(dòng)我國(guó)地方政府經(jīng)濟(jì)行為走向規(guī)范。
[Abstract]:Since the reform and opening up, China has made remarkable achievements, political system and economic system has undergone profound changes, in Chinese economic takeoff process, positive effects of government economic behavior has attracted increasing attention. But on the other hand, in the reform and opening up the increasingly deepening process, various social contradictions are increasingly deepened and gradually, and lead to social conflict is more intense, and accordingly the government economic behavior, especially many improper economic behavior of local government is increasing attention and reflection of society.
This paper uses the theory of political legitimacy "in the perspective of China's local government economic behavior analysis, first of all, the source of the legitimacy of the political profound analysis of China's local government economic behavior, the legal norms of political legitimacy of the economic behavior of local government in China comes mainly from the local government on the economic behavior of the central government. Administrative authorization, increasingly complete policy system, citizens recognized aspects of local government economic function and economic achievements brought about by the government, especially the performance effect of government economic behavior, so that the majority of people in the local government against unreasonable economic activities at the same time, also of positive significance to the economic behavior of the government so as to be sure, China the economic behavior of the local government's political legitimacy laid a solid foundation for the people. Secondly, this paper summarizes the social reality, the local government and the improper economic line Lack of political legitimacy in this paper that, with the deepening of China's political and economic reform, the current local government economic behavior exposed more and more unreasonable, such as selfishness, self-interest and economic behavior of local government economic behavior of enterprise orientation, more unreasonable in our country the economic behavior of local government facing the lack of legitimacy of the political power source of political legitimacy, credibility and lack of government economic function of the political legitimacy of the lack of a serious situation, seriously affect China's reform process and economic development smoothly. Finally, this paper puts forward the standardized views for China's local government economic behavior the writer believes that it should improve the legal system, strengthen the system construction, to perfect the citizen participation mechanism and perfect the social public opinion, gradually push The economic behavior of local government in China moves towards the standard.
