保障性住房信息的甄別研究

【摘要】:住房保障制度是一項(xiàng)公共政策,世界各國用它來保障本國居民基本的生存權(quán)和居住權(quán)等。住房保障制度的順利實(shí)施有利于維護(hù)社會(huì)的公平和正義。目前世界各國大多實(shí)現(xiàn)了住房的市場(chǎng)化分配,而住房保障制度則是對(duì)市場(chǎng)化分配機(jī)制的必要補(bǔ)充,它不僅是一個(gè)國家社會(huì)保障制度的組成部分,也是一項(xiàng)重要的國家社會(huì)政策。 在現(xiàn)實(shí)中,很多西方發(fā)達(dá)國家已經(jīng)形成了完善的住房保障系統(tǒng)。我國住房保障發(fā)展年限尚短而近年來各地保障房分配過程中出現(xiàn)的各種欺詐事件無一不質(zhì)疑著當(dāng)前的住房保障制度,例如:保障性住房六連號(hào)事件、倒賣經(jīng)濟(jì)適用房事件、開寶馬買經(jīng)濟(jì)適用房事件、一人買多套保障房事件。由于利益驅(qū)動(dòng)機(jī)制,保障房虛假申請(qǐng)行為屢禁不止,嚴(yán)重破壞了社會(huì)的公平和正義。如何將有限的保障房資源分配到目標(biāo)保障人群的手中,避免保障房資源被非法侵占,是我國住房保障相關(guān)部門面臨的一大難題。 本文將建立住房保障主管部門和申請(qǐng)人行為的動(dòng)態(tài)博弈模型,對(duì)住房保障申請(qǐng)人的行為進(jìn)行了純策略分析和混合策略分析,得出了懲處力度、審核力度、虛假申請(qǐng)成本及保障性住房補(bǔ)貼對(duì)住房保障申請(qǐng)人行為的影響。懲處力度、審核力度、虛假申請(qǐng)成本的提高都將使申請(qǐng)人虛假申請(qǐng)的概率降低,而保障性補(bǔ)貼的提高將使申請(qǐng)人虛假申請(qǐng)的概率升高。 接著結(jié)合保障性住房申請(qǐng)的實(shí)際,提出了保障性住房申請(qǐng)人信息的甄別體系:1.建立我國保障性住房保障人(中低收入人群)評(píng)估標(biāo)準(zhǔn);2.嚴(yán)格保障性住房申請(qǐng)的審核和監(jiān)管;3.保證人制度和嚴(yán)厲懲罰制度。合理的評(píng)估標(biāo)準(zhǔn)是將目標(biāo)保障群體從中甄別出來的前提,包括評(píng)估標(biāo)準(zhǔn)確立的原則和評(píng)估標(biāo)準(zhǔn)所包含的內(nèi)容。嚴(yán)格保障性住房申請(qǐng)的審核和監(jiān)管包括建立在住房保障信息系統(tǒng)上的網(wǎng)絡(luò)評(píng)估體系,采用自辯評(píng)委會(huì)方式的公開評(píng)估體系以及保障人評(píng)估信息的公眾監(jiān)督。設(shè)置保證人制度,要求申請(qǐng)人提供保證人,由保證人給出保證申明。建議住房保障主管部門對(duì)于虛假申請(qǐng)行為給予保障房受益相當(dāng)?shù)慕?jīng)濟(jì)懲罰并給予通報(bào)批評(píng)和計(jì)入誠信檔案的處罰,提高虛假申請(qǐng)成本,減少虛假申請(qǐng)行為。
[Abstract]:Housing security system is a public policy, which is used by countries all over the world to protect their residents' basic rights of survival and residence. The smooth implementation of the housing security system is conducive to maintaining social fairness and justice. At present, most countries in the world have realized the market distribution of housing, and the housing security system is a necessary supplement to the market distribution mechanism. It is not only a part of a national social security system, but also an important national social policy. In reality, many western developed countries have formed a perfect housing security system. The development of housing security in China is still short, and in recent years, all kinds of fraud incidents in the distribution process of indemnificatory apartment in various parts of China have questioned the current housing security system, such as: the six-company number incident of affordable housing, the comfortable housing incident of reselling housing. Open BMW to buy comfortable housing event, a person to buy more than a set of indemnificatory apartment event. As a result of profit-driven mechanism, indemnificatory apartment's false application behavior repeatedly prohibited, seriously damaged the social fairness and justice. How to allocate limited indemnificatory apartment resources to the hands of the target protection crowd and avoid illegal encroachment of indemnificatory apartment resources is a big problem faced by the housing security departments in our country. In this paper, the dynamic game model between the housing security department and the applicant is established, and the behavior of the housing security applicant is analyzed by pure strategy and mixed strategy. The effect of false application cost and indemnificatory housing subsidy on the behavior of housing security applicant. The increase of penalty, examination and false application cost will reduce the probability of false application, while the increase of indemnificatory subsidy will increase the probability of false application. Then, according to the reality of the application for affordable housing, this paper puts forward the screening system of the information of indemnificatory housing applicant: 1. 1. Establish our country indemnificatory housing security person (middle and low income group) appraisal standard is 2. 2. Strict audit and supervision of housing applications. System of surety and severe punishment. The reasonable evaluation standard is the premise of discriminating the target protection groups, including the principles established by the evaluation criteria and the contents of the evaluation criteria. Strict audit and supervision of affordable housing applications include a network evaluation system based on housing security information system, a public evaluation system based on self-defense evaluation committee and a public supervision of the information of guarantor evaluation. A system of guarantors is set up, which requires the applicant to provide the guarantor, and the guarantor shall give the guarantee statement. It is suggested that housing security authorities should give indemnificatory apartment economic punishment to benefit from false application and give punishment of notification and criticism and credit file to increase the cost of false application and reduce false application.
