【摘要】：十一五時(shí)期遼寧省利用外資呈現(xiàn)以下特點(diǎn)：外商直接投資規(guī)模擴(kuò)大，引資地區(qū)覆蓋面增大，不同行業(yè)的世界百?gòu)?qiáng)企業(yè)紛紛在遼寧省落戶。因此，我們認(rèn)識(shí)到遼寧省的招商引資工作正處于蓬勃發(fā)展的趨勢(shì)。但是遼寧省利用外資存在諸多問(wèn)題，如外資來(lái)源單一、投資結(jié)構(gòu)失衡、環(huán)境污染嚴(yán)重等。所以，為促使我省招商引資工作的進(jìn)一步發(fā)展，全面提高外商直接投資質(zhì)量已成為當(dāng)前我們要面臨的主要問(wèn)題。 本文全文圍繞構(gòu)建遼寧省招商引資質(zhì)量評(píng)價(jià)體系。首先介紹了研究背景、意義和國(guó)內(nèi)外研究現(xiàn)狀以及相關(guān)理論基礎(chǔ)；其次，利用遼寧省近十年的引資數(shù)據(jù)，總結(jié)了遼寧省利用外資的特點(diǎn)與所存在的問(wèn)題，從而說(shuō)明了該體系建設(shè)的必要性；第三，本文遵循系統(tǒng)性、科學(xué)性、導(dǎo)向性以及可操作性原則，從經(jīng)濟(jì)貢獻(xiàn)質(zhì)量、產(chǎn)業(yè)升級(jí)、技術(shù)溢出效應(yīng)、稅收與就業(yè)以及經(jīng)濟(jì)協(xié)調(diào)均衡發(fā)展六方面選取了19項(xiàng)三級(jí)指標(biāo)；第四，針對(duì)已確立的指標(biāo)，利用SPSS17.0軟件通過(guò)主成分分析法對(duì)各級(jí)指標(biāo)賦予權(quán)重，由此最終構(gòu)成了《遼寧省招商引資質(zhì)量評(píng)價(jià)體系》。 為檢驗(yàn)建成的指標(biāo)體系是否符合我省現(xiàn)狀，，本文利用遼寧省2001-2010年十年外資數(shù)據(jù)，運(yùn)用評(píng)價(jià)體系模型對(duì)十年數(shù)據(jù)進(jìn)行實(shí)證分析，得出我省近十年來(lái)招商引資質(zhì)量的綜合得分，并分析了質(zhì)量得分的趨勢(shì)與造成該趨勢(shì)的原因，與遼寧省近年來(lái)的引資情況相符。通過(guò)實(shí)證研究，最終本文對(duì)遼寧省外資引進(jìn)工作提出了四條對(duì)策建議：一、提升產(chǎn)業(yè)結(jié)構(gòu)，加大對(duì)外商企業(yè)技術(shù)外溢效應(yīng)的誘導(dǎo)；二、促進(jìn)經(jīng)濟(jì)協(xié)調(diào)可持續(xù)發(fā)展；三、完善預(yù)警機(jī)制；四、實(shí)施公眾監(jiān)督制度；五、減少并規(guī)范環(huán)境污染嚴(yán)重項(xiàng)目。通過(guò)以上對(duì)策對(duì)提升我省外資引進(jìn)工作的質(zhì)量起到明顯的改善與提升作用。
[Abstract]:During the 11th Five-Year Plan period, the utilization of foreign capital in Liaoning Province showed the following characteristics: the scale of foreign direct investment expanded, the regional coverage of foreign investment increased, and the top 100 enterprises of different industries settled in Liaoning Province one after another. We recognize that Liaoning Province is in a booming trend of attracting foreign investment. However, there are many problems in Liaoning's utilization of foreign capital, such as the single source of foreign investment, the imbalance of investment structure, the serious environmental pollution, etc. In order to promote the further development of attracting foreign investment in our province, improving the quality of foreign direct investment has become the main problem that we must face at present. This paper focuses on the construction of Liaoning Province investment quality evaluation system. First, introduced the research background, significance, domestic and foreign research status and related theoretical basis; secondly, using Liaoning Province in the past ten years of investment data, This paper summarizes the characteristics and existing problems of foreign capital utilization in Liaoning Province, and explains the necessity of the construction of the system. Thirdly, this paper follows the principles of systematization, science, guidance and maneuverability, from the aspects of economic contribution quality and industrial upgrading. Technology spillover effect, tax revenue and employment, and balanced development of economy are selected in the following six aspects: 4th, according to the established indexes, the principal component analysis (SPSS17.0) software is used to give weight to the indexes at all levels. This finally constitutes the Liaoning Province investment quality evaluation system. In order to test whether the established index system accords with the present situation of our province, this paper makes use of the foreign capital data of the decade 2001-2010 in Liaoning Province, applies the evaluation system model to carry on the empirical analysis to the ten years data, obtains the comprehensive score of the quality of attracting investment in the past ten years in our province. It also analyzes the trend of quality score and the causes of this trend, which is consistent with the situation of Liaoning Province in recent years. Through empirical research, this paper finally puts forward four countermeasures and suggestions for the introduction of foreign capital in Liaoning Province: first, to promote the industrial structure, Increase the induction of technology spillover effect to foreign enterprises; second, promote coordinated and sustainable economic development; third, improve the early warning mechanism; fourth, implement the public supervision system; fifth, To reduce and standardize the serious environmental pollution projects. Through the above countermeasures to improve the quality of foreign capital introduction in our province play a significant role in improving and upgrading.
