【摘要】：鐵路運輸業(yè)在我國的運輸業(yè)中具有不可替代的作用，它不僅關(guān)系到旅游、商貿(mào)、物流，同時也是我國大范圍內(nèi)經(jīng)濟聯(lián)系和經(jīng)濟交往的紐帶。 我國鐵路運輸業(yè)經(jīng)歷了一百多年的發(fā)展已經(jīng)遇到了瓶頸期，盈利能力下降、運能不足等問題逐漸凸顯。為了扭轉(zhuǎn)這種局面，在2000年8月，原鐵道部就曾經(jīng)出臺政策鼓勵外部資本投資我國鐵路產(chǎn)業(yè)，但政策效果并不顯著。在2012年5月，原鐵道部再次出臺意見，提出鼓勵和引導(dǎo)民間資本依法合規(guī)的進入鐵路產(chǎn)業(yè)，這為民間資本投資壟斷產(chǎn)業(yè)打開了大門。本文對民間資本投資我國鐵路運輸業(yè)過程中遇到的經(jīng)濟性進入壁壘和非經(jīng)濟性進入壁壘進行研究，分析進入壁壘的程度和趨勢，，并提出切實可行的降低民間資本投資鐵路運輸業(yè)進入壁壘的政策建議，具有理論和現(xiàn)實的雙重意義。 首先，本文對鐵路運輸業(yè)的范圍進行界定，并對國內(nèi)外的相關(guān)研究成果進行歸納總結(jié)，在結(jié)合理論和產(chǎn)業(yè)現(xiàn)狀的基礎(chǔ)上確定了本文的研究對象和范圍。概述了我國鐵路運輸業(yè)的發(fā)展歷程和外部資本引入情況，分析了鐵路運輸業(yè)的特性和民間資本的特性。 其次，本文從絕對成本優(yōu)勢、規(guī)模經(jīng)濟、必要資本量、產(chǎn)品差異化和特有經(jīng)濟資源壁壘五個方面對經(jīng)濟性進入壁壘進行深入分析，從制度性壁壘、戰(zhàn)略性壁壘和產(chǎn)業(yè)特性壁壘三個方面對非經(jīng)濟性進入壁壘進行深入分析。 最后，本文總結(jié)出了鐵路運輸業(yè)更好的引入民間資本的政策建議，主要包括兩個方面：一方面是以管理合同、股票和市政債券、資產(chǎn)重組、鐵路運輸業(yè)投資基金、BOT融資模式等方法拓寬民間資本的投資方式以降低民間資本投資鐵路運輸業(yè)的經(jīng)濟性進入壁壘，另一方面，從引入競爭、深化改革、網(wǎng)運分離方面改革管理體制以降低民間資本投資鐵路運輸業(yè)的非經(jīng)濟性進入壁壘，雙管齊下更有利于打破我國鐵路運輸業(yè)在引入民資過程中遇到的障礙。筆者還對后續(xù)研究提出了建議。 本文通過對相關(guān)理論知識的梳理，用更新的數(shù)據(jù)和全面的視角分析了我國鐵路運輸業(yè)的現(xiàn)狀和在引入民資過程中存在的進入壁壘。在政策建議方面結(jié)合實際情況，重視建議的可行性。
[Abstract]:Railway transportation plays an irreplaceable role in China's transportation industry. It is not only related to tourism, trade and logistics, but also the link of economic contacts and economic exchanges in a wide range of our country.After more than 100 years' development, the railway transportation industry in China has encountered the bottleneck period, the profit ability has declined, the transportation capacity has been insufficient and so on.In order to reverse this situation, in August 2000, the former Ministry of Railways issued a policy to encourage external capital to invest in China's railway industry, but the effect of the policy was not significant.In May 2012, the former Ministry of Railways issued another opinion, proposing to encourage and guide private capital to enter the railway industry in accordance with the law, which opened the door for private capital investment monopoly industry.This paper studies the economic entry barriers and non-economic entry barriers encountered in the process of private capital investment in China's railway transportation industry, and analyzes the degree and trend of entry barriers.It is of both theoretical and practical significance to put forward feasible policy recommendations to reduce the barriers to entry of private capital investment in railway transportation industry.First of all, this paper defines the scope of the railway transport industry, and summarizes the relevant research results at home and abroad, and determines the research object and scope of this paper on the basis of the theory and the current situation of industry.This paper summarizes the development course and the introduction of external capital of the railway transportation industry in China, and analyzes the characteristics of the railway transportation industry and the characteristics of the folk capital.Secondly, this paper analyzes the economic entry barrier from five aspects: absolute cost advantage, scale economy, necessary capital quantity, product differentiation and special economic resource barrier.Three aspects of strategic barriers and industrial characteristics barriers to non-economic barriers to enter in-depth analysis.Finally, this paper summarizes the policy recommendations for better introduction of private capital to railway transport industry, mainly including two aspects: one is to manage contracts, stocks and municipal bonds, asset restructuring,Railway transport investment fund / bot financing model and other methods to broaden the investment mode of private capital to reduce the economic barriers to enter the railway transport industry, on the other hand, from the introduction of competition, deepening reform,In order to reduce the non-economic barriers of private capital investment in railway transportation, the reform of management system in the separation of network and transportation is more helpful to break down the obstacles encountered in the process of introducing private capital into railway transportation in China.The author also puts forward some suggestions for the follow-up study.This paper analyzes the current situation of China's railway transportation industry and the barriers to entry in the process of introducing private capital by combing the relevant theoretical knowledge and using the updated data and a comprehensive perspective.In the policy recommendations combined with the actual situation, attach importance to the feasibility of recommendations.
