【摘要】：老撾現(xiàn)在是一個(gè)社會(huì)主義國家,它經(jīng)歷了一個(gè)從封閉經(jīng)濟(jì)走向開放經(jīng)濟(jì)、從計(jì)劃經(jīng)濟(jì)走向市場經(jīng)濟(jì)的發(fā)展轉(zhuǎn)型過程。老撾在經(jīng)濟(jì)改革的初始階段,遇到了不少的困難,比如資金短缺問題。老撾引進(jìn)外資的規(guī)模相當(dāng)小,而且增幅也較小,利用外資質(zhì)量總體上與周邊國家有一定的差距,與其他國家相差更多,這是老撾經(jīng)濟(jì)發(fā)展中遇到的主要問題。尤其是老撾利用外商直接投資的質(zhì)量必須要有一定的提高,最主要的為題就是老撾利用外商直接投資的水平仍然偏低,這與老撾經(jīng)濟(jì)發(fā)展規(guī)模不太合適,而且對(duì)吸引外資的重視度還有待進(jìn)一步提升。本文分析了老撾的投資環(huán)境狀況以及近年來老撾利用直接投資的情況,重點(diǎn)分析了外商直接投資對(duì)老撾經(jīng)濟(jì)的積極和消極兩方面的影響,老撾利用外商直接投資既存在優(yōu)勢和機(jī)遇,同時(shí)也面臨著不少的劣勢與挑戰(zhàn)�？傮w上說優(yōu)勢是大于劣勢的,機(jī)遇大于挑戰(zhàn)。因此,老撾應(yīng)充分地利用現(xiàn)有的優(yōu)勢和機(jī)遇大量地引進(jìn)外資,促進(jìn)經(jīng)濟(jì)發(fā)展。在此分析的基礎(chǔ)上,本文結(jié)合已有的理論研究成果,提出提升老撾利用外國直接投資的對(duì)策和建議。
[Abstract]:Laos is now a socialist country. It has undergone a process of transition from a closed economy to an open economy and from a planned economy to a market economy. In the initial stage of economic reform, Laos encountered many difficulties, such as a shortage of funds. The scale of introducing foreign capital in Laos is quite small, and the increase is also small. The quality of foreign capital utilization is generally different from that of neighboring countries and is even more different from that of other countries, which is the main problem encountered in the economic development of Laos. In particular, the quality of foreign direct investment in Laos must be improved to a certain extent. The main theme is that the level of foreign direct investment in Laos is still on the low side, which is not very suitable for the scale of economic development in Laos. Moreover, the importance of attracting foreign investment needs to be further improved. This paper analyzes the situation of the investment environment in Laos and the utilization of direct investment in Laos in recent years, focusing on the positive and negative effects of foreign direct investment on the Lao economy. Laos not only has advantages and opportunities, but also faces many disadvantages and challenges. Generally speaking, the advantages are greater than the disadvantages, the opportunities are greater than the challenges. Therefore, Laos should make full use of existing advantages and opportunities to introduce foreign capital in large quantities to promote economic development. On the basis of this analysis, this paper puts forward the countermeasures and suggestions to promote the utilization of foreign direct investment in Laos.
