我國(guó)住房公積金制度改進(jìn)及其對(duì)策研究

【摘要】:住房公積金制度是結(jié)合我國(guó)國(guó)情建立和發(fā)展起來(lái)的社會(huì)住房金融保障制度,其根本目的是以市場(chǎng)化手段解決居民的住房需求,保障中低收入人群的住房權(quán)利。完善住房公積金制度,推動(dòng)住房金融專(zhuān)業(yè)化、促進(jìn)住房保障事業(yè)的發(fā)展關(guān)系到我國(guó)社會(huì)主義事業(yè)的長(zhǎng)治久安。 自1991年建立以來(lái),,住房公積金制度通過(guò)職工和單位共同繳存公積金,形成使低息、長(zhǎng)期的住房公積金貸款,成為解決職工住房問(wèn)題的有效途徑,改變了職工長(zhǎng)期以來(lái)依靠國(guó)家、單位實(shí)物分房住房福利制度;同時(shí),歸集的沉淀資金,為保障房的興建提供了資金支持,解決了低收入家庭的住房困難。但現(xiàn)有住房公積金制度仍面臨很多問(wèn)題,也常被人詬病,政府決策者時(shí)時(shí)處于兩難困境。 本文運(yùn)用定性分析、比較分析與案例分析相結(jié)合的研究方法,對(duì)我國(guó)住房公積金制度的形成、發(fā)展和問(wèn)題進(jìn)行了研究。首先對(duì)我國(guó)住房公積金制度的發(fā)展和面臨的風(fēng)險(xiǎn)進(jìn)行了分析;然后對(duì)新加坡、德國(guó)、英國(guó)的住房保障制度進(jìn)行介紹并提煉出值得借鑒的內(nèi)容;進(jìn)而分析了我國(guó)目前住房公積金制度在管理制度與運(yùn)營(yíng)制度中存在的問(wèn)題,最后提出解決這些問(wèn)題的有效對(duì)策及建議。
[Abstract]:The housing accumulation fund system is a social housing financial security system established and developed in combination with the national conditions of our country. Its fundamental purpose is to solve the housing needs of the residents by means of marketization and to protect the housing rights of the middle and low income groups. Perfecting the system of housing accumulation fund, promoting the specialization of housing finance and promoting the development of housing security are related to the long-term stability of the socialist cause of our country. Since its establishment in 1991, the housing provident fund system has formed a low-interest, long-term housing provident fund loan through the joint payment of the accumulation fund by the workers and the units. It has become an effective way to solve the housing problem of the workers and staff, and has changed the workers' reliance on the state for a long time. At the same time, the accumulated funds provide financial support for the construction of indemnificatory apartment and solve the housing difficulties of low-income families. But the existing housing provident fund system still faces many problems, is often criticized, government policy makers are always in a dilemma. Based on qualitative analysis, comparative analysis and case study, this paper studies the formation, development and problems of housing provident fund system in China. Firstly, it analyzes the development and risk of housing accumulation fund system in our country, then introduces the housing security system of Singapore, Germany and Britain and abstracts the content worth learning from it. Then it analyzes the problems existing in the management system and operation system of the current housing accumulation fund system in our country, and finally puts forward some effective countermeasures and suggestions to solve these problems.
