【摘要】：我國住房公積金制度經過二十年的不斷完善,對社會經濟發(fā)展起到了積極作用。但因該制度自身存在問題,目前在解決中低收入群體住房方面遠未收到預期效果。本文在分析住房公積金制度繳存和使用兩方面存在問題的基礎上,從價值觀念、功能定位、戰(zhàn)略定位、法制建設、業(yè)務機制、監(jiān)督機制、資金管理和政府作用等方面探討完善住房公積金制度的改革策略。
[Abstract]:The housing accumulation fund system in China has played a positive role in the social and economic development after 20 years of continuous improvement. However, due to the existing problems of the system itself, it has not received the expected results in solving the housing problems of low-and middle-income groups. Based on the analysis of the problems existing in the deposit and use of the housing provident fund system, this paper analyzes the value concept, the function orientation, the strategic orientation, the legal system construction, the business mechanism and the supervision mechanism. This paper probes into the reform strategy of perfecting the housing accumulation fund system from the aspects of fund management and the role of the government.
