【摘要】：全球經(jīng)濟(jì)一體化趨勢(shì)的加劇和政治經(jīng)濟(jì)的融合，經(jīng)濟(jì)的發(fā)展已經(jīng)步入了政治競(jìng)爭(zhēng)時(shí)代，特別是在經(jīng)濟(jì)社會(huì)結(jié)構(gòu)發(fā)展不完善、產(chǎn)權(quán)保護(hù)度較弱、政府干預(yù)行為較多的國(guó)家和地產(chǎn)更加突出。近年來(lái)，資源、環(huán)境、成本等方面的問(wèn)題日益突出，更加需要政府改革現(xiàn)行的運(yùn)營(yíng)機(jī)制來(lái)適應(yīng)瞬息萬(wàn)變的技術(shù)與市場(chǎng)；必須在創(chuàng)新環(huán)境、金融服務(wù)、政策配套以及新技術(shù)產(chǎn)業(yè)化等方面盡快補(bǔ)課，盡快降低市場(chǎng)準(zhǔn)入門(mén)檻，推動(dòng)要素價(jià)格市場(chǎng)化改革。作為具有宏觀管理與調(diào)控作用的地方政府，在建設(shè)國(guó)家創(chuàng)新城市發(fā)展戰(zhàn)略過(guò)程中,如何提高科技創(chuàng)新驅(qū)動(dòng)能力具有巨大現(xiàn)實(shí)意義。在科技創(chuàng)新驅(qū)動(dòng)發(fā)展中，是否能充分發(fā)揮出政府的職能作用關(guān)系到到底能多大程度上提升城市的科技創(chuàng)新驅(qū)動(dòng)能力。作為九省通衢的武漢市具有先天的區(qū)位優(yōu)勢(shì)，從近代至今的巨大發(fā)展?jié)摿�，“中部崛起”帶頭人都為武漢建立國(guó)家創(chuàng)新城市中心創(chuàng)造了先天優(yōu)勢(shì)條件，本文基于通過(guò)實(shí)地調(diào)查、數(shù)據(jù)收集、分析、整理的方式對(duì)武漢市政府在科技創(chuàng)新驅(qū)動(dòng)發(fā)展的職能上進(jìn)行研究,從而提出相關(guān)對(duì)策優(yōu)化和改進(jìn)武漢市當(dāng)下在政府職能上存在的問(wèn)題。 論文以政府職能的基本理論為基礎(chǔ)，介紹了政府在科技創(chuàng)新驅(qū)動(dòng)研究背景和現(xiàn)實(shí)影響力，，闡述了武漢市當(dāng)下的發(fā)展戰(zhàn)略——國(guó)家中心城市，而國(guó)家中心城市的建設(shè)基礎(chǔ)就是大力發(fā)展科技創(chuàng)新驅(qū)動(dòng)，從而為武漢市的城市和諧發(fā)展提供重要的核心競(jìng)爭(zhēng)能力，提高了武漢市的城市地位。武漢市科技創(chuàng)新驅(qū)動(dòng)發(fā)展是通過(guò)五個(gè)創(chuàng)新主體而構(gòu)成——即“官、產(chǎn)、研、學(xué)、中介”，分析各個(gè)創(chuàng)新主體間的內(nèi)在聯(lián)系因素，找出政府職能的定位和發(fā)揮的作用。文章最后將前面內(nèi)容進(jìn)行整合并分析武漢市政府現(xiàn)存的問(wèn)題，通過(guò)對(duì)“系統(tǒng)培育、環(huán)境營(yíng)造、管理方式”三個(gè)方面進(jìn)行優(yōu)化來(lái)促進(jìn)科技創(chuàng)新驅(qū)動(dòng)發(fā)展的政府職能轉(zhuǎn)變，使其能在武漢市建立國(guó)家創(chuàng)新城市這一戰(zhàn)略目標(biāo)過(guò)程充分發(fā)揮政府職能作用，努力提高科技創(chuàng)新驅(qū)動(dòng)發(fā)展的能力。
[Abstract]:The trend of global economic integration and the integration of political and economic, the economic development has entered the era of political competition, especially in the economic and social structure development is not perfect, the degree of property rights protection is weak. In recent years, the problems of resources, environment, cost and so on have become increasingly prominent. It is necessary for the government to reform the current operation mechanism to adapt to the ever-changing technology and market. We must make up lessons as soon as possible in the innovation environment, financial services, policy supporting and industrialization of new technology, and reduce the threshold of market access as soon as possible. As a local government with macro-management and regulation role, in the process of building a national innovative urban development strategy. How to improve the driving ability of scientific and technological innovation is of great practical significance. Whether the function of the government can be fully brought into play is related to the extent to which the city can promote the driving capacity of scientific and technological innovation. As a thoroughfare of nine provinces, Wuhan has a congenital location advantage. From modern times to now, the leaders of "the rise of Central China" have created the innate advantages for Wuhan to establish a national innovative city center. This paper is based on field investigation, data collection and analysis. In this paper, the author studies the function of Wuhan municipal government in science and technology innovation driving development, and puts forward some countermeasures to optimize and improve the problems existing in the current government function of Wuhan city. Based on the basic theory of government function, this paper introduces the research background and realistic influence of the government in science and technology innovation driving, and expounds the current development strategy of Wuhan-the national central city. And the construction foundation of the national central city is to develop the science and technology innovation drive vigorously, thus provides the important core competition ability for the Wuhan city harmonious development. Wuhan science and technology innovation driven development is through five innovation subjects and constitute-that is, "official, industry, research, learning, intermediary", analysis of the internal relationship between the main innovation factors. Finally, the article will integrate the previous content and analyze the existing problems of Wuhan municipal government, through the "system cultivation, environmental construction." The management mode is optimized in three aspects to promote the transformation of the government function which is driven by science and technology innovation, so that it can fully play the role of government function in the strategic objective process of establishing a national innovative city in Wuhan. Efforts will be made to improve the ability of science and technology innovation to drive development.
