武漢市經(jīng)濟(jì)適用房空間布局研究

【摘要】:經(jīng)濟(jì)適用房是中國保障性住房的重要組成部分,建設(shè)經(jīng)濟(jì)適用房作為一項(xiàng)保護(hù)低收入群體基本居住權(quán)利的重要措施,近年來越來越受到國家的重視,建設(shè)力度逐漸加大。武漢市是我國最早實(shí)施經(jīng)濟(jì)適用房政策的城市之一。武漢市于1994年開始建設(shè)經(jīng)濟(jì)適用房,,至今已經(jīng)成功解決了大批貧困家庭的居住問題。但是,武漢市經(jīng)濟(jì)適用房政策在實(shí)施過程中,由于空間布局不當(dāng),造成申購經(jīng)濟(jì)適用房的家庭生活成本加大,反而降低了生活質(zhì)量。 本文首先分析了影響經(jīng)濟(jì)適用房空間布局的六大因素即土地價(jià)格、交通便捷程度、就業(yè)情況、公共配套設(shè)施、相關(guān)政策規(guī)定、自然環(huán)境,依據(jù)武漢市1994-2010年125個(gè)項(xiàng)目的相關(guān)數(shù)據(jù),分析了武漢市空間布局的現(xiàn)狀,主要為多分布在二環(huán)與三環(huán)之間的邊緣地帶;社區(qū)建設(shè)呈現(xiàn)規(guī);谢厔(shì);區(qū)域分布不平衡。并在綜合六大因素的基礎(chǔ)上,分析了武漢市經(jīng)濟(jì)適用房空間布局的問題,即加劇了居住空間分異和社會(huì)分化;缺乏完善的公共配套設(shè)施;缺乏便捷的交通;附近缺乏就業(yè)機(jī)會(huì)。并從深層次上剖析了武漢市經(jīng)濟(jì)適用房空間布局問題存在的原因。最后本文根據(jù)前文的分析,從宏觀調(diào)控和分區(qū)布局方式這兩個(gè)層面分別提出了優(yōu)化武漢市經(jīng)濟(jì)適用房空間布局的對(duì)策建議,在宏觀調(diào)控方面應(yīng)該進(jìn)一步加大經(jīng)濟(jì)適用房的建設(shè)力度;加大中央財(cái)政支持力度;統(tǒng)籌規(guī)劃編制,加大混合建設(shè)力度,在分區(qū)布局方面應(yīng)該從中心城區(qū)、郊區(qū)、新城區(qū)三個(gè)方面進(jìn)行布局建議。
[Abstract]:Comfortable housing is an important part of the indemnificatory housing in China. As an important measure to protect the basic living rights of low-income groups, the construction of comfortable housing has been paid more and more attention by the state in recent years. Wuhan is one of the earliest cities to implement comfortable housing policy in China. Wuhan began to build comfortable housing in 1994 and has successfully solved the housing problem of a large number of poor families. However, in the process of implementation of comfortable housing policy in Wuhan, due to improper space layout, the cost of living of families applying for comfortable housing increased and the quality of life decreased. This paper first analyzes the six factors that affect the spatial layout of comfortable housing, that is, land price, transportation convenience, employment situation, public facilities, relevant policies and regulations, natural environment, according to the relevant data of 125 projects in Wuhan from 1994 to 2010. This paper analyzes the present situation of Wuhan's spatial layout, which is mainly distributed in the marginal zone between the second ring and the third ring; the community construction presents a trend of large-scale concentration; the regional distribution is not balanced. On the basis of synthesizing six factors, this paper analyzes the spatial layout of comfortable housing in Wuhan, that is, it intensifies the differentiation of living space and social differentiation, lacks perfect public supporting facilities, lacks convenient transportation, and lacks employment opportunities nearby. The reason of the spatial layout problem of Wuhan comfortable housing is analyzed from the deep level. Finally, according to the above analysis, this paper puts forward the countermeasures and suggestions to optimize the spatial layout of comfortable housing in Wuhan from the two aspects of macro-control and zoning layout. In macro-control, the construction of comfortable housing should be further strengthened; the central financial support should be increased; the overall planning and compilation should be strengthened; the intensity of mixed construction should be increased; and in the area of zoning, the distribution should be from the central urban areas to the suburbs. Three aspects of the new urban layout suggestions.
