【摘要】：隨著社會(huì)的發(fā)展，競(jìng)技體育的影響力在日益凸顯，現(xiàn)如今競(jìng)技體育的競(jìng)爭(zhēng)已逐漸擴(kuò)大到政治、經(jīng)濟(jì)、文化等各個(gè)領(lǐng)域，對(duì)國(guó)家綜合實(shí)力的提高起著關(guān)鍵性作用�？v觀競(jìng)技體育的歷史發(fā)展特征，我們可以看到：競(jìng)技體育要想獲得長(zhǎng)遠(yuǎn)的發(fā)展，必須以后備人才培養(yǎng)作為基礎(chǔ)。這是體育界相關(guān)專家、教練員等知名人士的共識(shí)，也是世界競(jìng)技體育的發(fā)展趨勢(shì)。 為了進(jìn)一步貫徹落實(shí)《奧運(yùn)爭(zhēng)光計(jì)劃綱要》和《2008年奧運(yùn)征管行動(dòng)計(jì)劃》，我國(guó)出臺(tái)相關(guān)文件來引導(dǎo)和支持后備人才培養(yǎng)基地的建設(shè)與發(fā)展，根據(jù)國(guó)家制定的體競(jìng)（2006）7號(hào)文件和體競(jìng)（2007）72號(hào)文件，在全國(guó)審批了310所“國(guó)家高水平體育后備人才培養(yǎng)基地”來進(jìn)一步促進(jìn)我國(guó)體育后備人才的培養(yǎng)。本文運(yùn)用文獻(xiàn)資料法、邏輯分析法、德爾菲法、層次分析法、問卷調(diào)查法等研究方法，從”國(guó)家高水平體育后備人才基地”這一視角切入，針對(duì)河南省籃球高水平后備人才不足這一現(xiàn)象，認(rèn)真分析國(guó)家體育總局審批的8所河南省國(guó)家高水平籃球后備人才基地建設(shè)現(xiàn)狀，制定出科學(xué)、合理的有關(guān)籃球項(xiàng)目基地建設(shè)質(zhì)量的客觀的評(píng)價(jià)指標(biāo)體系，為各省市體育局和“基地”管理者對(duì)“基地”建設(shè)質(zhì)量的做出及時(shí)、客觀的評(píng)估提供科學(xué)依據(jù)，，為“基地”其他項(xiàng)目建設(shè)質(zhì)量和“基地”整體建設(shè)質(zhì)量的評(píng)價(jià)指標(biāo)體系的建立提供參考。 研究結(jié)論： 1、根據(jù)“國(guó)家高水平人才培養(yǎng)基地”認(rèn)定辦法，結(jié)合河南省8所籃球運(yùn)動(dòng)項(xiàng)目學(xué)校實(shí)際情況，初步建立了河南省“國(guó)家高水平訓(xùn)練基地”籃球項(xiàng)目質(zhì)量評(píng)估體系，其中準(zhǔn)則層有4項(xiàng)一級(jí)指標(biāo)、要素層有15項(xiàng)二級(jí)指標(biāo)和指標(biāo)層有52項(xiàng)三級(jí)指標(biāo)。 2、通過第一輪專家對(duì)各項(xiàng)指標(biāo)“重要程度”的判斷和篩選，初步建立指標(biāo)體系其中包括了準(zhǔn)則層有5個(gè)一級(jí)指標(biāo)、要素層有14個(gè)二級(jí)指標(biāo)和指標(biāo)層有41個(gè)三級(jí)指標(biāo)。 3、通過15位專家的“專家意見集中度和協(xié)調(diào)度”對(duì)初步建立的指標(biāo)的科學(xué)性和合理性進(jìn)行判定分析，最終確定了河南省”國(guó)家高水平后備人才基地”籃球項(xiàng)目建設(shè)質(zhì)量評(píng)估體系；另外通過層次分析法，對(duì)各個(gè)層次的各個(gè)具體指標(biāo)確定了權(quán)重。 4、本研究存在的不足：由于時(shí)間和條件的限制，研究結(jié)果僅僅停留在模擬實(shí)證研究的層面，沒有進(jìn)行實(shí)地的考察和評(píng)估。但從模擬研究的結(jié)果來看，本研究對(duì)“河南省‘基地’籃球項(xiàng)目建設(shè)質(zhì)量評(píng)估體系”的建立較為科學(xué)、合理，本論文后期研究需要進(jìn)一步到河南省籃球“基地”測(cè)量和評(píng)估其建設(shè)的質(zhì)量，以證明本研究的意義和應(yīng)用價(jià)值。
[Abstract]:With the development of society, sports has become increasingly prominent influence in nowadays, sports competition has gradually expanded to the political, economic, cultural and other fields, for the improvement of comprehensive national strength plays a key role. The historical development characteristics of competitive sports throughout, we can see: competitive sports to get long-term the development of personnel training as the basis must prepare for the future. This is the sports experts, coaches and other celebrities of the consensus, but also the development tendency of world sports.
In order to further implement the "Olympic Plan Outline > and <2008 Olympic collection action plan >, our country has issued relevant documents to guide and support the construction and development of training base of the reserve personnel, according to the national body. (2006) No. 7 document and competition (2007) No. 72, in the national examination and approval 310" national high-level sports reserve talent training base to further promote the cultivation of reserve talents of sports in our country. This article uses the literature method, logical analysis method, Delphi method, AHP, questionnaires and other research methods, from the "national high-level sports reserve talent base" this perspective, aiming at the shortage of the high level of basketball reserve talents in Henan province this phenomenon, a careful analysis of the high level basketball reserve talent base of 8 countries in Henan province the current situation of the construction of the State Sports General Administration approval, to develop a scientific and reasonable basketball related items The construction of quality base of the objective evaluation index system for the Provincial Sports Bureau and the "base" management of the "base" construction quality to make timely, provide scientific basis for the objective evaluation to the "base" other project construction quality and the "base" of the overall construction quality evaluation index system provides the reference for the establishment.
The conclusions are as follows:
1, according to the "national high level talent training base" that way, combined with the 8 basketball project in Henan Province School of the actual situation in Henan Province, established the "national high level basketball training base" project quality evaluation system, in which the criteria layer 4 level indicators, 15 level two factor layer and index index there are 52 indicators in level three.
2, through the first round of experts' judgement and screening of the "importance" of indicators, a preliminary index system was established, including 5 first level indicators, 14 two level indicators and 41 three level indicators.
3, by 15 experts "expert opinion concentration and coordination degree" on the initial establishment of the science and rationality of the analysis, and ultimately determine the evaluation system of Henan province "the national high level basketball reserve talent base" project construction quality; also through AHP, various specific indicators of different levels to determine the weight.
4, the shortcomings of this study: due to the limit of time and condition, the results only in the simulation of empirical research level, no investigation and assessment field. But from the simulation results, the research of "Henan province" base "basketball project construction quality assessment system" to establish a more scientific and reasonable. In this paper, the late research needs further to the basketball "base of Henan province to measure and evaluate the quality of construction, to demonstrate the significance of this research and application value.
