【摘要】：中國(guó)東部沿海地區(qū)已先后形成“珠三角”、“長(zhǎng)三角”和“環(huán)渤海”三個(gè)全國(guó)性的經(jīng)濟(jì)增長(zhǎng)極,有力地帶動(dòng)了全國(guó)的經(jīng)濟(jì)發(fā)展。隨著不斷推進(jìn)實(shí)施區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展戰(zhàn)略,中國(guó)整體經(jīng)濟(jì)發(fā)展格局出現(xiàn)變化,經(jīng)濟(jì)發(fā)展重心正經(jīng)歷著向北和向西移動(dòng)趨勢(shì)。在國(guó)務(wù)院正式批準(zhǔn)實(shí)施《廣西北部灣經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》以后,北部灣經(jīng)濟(jì)區(qū)的開放和開發(fā)上升為國(guó)家戰(zhàn)略,同時(shí)面臨歷史機(jī)遇和現(xiàn)實(shí)挑戰(zhàn)。外商投資將對(duì)北部灣經(jīng)濟(jì)區(qū)的發(fā)展起到直接的促進(jìn)作用,直接拉動(dòng)經(jīng)濟(jì)增長(zhǎng),促進(jìn)勞動(dòng)力轉(zhuǎn)移和城鎮(zhèn)化建設(shè),加快工業(yè)化進(jìn)程和推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化,加速產(chǎn)業(yè)鏈的形成,促進(jìn)對(duì)外貿(mào)易持續(xù)快速增長(zhǎng)。臺(tái)資作為重要的外資來(lái)源,如何吸引臺(tái)商投資成為北部灣經(jīng)濟(jì)區(qū)工作的一項(xiàng)重要內(nèi)容。在加快開放開發(fā)的過(guò)程中,探討北部灣經(jīng)濟(jì)區(qū)如何充分利用臺(tái)資這個(gè)有利條件走出投資不足、經(jīng)濟(jì)增長(zhǎng)乏力、產(chǎn)業(yè)結(jié)構(gòu)升級(jí)緩慢等困境,實(shí)現(xiàn)經(jīng)濟(jì)更好更快地發(fā)展顯得極為重要。投資環(huán)境的優(yōu)劣直接影響到對(duì)投資者吸引力的強(qiáng)弱,經(jīng)濟(jì)區(qū)能否吸引更多的臺(tái)商投資取決于投資環(huán)境改善方面的進(jìn)展。為了針對(duì)性地改善臺(tái)商投資環(huán)境,以更好地促進(jìn)北部灣經(jīng)濟(jì)區(qū)臺(tái)商投資的增長(zhǎng),對(duì)影響臺(tái)商投資北部灣經(jīng)濟(jì)區(qū)的投資環(huán)境因素進(jìn)行評(píng)價(jià),并制定相應(yīng)的政策措施,具有一定的現(xiàn)實(shí)意義。 本文對(duì)兩岸有關(guān)臺(tái)商投資中國(guó)大陸區(qū)域的投資環(huán)境影響因素的文獻(xiàn)和廣西北部經(jīng)濟(jì)區(qū)投資環(huán)境的文獻(xiàn)進(jìn)行了整理,期望找出對(duì)北部灣經(jīng)濟(jì)區(qū)臺(tái)商投資環(huán)境進(jìn)行評(píng)價(jià)的合理因素。在臺(tái)商投資大陸概況及整體區(qū)域投資環(huán)境評(píng)價(jià)部分,先對(duì)臺(tái)商在大陸投資的原因、發(fā)展階段和未來(lái)變化趨勢(shì)進(jìn)行了詳細(xì)分析,接著利用臺(tái)灣區(qū)電機(jī)電子工業(yè)同業(yè)公會(huì)發(fā)布的《十二五逐商機(jī)——2011年中國(guó)大陸地區(qū)投資環(huán)境與風(fēng)險(xiǎn)調(diào)查》內(nèi)容,對(duì)臺(tái)商在中國(guó)大陸投資的主要區(qū)域進(jìn)行分析。2011年中國(guó)大陸投資環(huán)境評(píng)價(jià)包括7個(gè)指標(biāo)面：地理環(huán)境、基建環(huán)境、社會(huì)環(huán)境、法制環(huán)境、經(jīng)濟(jì)環(huán)境、經(jīng)營(yíng)環(huán)境和創(chuàng)新環(huán)境。 廣西北部灣經(jīng)濟(jì)區(qū)吸引臺(tái)資的環(huán)境評(píng)價(jià)分為北部灣經(jīng)濟(jì)區(qū)的臺(tái)商投資環(huán)境概況和北部灣經(jīng)濟(jì)區(qū)的臺(tái)商投資環(huán)境評(píng)價(jià)。根據(jù)廣西北部灣經(jīng)濟(jì)區(qū)臺(tái)商投資環(huán)境的特點(diǎn),將經(jīng)濟(jì)區(qū)的臺(tái)商直接投資環(huán)境要素分為：資源環(huán)境要素、經(jīng)濟(jì)要素與社會(huì)服務(wù)要素。其中,資源環(huán)境要素包含自然資源狀況與自然環(huán)境狀況；經(jīng)濟(jì)要素包含經(jīng)濟(jì)發(fā)展水平、對(duì)外開放程度、政策因素與產(chǎn)業(yè)集聚度；社會(huì)服務(wù)要素包含基礎(chǔ)設(shè)施建設(shè)、科技發(fā)展水平、政府效率與勞動(dòng)力供給。在對(duì)北部灣經(jīng)濟(jì)區(qū)的臺(tái)商投資環(huán)境進(jìn)行評(píng)價(jià)時(shí),選取廣西14個(gè)市的2011年數(shù)據(jù)進(jìn)行投資環(huán)境的因子分析,模型分為自然環(huán)境、基礎(chǔ)設(shè)施、經(jīng)濟(jì)環(huán)境、社會(huì)環(huán)境和政府行為5個(gè)一級(jí)指標(biāo),12個(gè)二級(jí)指標(biāo),共37個(gè)細(xì)分原始變量。