【摘要】:近年來(lái),中國(guó)城市化高速發(fā)展,作為區(qū)域經(jīng)濟(jì)發(fā)展中的核心,城市的地位不斷增強(qiáng),城市規(guī)模也隨之不斷擴(kuò)大。與此同時(shí),在城市內(nèi)生機(jī)制和外部效應(yīng)的雙重作用之下,房?jī)r(jià)不斷攀升,導(dǎo)致低收入家庭很難通過(guò)市場(chǎng)化的途徑解決其住房問(wèn)題。公共租賃住房,正是隨著房地產(chǎn)業(yè)的迅速發(fā)展和住房保障制度的不斷完善,興起的一種可有效解決廣大中低收入家庭住房困難問(wèn)題的保障性住房。 在已有經(jīng)濟(jì)適用住房及廉租住房等保障性住房的基礎(chǔ)上,2011年,南昌開始興建公共租賃住房。隨著國(guó)家關(guān)于公共租賃住房有關(guān)新政策的出臺(tái),南昌市也不斷對(duì)該市的現(xiàn)有的公共租賃住房建設(shè)與運(yùn)營(yíng)管理政策進(jìn)行調(diào)整,包括建設(shè)“綜合性住房小區(qū)”、“公共租賃住房租售并舉”等新的舉措,但在建設(shè)和管理過(guò)程中還存在不少問(wèn)題和困難,亟待研究解決。 文章結(jié)合實(shí)際,對(duì)南昌市公共租賃住房建設(shè)與管理現(xiàn)狀進(jìn)行分析研究,在查閱大量文獻(xiàn)資料、廣泛開展調(diào)研的基礎(chǔ)上,分析當(dāng)前南昌市公共租賃住房政策在實(shí)施過(guò)程中存在的問(wèn)題,并提出進(jìn)一步完善的對(duì)策和建議。本文在結(jié)構(gòu)上共分七章,其中,第一章為導(dǎo)論;第二章為公共租賃住房相關(guān)理論概述;第三章為南昌市公共租賃住房建設(shè)與管理的現(xiàn)狀及相關(guān)政策;第四章為南昌市公共租賃住房建設(shè)和管理存在的困難和問(wèn)題;第五章為國(guó)內(nèi)外公共租賃住房建設(shè)與管理的經(jīng)驗(yàn)與啟示;第六章為完善南昌市公共租賃住房建設(shè)與管理制度的對(duì)策建議;第七章為結(jié)論與展望。 為充分發(fā)揮公共租賃住房這項(xiàng)重要民生工程的積極作用,針對(duì)上述困難和問(wèn)題,文章最后提出了完善南昌市公共租賃住房建設(shè)管理工作的具體建議,即科學(xué)合理規(guī)劃選址,完善配套設(shè)施,解決房源供需矛盾問(wèn)題;在“硬件”上加大投入,成立專門的管理機(jī)構(gòu);通過(guò)拓寬資金來(lái)源渠道、采用BOT等模式來(lái)破解建設(shè)資金缺口難題;進(jìn)一步加強(qiáng)監(jiān)管,確保公平合理分配。
[Abstract]:In recent years, the rapid development of urbanization in China, as the core of regional economic development, the status of cities has been increasing, and the scale of cities has been expanding. At the same time, under the dual action of the urban endogenous mechanism and the external effect, the housing prices are rising, which makes it difficult for low-income families to solve their housing problems through the market-oriented approach. With the rapid development of the real estate industry and the continuous improvement of the housing security system, the public rental housing is a kind of affordable housing which can effectively solve the housing difficulties of the majority of low- and middle-income families. On the basis of affordable housing and affordable housing, Nanchang began to build public rental housing in 2011. With the introduction of new national policies on public rental housing, Nanchang has constantly adjusted its existing public rental housing construction and operation management policies, including the construction of a "comprehensive housing district." There are many problems and difficulties in the process of construction and management, which need to be solved urgently. Combining with the practice, this paper analyzes and studies the present situation of the construction and management of public rental housing in Nanchang, and on the basis of consulting a large amount of literature and carrying out extensive investigation and investigation, This paper analyzes the problems existing in the implementation of the current public rental housing policy in Nanchang, and puts forward some countermeasures and suggestions for further improvement. The structure of this paper is divided into seven chapters, the first chapter is the introduction, the second chapter is the overview of the theory of public rental housing, the third chapter is the current situation and related policies of the construction and management of the public rental housing in Nanchang. The fourth chapter is the difficulties and problems in the construction and management of the public rental housing in Nanchang, the fifth chapter is the experience and inspiration of the construction and management of the public rental housing at home and abroad. The sixth chapter is to perfect the Nanchang city public rental housing construction and the management system countermeasure suggestion, the seventh chapter is the conclusion and the prospect. In order to give full play to the positive role of public rental housing as an important project of people's livelihood, aiming at the above difficulties and problems, the paper puts forward some concrete suggestions to improve the construction and management of public rental housing in Nanchang, that is, scientific and reasonable planning and location selection. Improve supporting facilities, solve the contradiction between supply and demand of housing supply and demand; increase investment in "hardware" and set up special management agencies; solve the construction fund gap problem by widening the sources of funds, adopting bot and other modes; further strengthen supervision, Ensure fair and equitable distribution.
