城市房屋征收估價及政策研究

【摘要】:隨著我國城市化進(jìn)程的加快和舊城改造力度的加大,城市房屋征收進(jìn)入快速發(fā)展階段,從而帶來一系列的征收問題。其中最為突出的問題仍然是征收補償問題,而無論是貨幣補償還是房屋產(chǎn)權(quán)調(diào)換的補償方式,,其核心問題還是征收估價的合理性問題。 本文在查閱大量文獻(xiàn)資料的基礎(chǔ)上,從房屋征收估計相關(guān)理論入手,對城市房屋征收估價的特點、城市房屋征收估價原則和城市房屋征收估價方法做了詳細(xì)介紹,并在對城市房屋征收估價相關(guān)政策研究的基礎(chǔ)上,對城市房屋征收房屋的房地產(chǎn)價格構(gòu)成原理及價格影響因素進(jìn)行了分析探討,并結(jié)合濰坊當(dāng)?shù)氐姆课莨纼r實例,對城市房屋征收估價做了進(jìn)一步分析。 通過本文研究得出:由于房地產(chǎn)具有用途的多樣性,不同的利用方式能為權(quán)利人帶來不同收益量,且權(quán)利人都期望從其所占有的房地產(chǎn)上獲得更多的收益。國有土地房屋征收應(yīng)充分考慮不同時點、不同地域、不同地段和不同市場背景等因素的影響,選取一種或幾種組合的科學(xué)合理的估價方法,得到一個合法、公正、公平、科學(xué)的房地產(chǎn)價格。既可以給被征收人帶來較好的收益,也能使國有土地上的房屋達(dá)到最大的應(yīng)用價值。 根據(jù)筆者的實際工作經(jīng)驗,對城市房屋征收評估工作提出以下幾點建議:政府在房屋征收評估中應(yīng)起到政策引導(dǎo)作用;房地產(chǎn)評估部門的專業(yè)化改進(jìn);應(yīng)盡快健全城市房屋征收估價體系。
[Abstract]:With the acceleration of urbanization in China and the intensification of the transformation of the old city, the collection of urban houses has entered the stage of rapid development, which has brought about a series of expropriation problems. The most prominent problem is still the issue of expropriation and compensation, and the core problem is the rationality of expropriation and valuation, regardless of the monetary compensation or the compensation method of house property right exchange. On the basis of consulting a great deal of literature, this paper introduces in detail the characteristics of urban house levy and valuation, the principles of urban house collection and valuation and the methods of urban house collection and valuation, starting with the relevant theories of housing expropriation and evaluation. On the basis of the research on the policies related to the expropriation and valuation of urban houses, this paper analyzes the principle of the real estate price composition and the factors affecting the price of the houses, and combines with the local housing evaluation examples in Weifang. This paper makes further analysis on the collection and valuation of urban houses. Through the research of this paper, it is concluded that because of the diversity of the use of real estate, different ways of use can bring different income to the obligee, and the obligee expects to get more income from the real estate he occupies. The expropriation of state-owned land houses should take full account of the influence of different points, different regions, different locations and different market backgrounds, and select one or more combination of scientific and reasonable valuation methods to obtain a legal, just and fair method. Scientific real estate prices. It can not only bring good income to the expropriated people, but also make the houses on the state-owned land achieve the maximum application value. According to the author's practical work experience, the author puts forward the following suggestions: the government should play a guiding role in the assessment of housing expropriation; The collection and evaluation system of urban houses should be improved as soon as possible.