選取14個(gè)市的投資環(huán)境作為研究對(duì)象,重點(diǎn)分析北部灣經(jīng)濟(jì)區(qū)4個(gè)市的吸引外資環(huán)境。運(yùn)用統(tǒng)計(jì)軟件SPSS16.0對(duì)投資環(huán)境的各因素進(jìn)行因子分析,第一步先對(duì)五大類因素各進(jìn)行一次分析,分別計(jì)算出自然環(huán)境因子、基礎(chǔ)設(shè)施因子、經(jīng)濟(jì)環(huán)境因子、社會(huì)環(huán)境因子和政府行為因子的得分；第二步對(duì)五大類因子得分進(jìn)行一次綜合的因子分析,得出包括北部灣經(jīng)濟(jì)區(qū)在內(nèi)的14個(gè)市投資環(huán)境的綜合評(píng)價(jià)。在招商引資過(guò)程中,北部灣經(jīng)濟(jì)區(qū)的投資環(huán)境不僅與東部發(fā)達(dá)地區(qū)存在較大差距,與廣西自治區(qū)其他市相比也存在一定不足。為充分發(fā)揮北部灣經(jīng)濟(jì)區(qū)的投資環(huán)境優(yōu)勢(shì)和夯實(shí)發(fā)展基礎(chǔ),進(jìn)而解決招商引資工作中的現(xiàn)實(shí)問(wèn)題,本文在最后提出了一些政策建議。
[Abstract]:China's eastern coastal areas have formed the "Pearl River Delta", "the Yangtze River Delta" and "ring Bohai" three national economic growth poles, which have greatly moved the economic development of the whole country. With the continuous promotion of the coordinated development strategy of regional economy, the overall economic development pattern of China has changed, and the focus of economic development is going northward. After the State Council formally approved the implementation of the development plan of the Guangxi Beibu Gulf Economic Zone, the opening and development of the Beibu Gulf Economic Zone rose as a national strategy and faced historical opportunities and realistic challenges. Foreign investment will play a direct role in promoting the development of the Beibu Gulf Economic Zone, directly stimulating economic growth and promoting labor. Power transfer and urbanization, accelerate the process of industrialization and promote the optimization of industrial structure, accelerate the formation of industrial chain and promote the continuous and rapid growth of foreign trade. As an important source of foreign investment, Taiwan capital is an important part of attracting Taiwanese businessmen to invest in the Beibu Gulf Economic Zone. How to make full use of the favorable conditions of Taiwan's economic zone to get out of the shortage of investment, lack of economic growth, slow upgrading of the industrial structure and so on, it is very important to realize the better and faster development of the economy. The advantages and disadvantages of the investment environment directly affect the strength of the attraction to investors. In order to improve the investment environment of Taiwanese businessmen in order to better promote the growth of Taiwanese investment in the Beibu Gulf Economic Zone, it is of practical significance to evaluate the investment environment factors which affect the investment environment of the Beibu Gulf Economic Zone and formulate corresponding policies and measures.
