【摘要】:近幾年來,隨著我國經(jīng)濟(jì)的快速發(fā)展,尤其是房地產(chǎn)行業(yè)的高速發(fā)展,商品房價(jià)格上漲的速度較快,過高的房價(jià)使大部分中低收入者望而興嘆。盡管我國的住房保障體系正在不斷發(fā)展完善,但依然有許多中低收入人員不能租廉租房,又買不起經(jīng)濟(jì)適用房;不能買經(jīng)濟(jì)適用房,又買不起商品房;剛剛畢業(yè),收入低沒有積蓄,買不起房又租不到便宜的房——這就是人們常說的“夾心層”。因此,公共租賃住房的產(chǎn)生和發(fā)展就成為解決“夾心層”住房困難的有效途徑。 公共租賃住房是在廉租住房和經(jīng)濟(jì)適用住房模式的基礎(chǔ)上建立起來的一種新型保障性住房,其運(yùn)作方式是政府提供一部分房源,以低于市場的價(jià)格租給“夾心層”!皧A心層”在我國占有很大的比重,他們的住房問題如果不能合理的解決,將會對我國經(jīng)濟(jì)的發(fā)展和社會的穩(wěn)定造成巨大的影響。國外許多發(fā)達(dá)國家在很多年前就已實(shí)施了公共住房政策,它是一項(xiàng)社會福利,用來平衡貧富階層的差距。我國公共住房制度才剛剛起步,公共租賃住房制度完善了我國的住房供應(yīng)體系和住房保障制度,是對中國公共住房市場的有益探索。但其在準(zhǔn)入與退出機(jī)制的設(shè)計(jì)上仍然存在著很多問題,亟需加以研究和解決。 本文所研究的公共租賃住房準(zhǔn)入與退出機(jī)制著手解決的就是“夾心層”的住房難題,,這個(gè)問題的有效解決,對逐步完善中國住房保障體系、促進(jìn)經(jīng)濟(jì)的發(fā)展和維護(hù)社會的穩(wěn)定具有重要的理論意義與現(xiàn)實(shí)意義。 本文在借鑒香港及國外公共租賃住房準(zhǔn)入與退出機(jī)制構(gòu)建經(jīng)驗(yàn)的基礎(chǔ)上,依據(jù)我國的基本國情,提出了構(gòu)建和完善我國公共租賃住房準(zhǔn)入與退出機(jī)制的方法和具體措施。在構(gòu)建準(zhǔn)入機(jī)制中,分別從四個(gè)方面入手:保障對象定位、準(zhǔn)入收入線劃分、申請審核管理信息系統(tǒng)構(gòu)建、輪候排隊(duì)順序模型構(gòu)建進(jìn)行了系統(tǒng)地研究;在構(gòu)建退出機(jī)制中,首先對退出情形進(jìn)行分類,針對不同的情形采取不同的手段。然后再從監(jiān)管機(jī)制、判別機(jī)制、決策機(jī)制、激勵(lì)機(jī)制幾方面來構(gòu)建退出機(jī)制。在上述研究基礎(chǔ)上,提出了完善我國公共租賃住房準(zhǔn)入與退出機(jī)制的政策建議。
[Abstract]:In recent years, with the rapid development of China's economy, especially the rapid development of the real estate industry, the price of commercial housing has risen faster. Although the housing security system of our country is constantly developing and improving, there are still many low- and middle-income people who cannot rent low-rent houses, nor can they afford comfortable housing; they cannot buy comfortable housing. I can't afford to buy a commercial house; I just graduated from school, I have no savings, I can't afford to buy a house, and I can't afford to rent a cheap one. This is what people often call the "sandwich layer." The emergence and development of public rental housing is an effective way to solve the housing difficulties of sandwich layer. Public rental housing is a new type of affordable housing built on the basis of low-rent housing and affordable housing. Rent to the "sandwich layer" at a price below the market. The "sandwich layer" occupies a large proportion in our country. If their housing problem cannot be solved reasonably, Will have a huge impact on the economic development and social stability of our country. Many developed countries abroad have already implemented public housing policies many years ago, which is a social welfare. To balance the gap between the rich and the poor. China's public housing system has just started. The public rental housing system has improved our housing supply system and housing security system. It is a beneficial exploration of China's public housing market, but there are still many problems in the design of access and exit mechanism, which need to be studied and solved. The entry and exit mechanism of public rental housing studied in this paper is to solve the housing problem of "sandwich layer". The effective solution of this problem will gradually improve the housing security system in China. It is of great theoretical and practical significance to promote economic development and maintain social stability. Based on the experience of the construction of access and exit mechanism of public rental housing in Hong Kong and abroad, this paper bases on the basic conditions of our country. This paper puts forward the methods and concrete measures to construct and perfect the admission and exit mechanism of public rental housing in China. In the construction of the admission mechanism, it starts from four aspects: the location of the guarantee object, the division of the access income line, The management information system of application audit is constructed, and the queue order model is constructed. In the process of constructing exit mechanism, the exit situation is classified firstly, and different measures are taken according to different situations. On the basis of the above research, this paper puts forward some policy suggestions on how to perfect the admission and withdrawal mechanism of public rental housing in China.
