基于需求視角的公共住房撮合分配模型研究

【摘要】:住房保障是政府動(dòng)用國(guó)家和社會(huì)力量,為住房困難群體提供住房救濟(jì)和援助以解決其基本居住需要的一系列住房政策措施的總和,是解決我國(guó)現(xiàn)階段城鎮(zhèn)住房問(wèn)題、實(shí)現(xiàn)“住有所居”的重要政策制度保障。本文以城鎮(zhèn)居民住房需求和住房選擇、城鎮(zhèn)住房保障對(duì)象細(xì)分、公共住房的撮合分配為研究對(duì)象,旨在探討以下問(wèn)題:1)如何根據(jù)城鎮(zhèn)居民的各項(xiàng)特征屬性識(shí)別和分析其住房需求;2)城鎮(zhèn)居民各個(gè)維度的屬性特征對(duì)其改善住房條件意愿和住房選擇的影響;3)住房保障政策制度下基于住房需求的住房保障對(duì)象細(xì)分和公共住房撮合分配方法。針對(duì)上述問(wèn)題,本文的研究工作和主要貢獻(xiàn)集中在以下幾個(gè)方面: 首先,基于需求識(shí)別的視角,以人口統(tǒng)計(jì)特征和現(xiàn)住房條件特征兩個(gè)維度構(gòu)建了城鎮(zhèn)居民住房需求識(shí)別指標(biāo)體系和城鎮(zhèn)居民住房需求識(shí)別模型。通過(guò)隨機(jī)抽取的2142個(gè)住房普查數(shù)據(jù)樣本,從城鎮(zhèn)居民住房需求特征屬性約簡(jiǎn)篩選出對(duì)區(qū)分城鎮(zhèn)居民住房需求最重要的5個(gè)屬性指標(biāo)。通過(guò)基于差異度改進(jìn)的Fuzzy k-prototype聚類方法,應(yīng)用構(gòu)建的城鎮(zhèn)居民住房需求識(shí)別模型,對(duì)黃石市城鎮(zhèn)居民住房需求進(jìn)行了聚類識(shí)別,分析了不同住房需求城鎮(zhèn)居民的特征與區(qū)別。 其次,基于88793個(gè)住房普查樣本和城鎮(zhèn)居民住房需求識(shí)別模型指標(biāo)體系,構(gòu)建了影響城鎮(zhèn)居民改善住房條件意愿的Logistic分析模型,實(shí)證分析了人口統(tǒng)計(jì)特征和現(xiàn)住房條件特征對(duì)城鎮(zhèn)居民改善住房條件意愿影響的顯著性和影響程度。基于有改善住房條件意愿的7912個(gè)樣本對(duì)象,分別通過(guò)對(duì)城鎮(zhèn)居民在改善住房條件時(shí)的租買(mǎi)選擇、政策選擇和住房類型選擇的影響因素建模分析,深入分析了城鎮(zhèn)居民在改善住房條件時(shí)的住房選擇特征及其影響因素。 再次,結(jié)合我國(guó)當(dāng)前住房保障政策制度和實(shí)際運(yùn)作,在理論與實(shí)踐層面構(gòu)建了黃石市住房保障對(duì)象細(xì)分指標(biāo)體系。通過(guò)對(duì)822名新就業(yè)人員居住情況的調(diào)查,研究全面地分析了新就業(yè)人員的人口統(tǒng)計(jì)、居住狀況及其住房需求特征;谡{(diào)查數(shù)據(jù)的統(tǒng)計(jì)分析,對(duì)新就業(yè)人員租房時(shí)的住房屬性需求的偏好信息進(jìn)行了集結(jié)和分析,為新就業(yè)人員的住房保障實(shí)物分配提供了現(xiàn)實(shí)依據(jù)。 最后,針對(duì)當(dāng)前住房分配研究和公共住房分配實(shí)踐中的問(wèn)題和不足,,在對(duì)公共住房分配中的住房保障對(duì)象和公共住房的多屬性匹配問(wèn)題進(jìn)行描述的基礎(chǔ)上,設(shè)計(jì)了公共住房撮合分配的規(guī)則。借鑒雙邊匹配思想,給出了一種基于公理設(shè)計(jì)和功能過(guò)剩的公共住房撮合分配方法,構(gòu)建了一個(gè)公共住房撮合分配多目標(biāo)優(yōu)化決策模型,通過(guò)隸屬度函數(shù)加權(quán)和方法對(duì)優(yōu)化模型進(jìn)行求解并得到相應(yīng)的撮合分配結(jié)果;陔`屬度函數(shù)系數(shù)權(quán)重的數(shù)值模擬試驗(yàn),進(jìn)一步探討了住房保障的發(fā)展階段、住房保障策略與最優(yōu)撮合分配結(jié)果的關(guān)系,并為公共住房分配提供了一些策略。
[Abstract]:Housing security is the sum of a series of housing policies and measures that the government uses the national and social forces to provide housing relief and assistance to housing poor groups to meet their basic housing needs. It is also a solution to the housing problems in cities and towns at the present stage of our country. To realize the important policy and system guarantee of "living and living". This paper focuses on the housing demand and choice of urban residents, the subdivision of urban housing security objects, and the matching and distribution of public housing. The purpose of this paper is to discuss the following question: 1) how to identify and analyze the characteristics of urban residents according to their characteristics) the effects of the attributes of each dimension of urban residents on their willingness to improve their housing conditions and their choice of housing Breakdown of housing security objects based on housing demand and allocation method of public housing matchmaking under barrier policy system. In view of the above problems, the research work and main contributions of this paper focus on the following aspects: Firstly, based on the perspective of demand recognition, the identification index system of housing demand of urban residents and the housing demand identification model of