【摘要】：20世紀(jì)70年代,小額信貸最早是由孟加拉國(guó)的Yunus教授創(chuàng)立,主要是提供不需要抵押擔(dān)保小額度貸款給中低收入農(nóng)戶來緩解貧困問題,受到廣大發(fā)展中國(guó)家的青睞。我國(guó)作為農(nóng)業(yè)大國(guó),三農(nóng)問題一直影響國(guó)內(nèi)經(jīng)濟(jì)的健康快速發(fā)展,為了有效解決農(nóng)戶的貧困問題,我國(guó)于上世紀(jì)九十年代引進(jìn)了小額信貸,雖然取得了一些成效,但還存在著很多不足。 本文對(duì)國(guó)內(nèi)農(nóng)信社的小額信貸問題進(jìn)行分析,首先從國(guó)內(nèi)外關(guān)于小額信貸的研究進(jìn)行綜述,闡述了小額信貸的概念以及產(chǎn)生的相關(guān)理論,如金融抑制論、金融深化論、金融約束論、農(nóng)業(yè)信貸補(bǔ)貼論等,為后續(xù)研究奠定理論基礎(chǔ)；隨后對(duì)我國(guó)農(nóng)信社的實(shí)踐、基本要素、特點(diǎn)及信貸作用進(jìn)行說明；其次對(duì)衡陽市農(nóng)信社開展的小額信貸發(fā)展情況進(jìn)行說明,在研究衡陽市農(nóng)信社小額信貸發(fā)展?fàn)顩r的基礎(chǔ)上,找出衡陽市農(nóng)信社開展小額信貸實(shí)踐中所存在的問題,并從小額信貸、農(nóng)信社、政策及農(nóng)戶4個(gè)方面對(duì)其原因進(jìn)行分析；最后在借鑒格萊珉銀行、印尼人民銀行、陽光銀行及烏干達(dá)村銀行互助組等國(guó)外農(nóng)村小額信貸成功運(yùn)行的經(jīng)驗(yàn),在政策創(chuàng)新和機(jī)制創(chuàng)新兩方面對(duì)國(guó)內(nèi)農(nóng)信社小額信貸的發(fā)展提出相關(guān)建議,確保國(guó)內(nèi)農(nóng)信社小額信貸業(yè)務(wù)的健康良好發(fā)展,進(jìn)一步促進(jìn)國(guó)內(nèi)農(nóng)村經(jīng)濟(jì)發(fā)展,為社會(huì)主義新農(nóng)村的建設(shè)做出貢獻(xiàn)。
[Abstract]:In the 1970s, microcredit was first founded by Professor Yunus in Bangladesh to provide small loans to low- and middle-income farmers without collateral to alleviate poverty. China, as a large agricultural country, has always affected the healthy and rapid development of the domestic economy. In order to effectively solve the poverty problem of farmers, China introduced microcredit in the 1990s. Although some achievements have been made, there are still many shortcomings. This paper analyzes the microfinance problems of domestic rural credit cooperatives. Firstly, it summarizes the research on microfinance at home and abroad, and expounds the concept of microfinance and related theories, such as financial suppression theory, financial deepening theory. Financial constraint theory, agricultural credit subsidy theory and so on, lay a theoretical foundation for the follow-up study, and then explain the practice, basic elements, characteristics and credit function of our country's rural credit cooperatives. Secondly, it explains the development of micro-credit in Hengyang Rural Credit Cooperative, and on the basis of studying the development of micro-credit in Hengyang City, finds out the problems existing in the practice of micro-credit in Hengyang Rural Credit Cooperative. And from the micro-credit, rural credit cooperatives, policies and farmers to analyze its four aspects; finally, in reference to the Grameen Bank, the people's Bank of Indonesia, The experience of successful operation of rural micro-credit in foreign countries, such as Sunshine Bank and Uganda Village Bank Mutual Assistance Group, puts forward relevant suggestions on the development of domestic rural credit cooperatives in terms of policy innovation and mechanism innovation. To ensure the healthy development of the micro-credit business of the domestic rural credit cooperatives, to further promote the development of the domestic rural economy, and to contribute to the construction of the new socialist countryside.
