【摘要】：近年來，隨著我國經(jīng)濟(jì)的飛速發(fā)展，城市化進(jìn)程不斷加快，城市升級和改造任務(wù)突出，必須要以房屋拆遷為基礎(chǔ)。拆遷問題事關(guān)城市未來的發(fā)展和人民群眾的切身利益，因此被社會各方所廣泛關(guān)注。在看到城市拆遷積極作用的同時，也應(yīng)注意在拆遷工作中還存在著一些問題，其中最受詬病的就是腐敗問題。城市房屋拆遷中腐敗問題嚴(yán)重干擾了正常的拆遷工作秩序，侵害了被拆遷人的合法權(quán)益，損害了政府部門形象，甚至影響了社會的和諧穩(wěn)定，必須加以高度重視。 本文從研究城市房屋拆遷及其特點出發(fā)，列舉了其中存在的腐敗問題，分析了其特征和危害，指出腐敗問題源于腐敗風(fēng)險，并結(jié)合實際列舉了在拆遷整個過程中的前期、中期、后期存在的腐敗風(fēng)險及表現(xiàn)形式，從分析腐敗風(fēng)險的角度揭示腐敗問題發(fā)生的主、客觀原因，借鑒風(fēng)險管理理論提出了對腐敗風(fēng)險防控的想法，，在宏觀層面構(gòu)建城市房屋拆遷腐敗風(fēng)險的防控機(jī)制，在中觀層面處理好共性的腐敗風(fēng)險，在微觀操作層面處置好各個工作環(huán)節(jié)的具體風(fēng)險，力爭實現(xiàn)對腐敗風(fēng)險的有效預(yù)防和管控。
[Abstract]:In recent years, with the rapid development of China's economy, the process of urbanization is accelerating, and the task of urban upgrading and upgrading is outstanding. It must be based on the demolition of houses. The problem of demolition is related to the future development of the city and the vital interests of the people, so it is widely concerned by all social parties. While seeing the active role of urban demolition, it should also be noted. In the demolition work, there are still some problems, among which the most criticized is corruption. Corruption in urban housing demolition seriously interferes with the normal order of demolition work, violates the legitimate rights and interests of the dismantled people, damages the image of the government department, even affects the social harmony and stability, and must attach great importance to it.
This paper, starting from the study of urban housing demolition and its characteristics, enumerates the problems of corruption, analyzes its characteristics and hazards, points out that corruption is the source of corruption risk, and enumerates the corruption risks and manifestations in the early, medium and late stages of the whole process of demolition, and reveals the risk of corruption from the angle of analysis. The main and objective reasons of the corruption are the idea of preventing and controlling the risk of corruption by using the theory of risk management, constructing the prevention and control mechanism of the corruption risk of urban housing demolition at the macro level, dealing with the common corruption risk at the middle level, disposing the specific risks of the various work links at the micro operation level and striving for the realization of the corruption. The effective prevention and control of the risk of defeat.