urban residents are constructed from the two dimensions of demographics and current housing conditions. Through the random sampling of 2142 housing census data, the five most important attribute indexes to distinguish the housing demand of urban residents are selected from the reduction of the characteristic attributes of housing demand of urban residents. By using the improved Fuzzy k-prototype clustering method based on the degree of difference and applying the housing demand identification model of urban residents, this paper identifies the housing needs of urban residents in Huangshi City, and analyzes the characteristics and differences of urban residents with different housing needs. Secondly, based on 88793 housing census samples and the index system of housing demand identification model of urban residents, this paper constructs a Logistic analysis model which affects the willingness of urban residents to improve their housing conditions. This paper empirically analyzes the significance and influence degree of demographics and current housing conditions on the willingness of urban residents to improve their housing conditions. Based on 7912 sample subjects who have the intention to improve housing conditions, the paper models and analyzes the factors influencing the choice of rental purchase, policy choice and housing type choice of urban residents in improving housing conditions. This paper deeply analyzes the housing choice characteristics and its influencing factors of urban residents in improving housing conditions. Thirdly, combining the current housing security policy system and the actual operation of our country, this paper constructs the target subdivision index system of housing security in Huangshi in theory and practice. Through the investigation of the living conditions of 822 new employed persons, the population statistics, housing status and housing demand characteristics of the newly employed persons are analyzed. Based on the statistical analysis of the survey data, this paper concentrates and analyzes the preference information of the housing attribute demand of the newly employed persons, which provides a realistic basis for the real distribution of the housing security of the new employed persons. Finally, in view of the problems and deficiencies in the current research of housing allocation and the practice of public housing allocation, this paper describes the problems of housing security objects and multi-attribute matching of public housing in the allocation of public housing. The rules of matching and allocation of public housing are designed. Based on the idea of bilateral matching, a public housing matchmaking allocation method based on axiomatic design and excess function is presented, and a multi-objective optimal decision-making model of public housing matchmaking allocation is constructed. The optimal model is solved by the weighted sum method of membership function and the corresponding matching results are obtained. Based on the numerical simulation experiment of the coefficient weight of membership function, the relationship between the housing security strategy and the optimal matching result is discussed, and some strategies are provided for the public housing allocation.