In this paper, the literature on the factors affecting the investment environment of Taiwan businessmen in the mainland of China and the literature of the investment environment in the northern Guangxi economic zone are arranged, and the reasonable factors for evaluating the investment environment of Taiwanese businessmen in the Beibu Gulf Economic Zone are expected to be found. The reasons, development stages and future trends of Taiwanese investment in the mainland are analyzed in detail. Then, the main region of Taiwan businessmen's investment in mainland China in 12th Five-Year is analyzed by using the content of the business opportunity in 12th Five-Year in the mainland of China in 2011, which is published by the Taiwan District Electrical and Electronic Industry Association for.2011. The evaluation of investment environment in mainland China includes 7 indicators: geographical environment, infrastructure environment, social environment, legal environment, economic environment, business environment and innovative environment.
The environmental assessment of Guangxi Beibu Gulf Economic Zone attracting Taiwanese capital is divided into the general situation of Taiwanese businessmen's investment environment in the Beibu Gulf Economic Zone and the evaluation of Taiwanese investment environment in the Beibu Gulf Economic Zone. According to the characteristics of the investment environment of Taiwanese businessmen in the Beibu Gulf Economic Zone, the direct investment environment of the Taiwanese businessmen in the economic zone is divided into the factors of the resource environment, the economic factors and the economic factors. Among them, the resources and environment elements include natural resources and natural environment; economic factors include economic development level, openness to the outside world, policy factors and industrial agglomeration degree; social service elements include infrastructure construction, scientific and technological development level, government efficiency and labor supply. When evaluating the investment environment of the Taiwanese businessmen, the 2011 data of 14 cities in Guangxi were selected to analyze the factors of investment environment. The model was divided into 5 first levels of natural environment, infrastructure, economic environment, social environment and government behavior, 12 two grade indexes, and 37 subdivisions of the original variables. The investment environment of 14 cities was selected as the research object, and the investment environment of the city was selected as the research object. This paper analyzes the attracting foreign investment environment of 4 cities in the Beibu Gulf Economic Zone. Using the statistical software SPSS16.0 to analyze the factors of the investment environment, the first step is to analyze the five major factors first, and calculate the natural environmental factors, the infrastructure factors, the economic environment factors, the social environmental factors and the government behavior factors. A comprehensive factor analysis on the score of the five major factors is carried out in second steps, and the comprehensive evaluation of the investment environment of the 14 cities, including the Beibu Gulf Economic Zone, is obtained. In the process of attracting investment, the investment environment of the Beibu Gulf Economic Zone is not only larger than the eastern developed areas, but also has a comparison with the other cities in the Guangxi autonomous region. In order to give full play to the advantages of the investment environment in the Beibu Gulf Economic Zone and to lay a solid foundation for the development, and then to solve the practical problems in the work of attracting investment, some policy suggestions are put forward in the end.
