【摘要】：城鎮(zhèn)化的推進促進了中國經(jīng)濟的發(fā)展,特別是改革開放后,城鎮(zhèn)化步入了高速發(fā)展階段,吸收了大量的農(nóng)村剩余勞動力,帶動農(nóng)村發(fā)展,提高整體發(fā)展水平。截至到2014年,中國人口城鎮(zhèn)化水平已達到54.7%,成果顯著。但現(xiàn)階段,中國各地區(qū)對土地資源的需求也是日益增加,特別是建設(shè)用地需求,且土地利用中出現(xiàn)的無序擴張、結(jié)構(gòu)不合理等現(xiàn)象,實際上城市土地利用效率并不高,使中國土地資源短缺問題愈發(fā)緊張。同時,可持續(xù)發(fā)展符合中國的發(fā)展方向和要求,傳統(tǒng)的土地利用方式在用地保護問題上有所忽視,導(dǎo)致有效供給不足,將嚴重影響到今后的發(fā)展。改善土地利用水平、提高利用效率是解決問題的關(guān)鍵。今后應(yīng)更加關(guān)注城市土地利用效率研究,要全面考慮土地資源利用的各個影響因素,從可持續(xù)角度綜合評價土地利用現(xiàn)狀,要同時從質(zhì)和量兩個方面進行城市土地資源的優(yōu)化配置,提高土地利用的集約程度。土地資源對未來經(jīng)濟的發(fā)展至關(guān)重要,在城市建設(shè)中提高土地利用效率的是解決土地資源不足問題的有效途徑。文章通過梳理現(xiàn)有的城市土地利用相關(guān)文獻,解釋了基本的概念并闡述了主要的理論,并從土地利用效率研究方法、影響因素、優(yōu)化配置三個角度進行回顧總結(jié),對已有文獻進行評述;繼而針對中國的經(jīng)濟發(fā)展現(xiàn)狀和土地利用現(xiàn)狀進行分析,指明土地之于發(fā)展的重要性;然后,以中國30個省際地區(qū)的城市土地為研究對象,構(gòu)建指標評價體系,利用數(shù)據(jù)包絡(luò)分析和Malmquist指數(shù),對2005-2014年的城市土地利用效率進行測度,并對10年間城市土地利用效率的動態(tài)變化過程進行分析;此外,利用面板Tobit模型分析社會、經(jīng)濟、科技三種環(huán)境對城市土地利用效率的影響;最后,對前文的實證結(jié)果進行分析總結(jié),得到的結(jié)論主要有:(1)城市土地利用效率存在地區(qū)差異,東部最高、西部其次、中部最低;(2)城市土地利用效率總體在上升,主要依靠技術(shù)進步;(3)經(jīng)濟發(fā)展水平上升、產(chǎn)業(yè)結(jié)構(gòu)升級對城市土地利用效率呈正向作用,土地城鎮(zhèn)化的作用是反向的;并依據(jù)上述結(jié)論提出可行的建議。
[Abstract]:The advance of urbanization has promoted the development of Chinese economy, especially after the reform and opening up, urbanization has stepped into the stage of rapid development, absorbing a large number of rural surplus labor force, driving rural development, improving the overall development level.By 2014, China's urbanization level had reached 54.7 percent, with remarkable results.But at the present stage, the demand for land resources in various regions of China is also increasing day by day, especially the demand for construction land, and the disorderly expansion of land use and unreasonable structure, etc., in fact, the efficiency of urban land use is not high.The shortage of land resources in China has become increasingly tense.At the same time, the sustainable development conforms to the development direction and the request of China. The traditional land use mode is neglected on the land use protection, which leads to the shortage of effective supply, which will seriously affect the development in the future.The key to solve the problem is to improve the land use level and improve the utilization efficiency.In the future, more attention should be paid to the study of urban land use efficiency and comprehensive evaluation of the present situation of land use from the perspective of sustainability, taking into account all the factors affecting the use of land resources,It is necessary to optimize the allocation of urban land resources in terms of both quality and quantity so as to improve the intensive degree of land use.Land resources are of great importance to the future economic development. To improve the efficiency of land use in urban construction is an effective way to solve the problem of land resources shortage.By combing the existing literature on urban land use, this paper explains the basic concepts and expounds the main theories, and reviews and summarizes the methods of land use efficiency research, the influencing factors, and the optimization of land use allocation.This paper reviews the existing literature, then analyzes the present situation of economic development and land use in China, and points out the importance of land to the development. Then, it takes the urban land of 30 provinces in China as the research object.Constructing index evaluation system, using data envelopment analysis and Malmquist index to measure urban land use efficiency from 2005 to 2014, and analyzing the dynamic change process of urban land use efficiency in 10 years.The panel Tobit model is used to analyze the impact of social, economic and technological environments on urban land use efficiency. Finally, the empirical results are analyzed and summarized, and the main conclusions are as follows: 1) Regional differences in urban land use efficiency.The highest in the east, the second in the west, and the lowest in the middle) the urban land use efficiency is on the whole rising, and mainly depends on technological progress. The level of economic development is rising, and the upgrading of the industrial structure has a positive effect on the urban land use efficiency.The function of land urbanization is reverse, and some feasible suggestions are put forward according to the above conclusions.
