雙環(huán)新苑保障房項(xiàng)目可行性研究

【摘要】:保障性住房是我國(guó)住宅市場(chǎng)發(fā)展不可或缺的重要組成部分,加快開(kāi)展保障房建設(shè)是黨中央、國(guó)務(wù)院保持國(guó)民經(jīng)濟(jì)平穩(wěn)發(fā)展、構(gòu)建社會(huì)和諧穩(wěn)定、使人民生活質(zhì)量穩(wěn)步提升、國(guó)民共享改革開(kāi)放成果的一項(xiàng)戰(zhàn)略方針,是“十二五”期間全面建設(shè)小康社會(huì)的重要舉措。 天津市雙環(huán)新苑保障房項(xiàng)目為天津市雙環(huán)惃地區(qū)整體拆遷重建開(kāi)發(fā)地塊的經(jīng)濟(jì)適用房建設(shè)項(xiàng)目,其建成后將改善還遷居民生活居住條件,提升項(xiàng)目周邊環(huán)境,拉動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展。該項(xiàng)目不僅集中地體現(xiàn)了落實(shí)黨和政府房地產(chǎn)業(yè)發(fā)展的基本方針,還為國(guó)有開(kāi)發(fā)企業(yè)參與保障房的建設(shè)開(kāi)辟了新模式。 本文從雙環(huán)新苑項(xiàng)目的實(shí)際情況出發(fā),通過(guò)對(duì)保障性住房和一般商品房的可行性研究分析的對(duì)比,詳實(shí)地論述了該項(xiàng)目的可行性問(wèn)題。文中首先闡述了可行性研究的相關(guān)理論和擬建項(xiàng)目的概況,然后結(jié)合可行性研究的方法和程序,從市場(chǎng)環(huán)境、技術(shù)方案,經(jīng)濟(jì)評(píng)價(jià),社會(huì)影響和風(fēng)險(xiǎn)控制等幾個(gè)方面對(duì)該項(xiàng)目的可行性進(jìn)行了全面的論述。通過(guò)綜合分析最后得出了該項(xiàng)目可行的結(jié)論,并提出了后續(xù)研究建議。以期給決策者一個(gè)有力的參考,同時(shí)為保障性房地產(chǎn)項(xiàng)目的投資開(kāi)發(fā)以及我國(guó)類(lèi)似項(xiàng)目的可行性研究提供一些借鑒。
[Abstract]:Affordable housing is an indispensable part of the development of the housing market in our country. Speeding up the construction of indemnificatory apartment is the party Central Committee, the State Council maintains the steady development of the national economy, the building of social harmony and stability, and the steady improvement of the quality of life of the people.It is an important measure to build a well-off society in an all-round way during the twelfth five-year plan for the people to share the fruits of reform and opening up.The indemnificatory apartment project of Tianjin Shuanghuan Xinyuan is a comfortable housing construction project for the overall demolition and reconstruction and development of a piece of land in the Shuanghuanzhang area of Tianjin. After the completion of the project, the living conditions of the residents who have been relocated will be improved, and the surrounding environment of the project will be upgraded.Stimulate regional economic development.The project not only embodies the basic policy of the development of the real estate industry of the Party and the government, but also opens up a new model for the state-owned development enterprises to participate in the construction of indemnificatory apartment.Based on the actual situation of Shuanghuan Xinyuan Project, the feasibility of this project is discussed in detail by comparing the feasibility study of affordable housing with that of general commercial housing.In this paper, the relevant theories of the feasibility study and the general situation of the proposed project are first expounded, and then combined with the method and procedure of the feasibility study, from the market environment, the technical scheme, the economic evaluation,The feasibility of the project is discussed in several aspects, such as social impact and risk control.Finally, the feasible conclusion of the project is obtained through comprehensive analysis, and the following research suggestions are put forward.In order to give the decision-makers a strong reference, at the same time for the investment and development of affordable real estate projects and the feasibility of similar projects in China to provide some reference.
