【摘要】：貧困是全球性的社會(huì)現(xiàn)象,是經(jīng)濟(jì)、社會(huì)、政治、文化發(fā)展不平衡和地理自然生態(tài)條件差異以及人類個(gè)體差異綜合作用的結(jié)果。解決貧困問題是當(dāng)今的世界性的課題。貧困不僅是經(jīng)濟(jì)問題,更重要的是政治問題。中國的貧困主要在農(nóng)村,而農(nóng)村的貧困人口主要集中在中國的西部地區(qū),西部農(nóng)村貧困地區(qū)是中國自然條件最為惡劣、少數(shù)民族最為集中,貧困發(fā)生最為廣泛的地區(qū)。西部農(nóng)村貧困地區(qū)的貧困問題具有強(qiáng)烈的、獨(dú)特的區(qū)域性個(gè)性,表現(xiàn)為高原山區(qū)的特點(diǎn)、少數(shù)民族的特點(diǎn)和邊遠(yuǎn)地帶的特點(diǎn)。本文就選擇西部地區(qū)的寧蒗縣作為研究對(duì)象,寧蒗縣貧困地區(qū)的貧困是多種因素相互交織、相互制約形成的一種綜合現(xiàn)象,是歷史的積累。針對(duì)寧蒗縣貧困人口居住分散、地理?xiàng)l件惡劣、交通閉塞、經(jīng)濟(jì)較為落后的狀況,實(shí)施特殊民族政策以幫助其脫貧,寧蒗縣貧困人口大幅減少,基礎(chǔ)設(shè)施建設(shè)不斷加強(qiáng),農(nóng)村居民生產(chǎn)生活條件不斷改善,但由于歷史和地理等種種原因,寧蒗縣發(fā)展水平遠(yuǎn)遠(yuǎn)低于其他地區(qū),貧困問題仍然格外嚴(yán)重,絕對(duì)貧困與相對(duì)貧困并存,絕對(duì)貧困人口多、面廣、程度深、返貧率高。對(duì)寧蒗縣貧困問題的研究,將有利于加快貧困戶的脫貧步伐；有利于實(shí)施可持續(xù)的經(jīng)濟(jì)發(fā)展戰(zhàn)略；有利于經(jīng)濟(jì)社會(huì)的改革、發(fā)展和穩(wěn)定。因此,有著極其重要的政治、經(jīng)濟(jì)和社會(huì)意義。找出制約我國西部農(nóng)村的貧困因素,對(duì)寧蒗縣反貧困進(jìn)行有針對(duì)性的分析,可以探索出農(nóng)村反貧困的有效途徑。本文梳理了農(nóng)村貧困與反貧困的基本理論,從貧困的內(nèi)涵、分類和測定方法入手,對(duì)貧困與反貧困的內(nèi)涵進(jìn)行了闡述；認(rèn)為寧蒗縣的反貧困是建設(shè)和諧社會(huì)的基礎(chǔ),是民族團(tuán)結(jié)與發(fā)展的推動(dòng)力。在分析寧蒗縣地區(qū)農(nóng)村反貧困必要性和重要性的基礎(chǔ)上,對(duì)該地區(qū)農(nóng)村貧困狀況、特殊性和反貧困歷程進(jìn)行了闡述,并進(jìn)一步分析了制約寧蒗縣反貧困的因素。針對(duì)制約因素和在反貧困過程中存在的問題,文章提出了寧蒗縣地區(qū)農(nóng)村反貧困的對(duì)策建議,認(rèn)為寧蒗縣地區(qū)農(nóng)村應(yīng)當(dāng)根據(jù)自身具體情況,應(yīng)采取多元化的反貧困模式,提出了反貧困方式的創(chuàng)新：堅(jiān)持開發(fā)式扶貧和社會(huì)保障相結(jié)合；堅(jiān)持專項(xiàng)扶貧和行業(yè)扶貧、社會(huì)扶貧相結(jié)合；堅(jiān)持他救支持與自救自力更生相結(jié)合；闡述了主要脫貧途徑選擇：一是確定反貧的目標(biāo),走農(nóng)業(yè)產(chǎn)業(yè)化道路；二是制定具有寧蒗特色的反貧困規(guī)劃；三是加強(qiáng)反貧資金監(jiān)管；四是發(fā)展具有寧蒗特色的扶貧道路。
[Abstract]:Poverty is a global social phenomenon, economic, social, political. The result of the comprehensive effect of the imbalance of cultural development, the difference of geographical and ecological conditions and the individual difference of human beings. To solve the problem of poverty is a worldwide problem today. Poverty is not only an economic problem. More important is the political problem. China's poverty is mainly in the rural areas, and the rural poor are mainly concentrated in the western region of China, the western rural poor areas are the worst natural conditions in China. The poverty problem in the western rural poor areas has a strong and unique regional personality, which is manifested in the characteristics of highland mountain areas. The characteristics of ethnic minorities and the characteristics of remote areas. This paper chooses Ninglang County in the western region as the research object. Poverty in poverty area of Ninglang County is a kind of comprehensive phenomenon which is intertwined and restricted by many factors. It is the accumulation of history. The poor population of Ninglang county live scattered, the geographical conditions are bad, the traffic is blocked, and the economy is relatively backward, so the poor population in Ninglang county has been greatly reduced by implementing special national policies to help them get rid of poverty. Infrastructure construction continues to strengthen, rural residents' living and production conditions continue to improve, but due to historical and geographical reasons, Ninglang County's development level is far lower than other areas, the poverty problem is still particularly serious. Absolute poverty and relative poverty coexist, the absolute poverty population is large, wide, deep, and the rate of returning to poverty is high. The study of poverty problem in Ninglang County will help accelerate the pace of poverty alleviation of poor households. Facilitate the implementation of sustainable economic development strategies; It is beneficial to the reform, development and stability of economy and society. Therefore, it has extremely important political, economic and social significance. This article combs the basic theory of rural poverty and anti-poverty, starting with the connotation, classification and measurement methods of poverty. The connotation of poverty and anti-poverty is expounded. It is believed that the anti-poverty in Ninglang County is the foundation of building a harmonious society and the driving force of national unity and development. Based on the analysis of the necessity and importance of anti-poverty in the rural areas of Ninglang County, this paper analyzes the situation of rural poverty in this area. The particularity and the course of anti-poverty are expounded, and the factors restricting the anti-poverty in Ninglang County are further analyzed, aiming at the restrictive factors and the existing problems in the process of anti-poverty. This paper puts forward the countermeasures and suggestions of anti-poverty in the rural areas of Ninglang County, and thinks that the rural areas in Ninglang County should adopt diversified anti-poverty mode according to their own specific conditions. Put forward the innovation of anti-poverty way: adhere to the combination of development-oriented poverty alleviation and social security; Stick to the combination of special poverty alleviation, industry poverty alleviation and social poverty alleviation; Insist on the combination of his rescue support and self-help and self-reliance; The main ways to get rid of poverty are as follows: first, to determine the target of anti-poverty and to take the road of agricultural industrialization; The second is to draw up the anti-poverty plan with the characteristics of Ninglang; Third, strengthen the supervision of anti-poverty funds; Fourth, develop the poverty alleviation road with Ninglang characteristics.
