【摘要】：公共政策是指政府向社會提供的公共產(chǎn)品,其目的在于滿足社會公共需求。在當代社會,公共政策的觸角已延伸到包括政治、經(jīng)濟、文化在內(nèi)的社會各領(lǐng)域。保證公共政策的有效性是實現(xiàn)國家戰(zhàn)略、保障社會持續(xù)穩(wěn)定發(fā)展和建設(shè)小康社會的重要前提。 影響公共政策有效性的因素眾多,從不同角度有不同答案,本文以佛山限摩政策這一具體公共政策為研究對象,立足公共政策過程理論,從公共政策的四大主要環(huán)節(jié)即政策問題構(gòu)建、政策制定、政策執(zhí)行和政策評估出發(fā),探析公共政策的有效性。文章在分析公共政策有效性內(nèi)在肌理的基礎(chǔ)上,深入剖析限摩政策出臺過程、制定過程、執(zhí)行過程以及評估過程與公共政策有效性的內(nèi)在關(guān)系,從中發(fā)現(xiàn)公共政策過程中影響公共政策有效性的因素。公共政策過程的每一個環(huán)節(jié)都與公共政策有效性內(nèi)在關(guān)聯(lián),政策問題構(gòu)建不準、制定政策不科學(xué)、執(zhí)行資源缺乏、評估過程不客觀等等,任何一個環(huán)節(jié)的問題都會直接影響公共政策的有效性。 本文采用新制度主義、系統(tǒng)分析以及規(guī)范分析與實證分析相結(jié)合的方法,深入分析佛山限摩政策的得與失,重點對公共政策失效的根源進行了深入挖掘,以小見大,在充分結(jié)合現(xiàn)實的基礎(chǔ)上,提出提高公共政策有效性的建議和方法,以促進公共政策質(zhì)量提升,從而實現(xiàn)政府對社會公共事務(wù)的有效治理,推進我國經(jīng)濟與社會的和諧發(fā)展。
[Abstract]:Public policy refers to the public goods provided by the government to the society, the purpose of which is to meet the public needs of the society. In contemporary society, the tentacles of public policy have been extended to include politics and economy. Ensuring the effectiveness of public policy is an important prerequisite for the realization of national strategy, the sustainable and stable development of society and the construction of a well-off society. There are many factors that affect the effectiveness of public policy, there are different answers from different angles. This paper takes the specific public policy of Foshan as the research object, based on the theory of public policy process. From the four main links of public policy, namely, policy construction, policy formulation, policy implementation and policy evaluation, this paper analyzes the effectiveness of public policy. Deeply analyze the internal relationship between the process of issuing, formulating, executing and evaluating the validity of public policy. Find out the factors that affect the effectiveness of public policy in the process of public policy. Each link in the process of public policy is inherently related to the effectiveness of public policy. Lack of implementation resources, evaluation process, and so on, any one of the problems will directly affect the effectiveness of public policy. This paper uses the method of new institutionalism, systematic analysis, normative analysis and empirical analysis to deeply analyze the gains and losses of Foshan's policy of limiting friction, focusing on the causes of the failure of public policy. Through a small part of the whole, on the basis of fully combining the reality, put forward suggestions and methods to improve the effectiveness of public policies, in order to promote the quality of public policies, so as to achieve the effective governance of social public affairs. Promote the harmonious development of our economy and society.
