【摘要】：中心城區(qū)公共設(shè)施布局最能體現(xiàn)城市內(nèi)部資源的分配，其布局合理與否，直接關(guān)系到當(dāng)?shù)氐恼�、�?jīng)濟與社會發(fā)展。因此，城市公共配套設(shè)施應(yīng)隨著城市的擴張而調(diào)整，一方面原有設(shè)施需要升級完善，另一面部分設(shè)施布局需要考慮在區(qū)域間重新配置，從而促進(jìn)城市各區(qū)域平衡發(fā)展，提高城市服務(wù)效率和生活品質(zhì)，提升城市功能和宜居度。隨著瀘州城市的高速擴張、社會經(jīng)濟的不斷發(fā)展，其公共配套設(shè)施建設(shè)滯后、服務(wù)能力不足、數(shù)量缺乏等問題愈發(fā)突顯。論文通過對瀘州城市公共配套設(shè)施的布局優(yōu)化研究，，以期為公共配套設(shè)施的規(guī)劃建設(shè)提供一定借鑒。 論文在查閱大量研究文獻(xiàn)、總結(jié)國內(nèi)外相關(guān)研究的基礎(chǔ)上，通過對瀘州市中心城區(qū)公共配套設(shè)施現(xiàn)狀、空間分布特征、問題及原因的深入分析，提出了其布局優(yōu)化的原則、目標(biāo)，構(gòu)建了布局優(yōu)化的總體框架，以及各類公共配套設(shè)施布局優(yōu)化的基本思路和體系架構(gòu)，進(jìn)而提出了中心城區(qū)公共配套設(shè)施布局優(yōu)化的普適建議。論文主要取得了以下研究成果： （1）瀘州市中心城區(qū)公共配套設(shè)施配置與人口不協(xié)調(diào)，組團(tuán)間差異較大，各組團(tuán)空間聚集水平差異顯著。其建設(shè)模式和方式陳舊，管理機制和體制不健全，人口集聚和城市空間形態(tài)矛盾等，是造成上述問題的主要原因。 （2）構(gòu)建了瀘州市中心城區(qū)“一主兩副多級”的三級公共服務(wù)體系結(jié)構(gòu)，以及各類公共配套設(shè)施布局優(yōu)化的框架體系，并提出了其提升完善措施。 （3）從規(guī)范管理、政策引導(dǎo)、新模式探索等幾個方面，提出了適合各城市公共配套設(shè)施布局優(yōu)化的建議。
[Abstract]:The layout of public facilities in central urban areas can best reflect the distribution of resources within the city. Whether the distribution is reasonable or not is directly related to the local political, economic and social development. Urban public supporting facilities should be adjusted with the expansion of the city. On the one hand, the original facilities need to be upgraded and improved; on the other hand, the layout of some facilities needs to be reconfigured among regions, thus promoting the balanced development of each region of the city. With the rapid expansion of Luzhou city and the continuous development of social economy, the construction of public supporting facilities lags behind and the service capacity is insufficient. Through the research on the layout optimization of public supporting facilities in Luzhou city, the paper hopes to provide some reference for the planning and construction of public supporting facilities. On the basis of consulting a large number of research documents and summarizing the relevant research at home and abroad, the paper analyzes the status quo, spatial distribution characteristics, problems and causes of public facilities in Luzhou central city. Put forward its layout optimization principles, objectives, the overall framework of layout optimization, as well as all kinds of public facilities layout optimization of the basic ideas and architecture. And then put forward the general suggestion of optimizing the layout of the public supporting facilities in the central city. The thesis has mainly obtained the following research results: 1) the allocation of public supporting facilities in Luzhou central city is not in harmony with the population, and there are great differences among groups, and there are significant differences in the level of spatial aggregation among groups. The construction mode and mode are old, and the management mechanism and system are not perfect. Population agglomeration and the contradiction of urban spatial form are the main causes of these problems. This paper constructs a three-level public service system structure of "one master, two different levels" in the central district of Luzhou city, and a framework system for optimizing the layout of all kinds of public supporting facilities, and puts forward some measures to enhance and perfect it. 3) from the aspects of normative management, policy guidance and exploration of new mode, the author puts forward some suggestions for optimizing the layout of public supporting facilities in various cities.
