【摘要】:在互聯(lián)網(wǎng)快速發(fā)展的時代里,政府機(jī)構(gòu)和部門通過電子政務(wù)這種新型的管理方式,每日大量頻繁的進(jìn)行行政管理和處理日常事務(wù)。而微博和政務(wù)微博作為信息產(chǎn)業(yè)時代的衍生物,以其獨(dú)有的便利性、廣泛性、溝通性等特點(diǎn),為改善政府公共服務(wù)提出了許多新方法,這就使得完善政務(wù)微博逐漸成為了構(gòu)建服務(wù)型政府形象的必然要求。如今在我國構(gòu)建社會主義和諧社會的偉大進(jìn)程中,政府形象受到越來越廣泛的關(guān)注,而政府形象也已經(jīng)成為評估政府工作績效的重要指標(biāo)之一。因此,基于政務(wù)微博提升政府形象的研究成為一個很有意義的課題。 20世紀(jì)末至今,對于我國政府的形象問題,逐漸被黨和政府重視。我國的政府部門大力對法律制度、政治、經(jīng)濟(jì)、文化和社會管理等領(lǐng)域進(jìn)行改革和建設(shè),旨在樹立自身的良好形象,當(dāng)然,這對于政府部門來說是個很大的挑戰(zhàn)。政務(wù)微博從無到有,有著四年的發(fā)展歷程,從一個被社會各界關(guān)注的微博群體且只專注發(fā)布信息向互動、服務(wù)、問政過渡,政務(wù)微博整體上展現(xiàn)了新的服務(wù)型政府形象,表達(dá)了中國政府進(jìn)行管理方式的變革的決心。政務(wù)微博為政府形象的宣傳提供了新媒體,政民交流提供了新渠道,也成為了政府應(yīng)對突發(fā)事件的輿論利器,開辟了群眾監(jiān)督的新渠道。但是政務(wù)微博在塑造政府形象進(jìn)程中,也產(chǎn)生了一系列問題,包括缺乏管理、政治體制的局限、服務(wù)理念滯后和法律保障未健全。這些問題制約了政務(wù)微博的發(fā)展,直接給政府形象帶來嚴(yán)重?fù)p害。本文在對此課題的調(diào)查、分析和歸納的基礎(chǔ)上,基于新公共服務(wù)理論、顧客滿意度理論、企業(yè)家政府理論、雙向溝通理論,提出了規(guī)范政務(wù)微博內(nèi)容管理、提高政務(wù)微博的技術(shù)支持、健全政務(wù)微博的管理制度、培育成熟公民社會、加強(qiáng)法律保障等提升策略,更好的塑造政府形象,凸顯正面信息,鞏固正面形象,消除負(fù)面信息,,修復(fù)受損形象。 利用政務(wù)微博途徑來提升政府形象的這一研究,是一個研究薄弱而又非常有現(xiàn)實(shí)意義的課題,對于建設(shè)服務(wù)型政府,促進(jìn)社會主義社會和諧發(fā)展,提升政府形象有著非常深遠(yuǎn)的意義。
[Abstract]:In the era of rapid development of the Internet, government agencies and departments through e-government this new management. Daily frequent administrative management and handling daily affairs. Weibo and government Weibo as a derivative of the information industry era, with its unique convenience, universality, communication and other characteristics. In order to improve the public service of the government, many new methods have been put forward, which makes the perfection of government affairs Weibo gradually become the inevitable requirement of constructing the image of service-oriented government. Now, in the great process of constructing the socialist harmonious society in our country. The image of the government has been paid more and more attention, and the image of the government has become one of the important indicators to evaluate the performance of the government. The research of improving the government image based on government affairs Weibo has become a very meaningful topic. Since the end of 20th century, the image of our government has gradually been taken seriously by the Party and the government. The government departments in our country have made great efforts to reform and construct the legal system, politics, economy, culture and social management and so on. The aim is to establish a good image of their own, of course, this is a great challenge for the government. Government affairs Weibo from scratch, has four years of development. From a community concerned by the community Weibo group and only focused on the issue of information to interactive, service, political transition, the government Weibo as a whole showed the new image of service-oriented government. Government affairs Weibo provides new media for the publicity of the government image, provides a new channel for the communication between the government and the people, and also becomes the public opinion weapon for the government to deal with unexpected events. But in the process of shaping the government image, there are a series of problems, including the lack of management, the limitations of the political system. The service idea lags behind and the legal guarantee is not perfect. These problems restrict the development of the government affairs Weibo, and bring the serious damage to the government image directly. This article is based on the investigation, analysis and induction of this subject. Based on the new public service theory, customer satisfaction theory, entrepreneur government theory, two-way communication theory, proposed to standardize government Weibo content management, improve government Weibo technical support. Improve the management system of government affairs Weibo, cultivate mature civil society, strengthen legal protection and other promotion strategies, better shape the image of the government, highlight the positive information, consolidate the positive image, eliminate the negative information. Repair damaged image. The study of using the Weibo approach to improve the government image is a weak and very practical topic for building a service-oriented government and promoting the harmonious development of socialist society. Improving the image of the government has a very profound significance.
