基于HPM方法的武漢市公共開放空間價值評估

【摘要】:公共開放空間的價值在城市化和城市蔓延的過程中不斷顯現(xiàn),作為一種集生態(tài)、文化、教育、社會生活等功能于一體的多層次、多含義、多功能的共生系統(tǒng),公共開放空間在城市規(guī)劃與建設、生態(tài)環(huán)境維持與保護、民眾的日常社會生活中都扮演了重要的角色。就武漢市來說,最重要的公共開放空間形式是水域,包括湖泊和城市濕地,但是在過去的幾十年間,由于缺乏有效的方式將其非使用價值貨幣化,導致城市建設者和居民在追求經(jīng)濟利益的過程中忽視了對開放空間的合理利用和保護,缺乏高效規(guī)劃湖泊濕地建設的內(nèi)在利益驅(qū)動力,這嚴重地影響了武漢市湖泊濕地的可持續(xù)發(fā)展,因此,尋求有效的方法對武漢市的湖泊濕地等公共開放空間進行定量的價值評估,是城市開放空間保護、規(guī)劃與建設發(fā)展中迫切需要解決的問題。 基于這樣的背景,選擇特征價格法(HPM)作為主要的測量手段,對武漢市城區(qū)內(nèi)的15個湖泊濕地進行了價值定量評估。得出了以下結(jié)論:武漢市公共開放空間以湖泊為主要形式,具有較大的非使用價值,主要表現(xiàn)在生態(tài)價值、選擇價值、遺產(chǎn)價值和存在價值等。特征價格法能夠有效貨幣量化這種非使用價值,在經(jīng)過模型的構(gòu)建和數(shù)據(jù)的測算后,發(fā)現(xiàn)線性對數(shù)方程是擬合程度最好的模型,得到武漢市的湖泊濕地的貨幣價值量為52104.62元/平方米。在特征因素的選取上,鄰里特征、環(huán)境特征、區(qū)位特征和建筑特征都具有較大的影響,其中更為顯著的幾個因子為建筑面積、樓層、大學數(shù)量、醫(yī)院數(shù)量、綠化率、容積率、公交車數(shù)量、裝修程度(毛坯)、房屋結(jié)構(gòu)(板樓)和與公共開放空間的距離等。基于此,武漢市在未來的城市規(guī)劃中,應當集中更多的政策力量用于城市湖泊濕地和其他開放空間的合理規(guī)劃與保護,,充分發(fā)揮出其價值,在土地的供給、土地與房產(chǎn)的估價、城市建設與土地利用規(guī)劃上要考慮到環(huán)境生態(tài)價值因素的影響,也可以以此作為物業(yè)稅征收的依據(jù),改善現(xiàn)有的公共服務供給體系。
[Abstract]:The value of public open space is constantly appearing in the process of urbanization and urban sprawl. As a multi-level, multi-meaning, multi-function symbiosis system, which integrates the functions of ecology, culture, education, social life, etc. Public open space plays an important role in urban planning and construction, ecological environment maintenance and protection, and people's daily social life. As far as Wuhan is concerned, the most important form of public open space is the waters. Including lakes and urban wetlands, but in the past few decades, because of the lack of effective ways to monetize their non-use value, As a result, urban builders and residents neglect the rational use and protection of open space in the process of pursuing economic interests, and lack the intrinsic interest driving force for efficient planning of lake wetland construction. This has seriously affected the sustainable development of lake wetland in Wuhan. Therefore, it is the protection of urban open space to seek an effective method to evaluate the value of public open space such as lake wetland in Wuhan. The problems that need to be solved urgently in the development of planning and construction. Based on this background, the value of 15 lakes and wetlands in Wuhan city is evaluated quantitatively by using the characteristic price method (HPM) as the main measurement method. The following conclusions are drawn: the main form of public open space in Wuhan is lake. It has great non-use value, mainly manifested in ecological value, selection value, heritage value and existence value, etc. The characteristic price method can effectively quantify the non-use value of this kind of non-use value, after the construction of the model and the calculation of the data, It is found that the linear logarithmic equation is the best fitting model, and the monetary value of the lake wetland in Wuhan is 52104.62 yuan / m2. Location characteristics and architectural characteristics have a greater impact, among which the more significant factors are building area, floor, number of universities, number of hospitals, green rate, volume ratio, bus number, The degree of decoration (blank building, building structure (floor) and distance from public open space, etc.). Based on this, Wuhan City in the future urban planning, More policy efforts should be concentrated on the rational planning and protection of urban lakes, wetlands and other open spaces to give full play to their value in the supply of land, the valuation of land and real estate, In urban construction and land use planning, the influence of environmental ecological value factors should be taken into account, which can also be used as the basis of property tax collection to improve the existing public service supply system.
