【摘要】：行政管理的科學(xué)化和民主化是現(xiàn)代公共管理的重要課題，而民主參與則是促進(jìn)公共管理的重要方式。世界各個(gè)國家為了促進(jìn)行政管理制度的健全和完善，使每一個(gè)公民都能夠有效地參與到行政管理中來，都通過不同方式和制度來促進(jìn)民主參與，使公眾真正為公共管理貢獻(xiàn)力量。相對(duì)于西方發(fā)達(dá)國家來說，我國在社會(huì)體制、管理方式等方面都有著較大的不同，我國的經(jīng)濟(jì)社會(huì)正在經(jīng)歷著一場(chǎng)新的變革，行政管理也面臨著新的變革，公民素質(zhì)的提升、國際接軌的加強(qiáng)、公眾參政愿望的提升等都迫切地需要行政管理體制的變革，中國的行政管理面臨著新的挑戰(zhàn)。如何提高公共管理部門效率，，完善行政管理制度以適應(yīng)變化了的政治、經(jīng)濟(jì)和文化環(huán)境成為新時(shí)期公共部門和行政管理活動(dòng)所必須要解決的問題。通過對(duì)相關(guān)理論的梳理和分析可以進(jìn)一步了解我國民主參與的形式和發(fā)展現(xiàn)狀。筆者以比較分析、理論總結(jié)等方法對(duì)我國行政管理與民主參與的現(xiàn)狀進(jìn)行梳理，分析我國民主參與中存在的問題，最后借鑒國外的發(fā)展經(jīng)驗(yàn)，立足我國的國情和社會(huì)發(fā)展現(xiàn)狀，提出完善我國民主參與制度的對(duì)策，以進(jìn)一步推動(dòng)我國公眾參與行政管理，使行政管理發(fā)展到一個(gè)更高的水平。
[Abstract]:Scientific and democratic administration is an important subject of modern public management, and democratic participation is an important way to promote public management. So that each citizen can effectively participate in the administration, through different ways and systems to promote democratic participation, so that the public really contribute to public management. Compared with the Western developed countries. China's social system, management methods and other aspects are quite different, our country's economic and social is undergoing a new change, administration is also facing new changes, the quality of citizens. With the strengthening of international practice and the promotion of public desire to participate in politics, the reform of administrative system is urgently needed. China's administration is facing new challenges. How to improve the efficiency of public management departments. Improve the administrative system to adapt to the changed politics. The economic and cultural environment has become a problem that must be solved by the public sector and administrative activities in the new period. By combing and analyzing the relevant theories, we can further understand the form of democratic participation in our country and the present situation of its development. For comparative analysis. Theoretical summary and other methods of administration and democratic participation in China to comb the status quo, analysis of our democratic participation in the problems, and finally learn from the development experience of foreign countries, based on our national conditions and social development status. In order to further promote the public participation in the administration of our country and make the administration develop to a higher level, this paper puts forward some countermeasures to perfect the democratic participation system of our country.
