東營市未利用地開發(fā)利用研究

【摘要】：隨著經(jīng)濟(jì)社會的發(fā)展和城市化、工業(yè)化進(jìn)程的加快，人口的繼續(xù)增長，我國人地矛盾日趨尖銳化，既要確保18億畝耕地這條紅線，又要抓住機(jī)遇促進(jìn)國民經(jīng)濟(jì)又好又快穩(wěn)定發(fā)展，這便要求我們妥善處理土地資源保護(hù)，尤其是耕地保護(hù)與經(jīng)濟(jì)建設(shè)的矛盾。眾所周知，，土地資源是有限的，如何利用好有限的資源，服務(wù)好社會發(fā)展和經(jīng)濟(jì)發(fā)展，既滿足當(dāng)時、當(dāng)代人的需求，又不損害對后代人的滿足需求的能力，這是一個亟待解決的重要課題。 《國務(wù)院關(guān)于促進(jìn)節(jié)約集約用地的通知》（國發(fā)⺌2008⺗3號）中明確提出：“國土資源部門要對適宜開發(fā)的未利用地做出規(guī)劃，引導(dǎo)和鼓勵將適宜建設(shè)的未利用地開發(fā)成建設(shè)用地”�！秶鴦�(wù)院關(guān)于黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃的批復(fù)》（國函⺌2009⺗138號）指出：“要將黃河三角洲建設(shè)成全國重要的后備土地資源開發(fā)區(qū)”�！渡綎|省關(guān)于支持黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)又好又快發(fā)展的意見》（魯發(fā)⺌2008⺗13號）提出：“加快國有未利用地開發(fā)。引導(dǎo)和鼓勵將適宜建設(shè)的未利用土地開發(fā)成建設(shè)用地�！眹临Y源部部長徐紹史多次強調(diào)：未利用地用起來，就是保護(hù)，而且是保護(hù)了耕地。 為了科學(xué)規(guī)范未利用地開發(fā)利用，充分發(fā)揮未利用地資源開發(fā)對落實最嚴(yán)格的耕地保護(hù)制度和節(jié)約集約制度、增加土地有效供給、拓展建設(shè)用地新空間、緩解用地供需矛盾、促進(jìn)城鄉(xiāng)統(tǒng)籌發(fā)展、著力推進(jìn)黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)建設(shè)的保障作用，從東營市實際出發(fā)，鑒于東營市未利用地占土地總面積比例較大，且多為荒草地和鹽堿地，為此，筆者對東營市未利用地進(jìn)行了深入細(xì)致的調(diào)研。 論文從東營市市情、未利用地概況入手，歸納分析了東營市土地利用現(xiàn)狀、未利用地現(xiàn)狀、土地利用主要特點、土地利用主要問題，同時運用定性和定量結(jié)合、理論與實踐相結(jié)合等研究方法詳細(xì)分析了東營市未利用地開發(fā)利用的必要性和可行性，指出了東營市未利用地開發(fā)利用后可產(chǎn)生的生態(tài)機(jī)能效益和經(jīng)濟(jì)效益，并進(jìn)行了投融資估算和策劃探討，同時提出了要采取有力措施來構(gòu)建東營市未利用地開發(fā)利用保障機(jī)制。 限于筆者能力和知識水平，對未利用地開發(fā)利用后的后續(xù)維護(hù)管理研究不透，思路尚不夠完整全面，未作表述有所欠缺。

It is necessary to seize the opportunity to promote the sound and stable development of the national economy, which requires us to properly handle the contradiction between the protection of land resources, especially the protection of cultivated land and economic construction. As we all know, land resources are limited, and how to make good use of the limited resources to serve social and economic development both to meet the needs of the present generation without compromising the ability to meet the needs of future generations, This is an important task to be solved urgently. The Circular of the State Council on promoting the Conservation of intensive Land use (2008? 3) clearly states: "Land and resources departments should make plans for unused land that is suitable for development." Guide and encourage the development of unused land suitable for construction into construction land. An important reserve land resource development zone ". To guide and encourage the development of unused land suitable for construction into construction land. " Minister of Land and Resources Xu Shaoshi has repeatedly stressed that unused land is protected and cultivated land is protected. In order to scientifically standardize the exploitation and utilization of unused land, to give full play to the exploitation of unused land resources to implement the strictest system of cultivated land protection and conservation and intensive system, to increase the effective supply of land, to expand the new space for construction land, and to alleviate the contradiction between supply and demand of land, To promote the overall development of urban and rural areas and to promote the protection of the construction of an efficient ecological economic zone in the Yellow River Delta, starting from the reality of Dongying City, in view of the fact that the unused land in Dongying City accounts for a large proportion of the total land area, and that most of the land is barren grassland and saline-alkali land, The author has carried on the thorough and meticulous investigation to the Dongying unused land. Starting with the situation of Dongying city and the general situation of unused land, the paper summarizes and analyzes the present situation of land use, the present situation of unused land, the main characteristics of land use, the main problems of land use, and the combination of qualitative and quantitative analysis. The necessity and feasibility of exploitation and utilization of unused land in Dongying City are analyzed in detail by combining theory with practice, and the ecological function benefit and economic benefit of unused land development and utilization in Dongying City are pointed out. At the same time, the author puts forward some effective measures to construct the mechanism of developing and utilizing unused land in Dongying City. Limited to the author's ability and knowledge level, the research on the follow-up maintenance management after the exploitation and utilization of the unused land is not clear, the train of thought is not complete and comprehensive, and there is some deficiency in the expression.
